1 Coachella Valley Water District Date: June 2017 TITLE: Nonpotable Water Technician III SECTION: Nonpotable Water DEPARTMENT: Operations SRN: 32 REPORTING RELATIONSHIP: Reports to: Crew Chief, Nonpotable Water or Crew Chief, Cross-Connection Supervises the following positions: In a lead role, as required supervises Nonpotable Water Technician Trainee, I, and II. DEFINITION: Under general supervision, services and repairs nonpotable water meters, regulating valves, and appurtenances related to metering and regulating the flow of water, and related work as required. May act as Lead role in the absence of the Crew Chief and assists the Crew Chief in providing training, project leadership on job assignments, and related work as required. Ensures that nonpotable water customers are abiding by the appropriate rules and ESSENTIAL FUNCTIONS: 1. Coordinates the work for the crew such as leak detection surveys, cross-connection shutdown tests and surveys, repairs and installation of water meters and pressure control devices. 2. Coordinates the maintenance, repair, replacement, of nonpotable water meters, and regulating valves and telemetry. 3. Communicates with Materials Management to ensure adequate supplies on hand for jobs. 4. Tactfully and courteously meets with residential and commercial customers to discuss and resolve water flow related problems and complaints. 5. Fills out and maintains records and reports pertaining to O& M of related appurtenances. 6. Fulfills essential functions of Nonpotable Water Technician II. 7. In the absence of the Crew Chief, and as required, supervises and assigns the work of Nonpotable Water Technician Trainees, I, and II. 8. Maintains, repairs, replaces, locates, and/or inspects air vacuums, air release valves, air compressors and related lines and/or tanks, plumbing compressors, new plumbing compressors, old plumbing in the water distribution system. Documents all air vacuum and air release data including size, type, location and GPS coordinates. 10. Responds to alarms of low pressure, high pressure, and low pond levels at all of the District s nonpotable water sites. 11. Builds, installs, and replaces, backflow devices. 12. Assists other departments as needed. 13. Trains Nonpotable Water Technician staff on the proper methods for performing the tasks assigned to them. 14. Assists with cross-connection testing and conducting field investigations, as needed. 15. Enforces District Safety policies and procedures. 16. Maintains and records data at the Mid-Valley Pump Station. 17. Maintains and/or coordinates maintenance of the Back Feed Reservoir, Blending Water Reservoir and Recharge Ponds at WRP Collects nonpotable water meter reads. 19. Utilizes the SCADA or applicable database and to track flow and pressure occurrences to nonpotable water customers and verify meter reads. 20. Able to learn to utilize Microsoft Word and Excel spreadsheets. 21. Follows proper safety practices, precautions, and procedures, such as confined space entry, storing, handling, and transporting gases. 22. Ensures that nonpotable water customers are abiding by the appropriate rules and 23. Fills out and maintains records and reports pertaining to nonpotable water rules and 24. Coordinates with other departments and provides response for leak detection, leak locating, pipeline locating, as well as other assigned duties. 26. Perform sequential actions to locate leaks and request repairs by applying knowledge of leak detection practices MINIMUM QUALIFICATIONS: License or Certificates: Possession of an appropriate California driver's license issued by the State Department of Motor Vehicles. Department of Motor Vehicles driving record may influence employment or classification. Possession of a Grade D3 Water Distribution Operators Certificate issued by the State of California State Water Resource Control Board. OR Collection System Maintenance Grade 3 issued by the California Water Environment Association. Possession of a Backflow Tester Certification issued by the County of Riverside Health Department or CA/NV AWWA. All other backflow tester certifications will need Coachella Valley Water District s approval. Possession of a Cross-connection Specialist Certification issued by CA/NV AWWA May work in potential confined spaces. As needed, must obtain respiratory, first aid, confined space training and SCBA training. Experience: Any combination of experience or training that would fulfill the minimum qualifications of the position would be qualifying. A typical way to acquire the required knowledge and abilities would be to have at least five years total experience with a water utility and at least one year as a Nonpotable Water Technician II. Knowledge of: Basic principles of water hydraulics. Practices and principles of plumbing. Safe operation of basic hand tools and equipment. Safe working practices and procedures. Concepts of work planning including time, staff and materials. Map and Plat Book reading.

4 Nonpotable Water Technician III - Page 4 MINIMUM QUALIFICATIONS (Cont.): Teambuilding and workgroup relationships. Budgeting and working within budget constraints. District personnel rules and rules of conduct. Water meters, valves, related equipment, and all necessary software/programming. Distribution systems. Basic computer software. Computer programs including Excel. Methods, tools, and equipment used in leak detection. District personnel rules and rules of conduct. Abilities: Recognize, analyze, and troubleshoot malfunctions with water meters, regulating valves, and make appropriate repairs. Install repair and maintain water meters, and valves for accurate measurement and flow. Install remote reading devices including measurement device, pipe, and wire. Operate oxygen and acetylene welding torch correctly and safely. Operate cement cutting tools, drills and other mechanized tools with appropriate safety equipment. Plumb copper, PVC, stainless steel, and galvanize pipe and fittings. Maintain the vehicle in an organized, clean and safe manner. Work cooperatively and safely with others. Deal tactfully and courteously with the general public using professional customer service skills. Read and comprehend directional maps and plat sheets. Promote efficient completion of assigned tasks in workgroup. Foster a congenial, team environment within the crew. Troubleshoot problems in the distribution system. Recognize hazards in meters, valves, and related devices and equipment. Operate a computer. Maintain accurate and complete records and reports. Understand and carry out oral and written instructions. Ability to add, subtract, multiply and divide. Ability to calculate water formulas and interpret applicable tables and charts. Use a variety of leak detection, pipe location and related tools and equipment. Ability to make determination for leak repair responsibility (District or Customer) Use independent judgement and initiative.

5 Nonpotable Water Technician III - Page 5 PHYSICAL REQUIREMENTS: 1. Will work weekends, evenings, holidays, overtime and standby when required. 2. Will report to other district buildings (ex: West Shores and Coachella buildings when required. 3. Will work in extreme weather conditions including heat and rain. Also will work in areas containing chemicals, dust, fumes, and vapors and in confined spaces. 4. Will walk long distances and perform pick and shovel work when required. 5. Drives District vehicles to job sites and uses a two-way radio to communicate. Driving: Heavy. 6. Brings equipment and materials to job sites including over rough terrain. 7. Will work in confined spaces. Must have the ability to climb in and out of confined spaces, wear and use appropriate safety equipment including a Self-Contained Breathing Apparatus (SCBA).
