2 What Is Stormwater Runoff? Stormwater runoff occurs when precipitation from rain or snowmelt flows over the ground. Impervious surfaces like driveways, sidewalks, and streets prevent stormwater from naturally soaking into the ground.

3 Why is stormwater runoff a problem? Stormwater can pick up debris, chemicals, dirt, and other pollutants and flow into a storm sewer system or directly to a lake, stream, river, wetland, or coastal water. Anything that enters a storm sewer system is discharged untreated into the water bodies we use for swimming, fishing, and drinking water.

6 Regulatory Requirements vtcc implemented its stormwater pollution prevention program in October of 2009 vfailure to Comply with stormwater regulations can result in: üfines up to $27,500 per violation per day üordering TCC to cease operations until problems are fully addressed ürevoking TCC s stormwater permit ürefusing to Renew TCC s existing permit

13 Illicit Discharge Detection and Elimination vtcc has developed and maintains comprehensive storm sewer maps for the campuses of Chesapeake, Portsmouth, and Virginia Beach vtcc has developed outfall tracking sheets and inspects outfall locations on an annually basis for evidence of illicit discharges vtcc has developed plans for cases where illicit discharges are discovered vtcc annually notifies localities of interconnections

17 Construction Site Storm Sewer Runoff Control vall State capital construction projects have Erosion & Sediment Control Plans, Stormwater Management Plans, and Stormwater Pollution Prevention Plans as part of their approved construction documents vit is the college s responsibility that the above plans are maintained and enforced during construction vtcc reports to DCR all regulated land disturbing activities during the fiscal year

20 vunder our MS4 permit, TCC is required to inspect stormwater structures annually for degradations and obstructions Post Construction Stormwater Management in New Development and Redevelopment vtcc construction projects are required to have structural controls to reduce the volume and improve the quality of stormwater run-off vconstruction site operators are required to secure a Virginia Stormwater Management Permit vtcc assumes liability for discharges under the permit
