3 Project Description Problem: Households dispose of septic tanks; however, no installed openings for maintenance. Septic tanks have no bottom, so the fecal matters enter into the ground water. Frequent flooding, typhoons and low tides draining groundwater into river and ocean. High ground water table, narrow walkways to connect septic tanks Combined sewerage systems Target groups: Residents of An Hai Bac ward, decision-makers and the population of Da Nang city. 4 Project Description Vision of success: Improvement of living environment for pilot area and contribution to the commitment of Da Nang city of becoming the greenest city of Viet Nam Awareness created among Da Nang decision makers on vulnerability of city with regard to pollution of coast line and river because of inappropriate waste water management with septic tanks and combined drainage system Vacuum sewer is recognized as alternative to costly gravity sewer for the whole of My An My Khe Area with regard to investment, operation and maintenance In the future, consideration of generating energy out of black water, recycling of grey water for agriculture and using the residues for urban agriculture. Goals and objectives: To implement separate sewerage system in My An My Khe Area with the pilot vacuum sewer project for 110 households in An Hai Bac Ward Da Nang authorities are committed to developing the city into the greenest city by In this context, Da Nang is trying to pursue a sustainable wastewater strategy.

5 Process and Tools METHODOLOGY A Nexus Task Force established by resolution of DPC to accompany pilot projects. Household survey conducted in March 2014 to get a preliminary idea of the sanitary conditions in the selected pilot area. In - depth physical survey on the 110 households was also conducted. The septic tanks were analyzed in detail in order to identify practical technical solutions of by-passing them in order to connect the black and grey water directly to vacuum sewer collection chambers and a vacuum collection station.

6 Process and Tools METHODOLOGY Public consultation with the citizens of An Hai Bac Ward The inhabitants supported the research work pro-actively allowing access to individual households including taking measurements of bathrooms, toilets, kitchens, corridors and sewer connections including distance to sewer lines.

7 Process and Tools METHODOLOGY One septic tank (Ly Van To, Household No. 21) was emptied and analyzed before and after with a borescope. Technical drawings for each household have been elaborated in AutoCAD. Based on these drawings a concept for the connection of each household to the new vacuum sewer collection system to be installed was elaborated. The concept presented here follows a strategy of minimal invasion into existing structures and the privacy of households.

9 Governance role Public consultation with the citizens of the pilot area in An Hai Bac Ward (including community leaders and household owners) The public participation was documented by the residents signature on the agreement form to support the implementation of the pilot vacuum sewer project. Challenge: Organizing public consultation meetings took time and efforts Benefit: For the city government, the most difficult issue is to persuade and convince the city residents to follow any new way of doing. Thanks to the proactive support of the local community, it makes the city authorities feel easier when making decision.

10 Policy recommendations It is suggested more priorities would be given to nexus-related projects. For a specific nexus-related project, it is recommended that the city government assign one focal organization who has the leading role in facilitating the process to shorten normal administrative implementation procedure. Nexus Task Force should cooperate strongly to further promote the nexus approach. Cross-sectoral collaboration should be enhanced. Future capacity building events should be organized for the city government officials.
