2 What is the ambition of the Ministry? The Ministry of Infrastructure and the Environment is committed to improving quality of life, access and mobility in a clean, safe and sustainable environment. The Ministry strives to create an efficient network of roads, railways, waterways and airways, effective water management to protect against flooding, and improved air and water quality

3 How is the Ministry organised? The Ministry of Infrastructure and the Environment basically consists of three sections: policy, implementation and inspection In addition, the ministry has several support agencies to ensure that it is able to perform its work in an optimal manner.

4 Policy making at the Ministry This is accomplished by 3 Directorates-General: Directorate-General for Mobility and Transport (DGB) DGB focuses on the continued development of the quality of (networks of) airways, waterways, railways, highways, harbours and ports. It safeguards the safe and sustainable use of infrastructure by travellers and the transport sector. It promotes that the networks are designed to be used in a safe, liveable, and optimal manner. It contributes to the economic and spatial development of the Netherlands.

5 Policy making at the Ministry Directorate-General for Spatial Development and Water Affairs (DGRW) DGRW is responsible for the policy matters in the field of the design of the main spatial structure. Together with other agencies it is working on keeping our delta safe, liveable, accessible and competitive, now and in the future. It links visions on spatial developments and mobility, and works on on the simplification of laws governing physical surroundings. It is responsible for the Multi-Year Investment Programme

6 Policy making at the Ministry Directorate-General for the Environment and International Affairs (DGMI) This D-G is working on a healthy and safe living environment, also taking account of the impact the Netherlands has on environmental problems in other countries. Crucial policy areas: a sound environment, climate and sustainability. It addresses major long-term issues but also tackles the current quality of the living environment. It supports citizens and businesses, for example, by reducing rules and regulations. Good management of the natural resources is a precondition for economic and social development, and competitiveness of the Netherlands.

7 Implementation at the Ministry The Directorate-General for Public Works and Water Management (RWS) RWS is the executive agency of the Ministry responsible for the Dutch main road and waterway networks, the main water systems, and the environment in which they are embedded. RWS facilitates smooth and safe flow of traffic, keeps the national water system safe, clean, user-friendly and protects the Netherlands against flooding.

8 Inspection at the Ministry Human Environment and Transport Inspectorate (ILT) ILT ensures compliance with statutory regulations pertaining to sustainability and physical safety. ILT is organised into seven transport and environmental inspectorate domains, which adopt an integrated approach in their supervision. This reduces the burden of supervision and facilitates collaboration with other inspectorates and enforcement organisations, nationally and internationally. The inspectorate strives for a risk-oriented supervision policy based on sound analysis and aimed at a reduction of supervision and administrative burdens if possible. ILT develops innovative supervision formats (digital inspections, system supervisions), which make the inspections less labour-intensive and more effective, while keeping the level of compliance up to par.

9 Support agencies of the Ministry Netherlands Environmental Assessment Agency (PBL) The Netherlands Environmental Assessment Agency (PBL) is the national institute for strategic policy analysis on environment, nature, and spatial planning issues of national and international significance. Royal Dutch Meteorological Institute (KNMI) KNMI is the national institute for weather, the climate and seismology. It provides weather information in the areas of safety, the economy and a sustainable environment to the public, the government, the aviation sector and the shipping industry. KNMI performs research into climate change and earthquakes and related phenomena.
