The Phase II Investigation has determined the presence of VOCs, PAHs, arsenic, and lead in soil and groundwater. Lead concentrations in soil are potentially hazardous wastes. The property adjacent to the Court Street Bridge had low levels of petroleum hydrocarbons detected during a Phase II Investigation in Levels were not sufficient to trigger a full scale investigation and the site was closed. Small amounts of petroleum contaminated soil may be present that may be reused on site or disposed of as a special waste. Court Street The property at 59 South Franklin Street was a former gasoline filling station and eight USTs were discovered in 1996 and removed in Three additional USTs were discovered in Residual soil contamination remains at depth and residual and declining groundwater contamination was noted on the property. The case files were closed in 1998 and residual groundwater contamination was unlikely to affect neighboring properties. Primary concerns are potential impacts from contamination detected at 55 South River Street. Development would be limited to areas other than the property and downgradient of the site. Complete the leaking underground storage tank investigation at 55 South River Street. Use natural attenuation and an engineered barrier or selective removal to manage residual contamination. Special wastes disposed of at a cost of $65 per ton and hazardous waste disposal approximately $200/ton. Sampling, engineering fees, and WDNR review fees are needed in addition. 2 ENVIRONMENTAL SUMMARY OF CATALYST AREA 2 GIS Registry for Main Street Beverage, 203 South Main Street (BRRTS # ), closed September 13, DATCP Storage Tank Database Main Street Beverage at 203 South Main Street closed with residual groundwater contamination and a groundwater use restriction. Groundwater is flowing towards the catalyst area, but there are no documented impacts on the catalyst area. The former Rock County Jail located at 110 South Water Street had three underground storage tanks that were reportedly abandoned in place and filled with inert material in The tanks will have corroded since abandonment and there are potential environmental issues related to the underground storage tanks, primarily groundwater issues, that could affect the Catalyst Area. Former County Jail 110 South Water Street Main Street Beverage 203 S Main Street Catalyst Area #2 Primary concerns are potential impacts from abandoned in place underground storage tanks at the former Rock County Jail. Development would be limited to areas other than the former Rock County Jail due to liability issues. Perform a Phase II Environmental Site Assessment adjacent to the former Rock County Jail (estimated cost $10,000) to determine if there are impacts to the property and eliminate liability issues. Perform a Phase II Environmental Site Assessment at the former Rock County Jail (estimated cost $10,000) to determine if there are impacts to the property and eliminate liability issues. Cleanup would proceed under the WDNR s Leaking Underground Storage Tank program (cost unkown).

Environmental Repair Program WDNR File Review for City Ice Company, 475 North Main Street (BRRTS # ), closed June 9, Phase I Environmental Site Assessment for Adams Roofing, 411 North Main Street, September 23, MGP W P & L Coal Gas Site at Main Street and Parker Drive closed with engineered barrier continuing obligation, residual groundwater contamination and a groundwater use restriction due to benzene and naphthalene contamination. Ridge Automotive is impacted by groundwater from the MGP W P & L Coal Gas Site. The Roschi property has an engineered barrier continuing obligation, residual groundwater contamination, and residual soil contamination including PVOCs, naphthalene, PAHs, arsenic, and lead. The Superamerica property has residual contamination in soil at depth and in groundwater consisting of benzene and naphthalene in the site and in the public right-of-way of Parker Drive. Cole Electric has a groundwater use restriction and residual soil and groundwater contamination consisting of BETX. Adams Roofing has former USTs associated with the proeprty. The Chambers & Owen site contains diesel range contamination at depths of 12 feet below ground surface stemming from the MGP site. Catalyst Area #3 Roschi Property 619 N Main Street Ridge Automotive 545 N Main Street Cole Electric 533 N Main Street City Ice Company 475 N Main Street Adams Roofing 411 North Main Street MGP W P & L Coal Gas Site SuperAmerica 404 North Parker Drive J & S Auto Repair 401 N Parker Drive The City Ice property contains low level PAHs in near surface fill, which contains cinders and ash. J&S Auto contains residual groundwater contamination below 13 feet. Adams Roofing cannot be developed until a Phase II ESA is complete due to liability issues. Sites without engineered barriers can be developed, as is, although there may be an expense ($65/ton) for disposal of contaminated soils encountered and groundwater cannot be discharged as stormwater. Perform a Phase II Environmental Site Assessment at Adams Roofing. If contamination is encountered, cleanup the property under the Leaking Underground Storage Tank Program. Apply to the PECFA program for reimbursement. Engineered barrier areas may be redeveloped by excavating to 4-feet below proposed surface and disposing of soil (at $65/ton) or by constructing a replacement engineered barrier at new grade. Engineered barrier sites may also be used as parking lots. Perform a Phase II Environmental Site Assessment at Adams Roofing. If contamination is encountered, cleanup the property under the Leaking Underground Storage Tank Program. Apply to the PECFA program for reimbursement. Remove contaminated soils from all properties, at least to a depth of 4-feet to remove engineered barrier restrictions and as part of redevelopment. Sample all excavations. Install monitoring wells to assess groundwater conditions. Remove as many continuing obligations as possible. Cost > $1 million.

4 ENVIRONMENTAL SUMMARY OF CATALYST AREA 4 GIS Registry for Gunther Property, 111 North Main Street (BRRTS # ) dated November 4, Property at 111 North Main Street has residual soil contamination consisting of PAHs, including benzo(a)pyrene to estimated depths of 12 feet. Contamination is being managed by an engineered barrier which must be maintained. Soils at property are special wastes which will need to be disposed of at a landfill. Catalyst Area 4 Use existing building and parking lot at 111 North Main Street, following engineered barrier maintenance plan. At grade and above exterior work and all interior work can be performed without issue. Sidewalk adjacent to Rock River can be expanded/modified to improve downtown connection to Traxler Park. Remove engineered cap from parking lot at 111 North Main Street and remove contaminated soils beneath engineered cap to 4 feet below proposed surface. Backfill with clean material. Estimated cost $65/ton plus field observation, sampling, report writing, and WDNR review fees. Gunther Property 111 North Main Street Remove parking lot and building at 111 North Main Street and remove contaminated soils 12 feet below existing surface. Backfill with clean material. Estimated cost $65/ton plus field observation, sampling, report writing, and WDNR review fees.

5 ENVIRONMENTAL SUMMARY OF CATALYST AREA 5 GIS Registry for River Terrace Apartments Property, 120 North River Street (BRRTS # ) dated March 18, Leaking Underground Storage Tank WDNR File Review for Bank One Property, 100 West Milwaukee Street (BRRTS # ), closed April 5, River Terrace Aparments 120 N River Street River Terrace Apartments property at 120 North River Street was closed with residual soil contamination and an engineered barrier maintenance plan stemming from the presence of PAHs, including benzo(a)pyrene, on the property. No off-site migration of contaminants were noted and the property does not appear to have impacted Catalyst Area 5. The Bank One property at 100 West Milwaukee Street was a leaking underground storage tank site closed in Except for the property located at 100 West Milwaukee Street, there is no evidence of environmental conditions affecting the majority of the site. The property at 100 West Milwaukee Street can be used as is, with no continuing obligation, although excavation below grade may encounter residual contamination which will need to be disposed of at a price of approximately $65/ton. Bank One Property 100 W Milwaukee Street Catalyst Area #5 There are no continuing obligations to be managed for these properties. Residual contaminated soils could be excavated at a cost of approximately $65/ton, although there is minimal benefit to doing so.

Potential vapor issues. The property at 59 South Franklin Street was a former gasoline filling station and eight USTs were discovered in 1996 and removed in Three additional USTs were discovered in Residual soil contamination remains at depth and residual and declining groundwater contamination was noted on the property. The case files were closed in 1998 and residual groundwater contamination was unlikely to affect neighboring properties. The Overton property had a heating oil tank which was reported to the WDNR based upon odors noted during closure but test results indicated no residual contamination. No impact expected on catalyst area. Mercy Health Systems has approximately 2 cubic yards (3 to 4 tons) of DRO contamination located 10 feet below ground surface next to the existing building. Disposal will be required if disturbed but no other impact is an issue. There are no continuing obligations other than the structural impediment at the Cullen property in catalyst area. Risks have been addressed, although residual contaminated soils encountered during construction will require characterization and disposal. Contaminated soils at Cullen property, Mercy Health Systems, and other sites could be removed regardless of construction, although there is little direct benefit to doing so. Court Street property may have low level residual soil contamination, but is not likely to impact catalyst area. Catalyst area has few obligations. Sites can be developed as is, but contaminated soils encountered will need to be characterized and disposed of (approximate cost $65/ton). There is likely less than 200 tons of soils that would be encountered during construction that will require disposal. Total cost of disposal is likely less than $13,000.
