1 Zone 1 Report to the Zone Commissioners By Jason Uhley, General Manager-Chief Engineer November 2018 Current/Recent Construction Projects Monroe MDP - Monroe Channel Stage 4 ( ) Construction for this District-led project is complete. Notice of Completion was filed May 3, The project will reduce flooding along Monroe Street between California Avenue and Magnolia Avenue, and will accommodate a Cityfunded/constructed recreational paseo. The contractor, H&H General Contractors, Inc., completed construction for a total project cost of $2,413, Active Design Projects Santa Ana River Stabilization ( ) The project ensures that the existing levee system will continue to provide protection to the City of Riverside. The U.S. Army Corps of Engineers (Corps) has secured $44 million to rehabilitate the federally-constructed reach of the Santa Ana River Levee system which begins at the San Bernardino County line and continues southward to 46 th Street. Rehabilitation will likely include repair of the levee groins and toe of slope protection. The District will also rehabilitate the nonfederal segment of the levee system which begins at the San Bernardino County line and extends northward to S. Old Pellisier Road. The Corps is working to develop a new Project Information Report to determine the project scope. 1

2 Box Springs Dam - Outlet Repair ( ) This District-led project proposes to construct several upgrades to improve the safety and operation of Box Springs Dam. The improvements include replacing the existing outlet structure with a new debris rack outlet structure to reduce clogging potential at the outlet works and rehabilitation of the existing gate assembly and control stem. Project design is anticipated to be completed in Sycamore Dam - Outlet Repair ( ) This District-led project proposes to construct several upgrades to improve the safety and operation of Sycamore Dam. The improvements include replacing the existing outlet structure with a new debris rack to reduce clogging potential, rehabilitating the existing gate assembly, and providing safer routing of flood waters from the emergency spillway to Central Avenue. Project design is anticipated to be completed in

3 Woodcrest Dam - Outlet Repair ( ) This District-led project proposes to construct several upgrades to improve the safety and operation of Woodcrest Dam. The improvements include replacing the existing outlet structure with a new debris rack outlet structure to reduce clogging potential, rehabilitation of the existing gate assembly, and new permanent erosion controls on the embankment slope. Once completed, this project will serve as an example for performing similar upgrades to the remaining Riverside Reservoir dams. Per the recommendations provided by the State Division of Safety of Dams, the District is conducting additional geotechnical exploration beneath the existing spillway, and will install piezometers along the Dam for long-term monitoring. Project design is anticipated to be completed in

4 Monroe MDP Line E, Stages 2 and 3 ( , -03) The proposed Line E, Stages 2 and 3 is a City-led project funded by the District. This project will reduce flooding along Gratton Street and Hermosa Drive, as well as Dufferin Avenue, within the reaches shown in the exhibit below. The proposed system will be an underground storm drain that will collect stormwater along Hermosa Road and Gratton Street and convey it in an underground storm drain heading northwest along Gratton Street where it will discharge into existing underground Monroe MDP Line E storm drain at Lincoln Avenue. It includes Line E-2 along Hermosa Drive east of Gratton Street and Line E-5 along Dufferin Avenue east of Gratton Street. The District and the City of Riverside executed the cooperative funding agreement on September 12, The project design is currently at 60%, and the City anticipates beginning construction in December Box Springs Storm Drain Groundwater Recharge at Kansas Basin ( ) This project is being pursued in collaboration with Riverside Public Utilities (RPU). It will construct improvements within the existing Box Springs Drain Retention Basin (aka Kansas Avenue Retention Basin) to enhance the ability to recharge stormwater and dry weather flows into the groundwater. The project would not only enhance local water supplies, but will reduce dry weather discharges and assist with meeting bacterial standards in the Santa Ana River. The form of the project, as well as the roles between the District and RPU, are being discussed. 4

5 Jurupa-Pyrite MDP Line A-2, Stage 1 ( ) The District-led project consists of constructing an interim portion of Line A-2 to alleviate flooding hazards to the properties located at the end of Bellmore Street and surrounding the proposed project site. This interim project follows the master drainage plan alignment, and collects flows at the southern end of Bellmore Street and conveys the flows westerly of Agate Street. The Project is expected to advertise in the first quarter of Paramount Estates MDP Line C ( ) This project will alleviate drainage issues for the neighborhood southwest of Canal and Opal Streets in Jurupa Valley and provide flood protection to Tentative Tract once it is developed. Work will consist of construction of Line C, an underground storm drain, as shown in the Paramount Estates Master Drainage Plan, and minor improvements to Sunnyslope Channel and the freeway lateral channel to facilitate flows underneath the 60 Freeway. This project will be designed by the engineer for the developer of Tract and plan checked and constructed by the District. A cooperative agreement is currently being drafted between the City of Jurupa Valley, the developer of Tract 37211, and the District to address funding and maintenance responsibilities. 5

6 Jurupa Pyrite 54 th Street Drainage Improvements ( ) This is a District-led and funded study to determine and collect runoff that is conveyed in the abandoned Riverside Canal along the westerly toe of Pedley Hills at 54th Street. Currently, the runoff in this canal overtops affecting adjacent residents. This project would collect those flows and convey them to 54th Street, where street improvements would allow the runoff to flow to a safe outlet. This study is funded by the District. The study is expected to begin in Fiscal Year 18/19. Water Conservation & Water Quality Box Springs Recharge/Water Quality Retention Basin Retrofit ( ) This project is being pursued in collaboration with Riverside Public Utilities (RPU). 7 Phoenix Avenue Storm Drain Dry Weather Diversion ( ) This is a collaborative project between the District and the City of Riverside to divert dry weather flows from an existing District storm drain to a City-owned sanitary sewer line in an effort to address bacteria issues in the Middle Santa Ana River. The District currently has Michael Baker International under contract to develop conceptual design plans which will then be used to establish an MOU between the District and the City of Riverside outlining project roles and responsibilities. The District intends to fund the entire design and construction of the project. Flood Control Basin Retrofit Study ( ) This is a District-led project to evaluate existing infrastructure to determine feasibility of stormwater/urban runoff capture. The result of this study could help determine partnerships with Water Districts within Riverside County and help utilize stormwater and urban runoff as resource. As of October 2018, nine basins in Zone 1 were tested for infiltration and three are eligible for stormwater/urban runoff capture. The study is expected to begin in Fiscal Year 18/19. Hydrogeotechnical Analysis ( ) This is a District-led project to hire geotechnical engineers to test existing District facilities for groundwater recharge potential. The project is fully funded by the District. 7
