2 Background on ECREEE-GIZ Cooperation Regional GIZ programme Promotion of a climate-friendly interconnected power system West Africa The GIZ programme is the TA component of a larger programme between ECOWAS and the German bilateral cooperation (funding: BMZ, implementation: KfW&GIZ) supporting the West African Power Pool (WAPP): regional electricity trade, energy efficiency in power distribution the ECOWAS Regional Electricity Regulatory Authority (ERERA): regulation of regional power trade the ECOWAS Centre for Renewable Energy and Energy Efficiency: RE power generation Team based in Benin and Cape Verde Page 2

3 Technical Assistance Facility for Grid-Connected RE Projects ECREEE/GIZ with assistance from a pool of international shortterm experts (STEs) can provide quick-response, flexible TA for advancing planned grid-connected utility scale RE generation projects. Target groups: Public and private project developers Key stakeholders involved in grid-connected RE projects (e.g. Ministry of energy, Utility, Regulator. In kind support (no grants) complementing the project developers own efforts and may cover technical, financial and legal aspects incl. transaction advice 24/10/2016 Page 3

4 What Type of TA can be provided? Private and Public project developers Quality assurance and complementing of key development stage studies (e.g. pre-/feasibility studies,, business plans, ESIA, etc.) Advice on financial structuring and financing options Advice on selection of consultants and contractors Transaction support for financial, legal and contractual aspects Public institutions procuring grid-connected RE projects Advice on procedures for competitive selection of IPP Support to the development of tailor made tender documents and agreements Support during tender evaluation and negotiations with successful bidders Advice during contractual negotiations (legal, technical and financial aspects) Advice on technical regulations for grid connection 24/10/2016 Page 4

5 Support Provided to Public Institutions The Gambia: Support to NAWEC (Utility) in refining PPA and Network Connection Agreement for a 10 MW solar PV power plant Burkina Faso: Support to Ministry of Energy and Mining for a legal and technical review of contractual documents (PPP, PPA and Sovereign Guarantee) to be signed with solar PV IPPs for a total of 67 MW. Mali: Support to Ministry of Water and Energy for the evaluation process of the Solar PV IPP tender to procure a total of 75 MW. Page 5

6 Support Provided to the Private Sector FasoBiogas (Burkina Faso): Transaction advise and access to finance support for the expansion of the power plant (from 275 kw to 1.3 MW). Kwamoka Energy (Ghana): Quality assurance of feasibility study and assessment of the biomass supply chain as a key input to the feasibility study of a 6 MW biomass power plant in Kumasi. Page 6
