The first in Egypt to start initiatives to go Green, to be an Ecotourism Destination. El Gouna started initiating the Green Star hotel system. The only resort in the Middle East to go Carbon Neutral, and the leading in Africa.

8 What is Carbon Neutral? The total greenhouse gas (GHG) emissions generated by a city, directly and indirectly, are diminished by locally implementing different reduction measures and by offset of the residual emissions. Achieving carbon neutrality is an indicator of living with ecological means and consuming resources at a rate that does not impede future generations ability to enjoy them.

9 How to achieve Carbon Neutral Status? By implementing different GHG emission reduction measure to avoid or reduce the emission of GHG into the atmosphere (e.g. fuel switch, renewable energy utilization, increase energy efficiency etc.) By using carbon offsets or carbon credits to remove the remaining unavoidable GHG emission (e.g. by planting trees, by funding 'carbon projects' which will prevent future GHG emissions, or simply by buying carbon credits).

11 Project Background Cooperation Type: a Protocol signed on January 27 th, 2014 with the Egyptian Minister of State for Environmental Affairs, Italian Ministry of Environment, Land and Sea, and El Gouna Aim: Transform El Gouna into a Carbon Neutral City Mechanism: Implement a set of Renewable Energy Projects Implementer: Sawiras Foundation for Environmental Development, established by El Gouna City

13 Sectors Responsible for Emissions Institutional: include 32 local authority buildings, 3 schools, 1 hospital and street lighting. Commercial: 419 commercial units including shops, supermarket, banks, restaurants, gasoline station, central laundry, bakery. Hotels: 19 hotels. Residential: 2500 home owners. Industry, Plants and Construction works: Waste treatment plants, 2 desalination plants, 8 construction sites, 2 industries, 4 standby generators Other: a nursing unit, 2 universities (TUB, AUC), library, church, mosque, recycling factory, mountain area (Farm, workshops).

14 Emission Sources Energy Stationary Combustion: Electricity and diesel fuel from boilers and generators in different sectors Energy Mobile Combustion: Transport Emissions Waste and Wastewater treatment Emissions Agriculture, Forestry and Land use (AFOLU): Land use change, harvesting, pesticides, fertilizers, soil management, livestock etc Refrigerants: All refrigeration equipment located in all sectors Other indirect Emissions: emissions from input materials as chemicals for washing and swimming pools

15 Scope Boundary & GHG Emissions % Scope 1 (27%): Direct Emissions include sources located within the city boundary, such as in-city transit systems, energy use from residential buildings, waste management, commercial/institutional activities, AFOLU, and emissions from industrial activities. Scope 2 (61%): Indirect Emissions within the city source located outside, such as purchased boundary but electricity and steam/heat, AFOLU, Regional Transportation. Scope 3 (12%): Indirect Emissions within the city boundary source located outside, such as exchange of goods and but services

16 Main sources of Emissions 97,4% of total emissions First main contributor is Electricity consumption coming from the hotels and, residential and industrial (66%). Second comes the diesel and oil consumption for the stationary combustion in the hotels (boilers), standby generators, laundry and bakery (15%). Then the diesel and gasoline consumption for the mobile combustion (17%).

19 1 Wind Electricity from the National Power Grid The management of El Gouna city signed a Protocol with the Egyptian Ministry of Energy to buy the electricity from the operating wind farm for the needs of the city. As this protocol enters into force, the electricity consumed by the El Gouna will be considered as green energy and emissions (61%) from this source will be neglected.

20 3- Sustainable Transportation Proposed Electric Fleet 10 electric plug-in buses 150 electric bikes (with removable batteries) sharing system with 10 stations, and 1 central charging station for the batteries. 20 electric plug-in cars 20 electric plug-in microbuses 4 charging units ( 4.5 Kw) fueled by solar energy

21 Conclusion: Measures to help El Gouna City transform to a Carbon Neutral City are concentrated in energy related stationary combustion and energy related mobile combustion, through the following initiatives: Use the electricity generated by the wind energy Replacement of the existing boilers in the central laundry with dual stage system with heat pumps and heat recovery by CSP Improve energy efficiency in the street lighting system Use sustainable transportation introducing electrical vehicles Increasing the energy efficiency in the hotels Other measures (afforestation, improved management of composting plant, improvement of the cooling systems). Implementation of the first four mentioned measures in Phase 1 will reduce ,5 tco2e of the city s total emissions, around 67.3% of total GHG emissions.
