6 4) During visit it is noticed that at proposed new plot No-295(III) Village- Vadavali Post- Uchat :- The said proposed new plot admeasuring area around 4800 Sq.Mtrs has taken on lease for a period of five year from Mr.Naryan,Suhas,Vikas, Prakash & Gopal Sawant. And at the said proposed building name by Hoerbiger & applied by name of M/s Gala Precision Technology Pvt Ltd. a) The unit has installed there plant & machineries at said proposed site and same was found engaged in manufacturing of products such as Reeds,Valve plates, Retainers & other compressor parts. b) The unit has provided ETP consisting of collection tank-o&g trap- Neutralization tank-mbbr aeration tank-sdb-pressure sand filter & Activated carbon filter & same was not found in operation.( Photo copy of the same is enclosed) c) The unit has not provided port hole, platform, ladder to the chimney attached to heat treatment furnace & austempering furnace (Photo copy of the same is enclosed). d) The hazardous waste generated from manufacturing activities i.e. Waste residue containing oil category 5.2, Cotton waste etc approximately 1000 Kg was found stored unscientifically in the premises. ( Photo copy of the same is enclosed). 6) As per SRO kalyan III report plot no 295(III) is not adjoin with plot no 295(I) and 295 (II) even survey no is same ( report of SRO kalyan III enclosed ) In view of above industry has applied for consent to Establish for said project, without obtain consent to establish, meanwhile industry has started its production activity as reported by SRO Kalyan-III, its seen that the unit applied for consent to Establish of plot No 295 (III) separately no connecting with plot no 295(I) & 295(II) and is having cost plot 295 (III) is of Rs 20.24Cr, and it is under preview of HOD power. Case is submitted in CC meeting for further decision for grant of consent. Recommendation of SRO/RO SRO Recommendation: recommended case for grant of consent to Establish up to commissioning of unit. This case was discussed in the CC meeting held on in this meeting it was decided to HOD verify the category of the industry. 7. Industry has proposed to consume MDI, Polyol and cyclopentane Isopntane chemical in door assembly section which are hazardous chemicals hence this industry can considered under RED category. SRO Pune-II has reported that case will be considered after receipt of copy of river distance certificate and NOC of Grampanchayat from the industry. 9 Other Relevant Information 1] Operation & Maintance of Air Pollution Control is poor so exceeding the analysis results of stack monitoring as per prescribed standards. 2] Industry has not submitted BG of Rs. 2.0 Lakhs towards earlier consent conditions. 3) The case was discussed in Board s CC Meeting, dt: 24/11/2014 and it was decided to issue SCN for refusal as industry has failed to submit Board s resolution / BG as per previous consent condition and results of stack monitoring are exceeding. SCN for refusal issued vide no: 4969, dt: 01/12/ ) In response to SCN for refusal industry has submitted reply, dt: 04/12/2014 and stated as, a) They presumed that the application referred in SCN for refusal under reference pertains to their application dt: 15/09/2014 which was submitted at SRO-Bhandara on 16/09/2014 for grant of expansion from the consented capacity of 230 MT/M to 505 MT/M (Increase of 275 MT/M) of the existing facility for production of Dry Milled Flake powder of Aluminum. This presumption is on account of the fact that subject of SCN for refusal for expansion while referring their application for renewal which was applied separately. The application for renewal has been submitted separately for plain renewal i.e without any expansion in production capacity of any of the consented items, hence these two applications are not related in any way. b) The additional item Aluminum Ingots & Casting = 300 MT/M was already included in the consent at Sr.no: 5 of condition no: 2 of consent, hence in effect the above quoted condition at Sr.no: 11 of existing consent, dt: 09/05/2013 which was valid upto: 31/05/2014 doesn t hold. Therefore, after receiving this consent they had appealed to Board vide letter dt: 12/06/2013 & reminder dt: 23/08/2013 to withdrawn condition no: 11. But till date they didn t receive any communication from Board. Recommendation of SRO/RO Expansion in existing premises so C to E May be granted. The source of confusion is report no: 191, dt: 09/01/2013 wherein PM concentration is mg/nm3. The figure mg/nm3 appears to to be a typographical error and it should read as mg/nm3. This is corroborated by other report no: 192 which records PM concentration as mg/nm3. SRO-Bhandara vide , dt: 08/10/2014 submitted compliance report wrt BG as per existing consent condition and states as, 1) Applicant not submitted Board resolution & not submitted relevant BG of Rs. 2.0 Lakhs. 2) Industry has submitted BG of Rs. 5.0 Lakhs towards O & M of pollution control system valid upto: 11/11/2014 and further added results of stack monitoring results exceeded consented limits.
