3 Agricultural Biomass to Energy Program Overview SB 704 adopted September 22, 2003 Provided $6 million in funding from Renewable Energy Program Funding to improve air quality by reducing the amount of agricultural fuels that are open-field burned Guidelines adopted February 18, 2004 Incentive of $10 per dry ton of qualified agricultural biomass Funding for qualified purchases from July 1, 2003 through June 30, 2004 Facilities must exceed their historical 5-year average of qualified agricultural purchases by at least 10 percent 3

11 Existing Renewable Facilities Program Overview Goal is to ensure the continued operation of existing renewable facilities in California $243 million (45%) allocated from (SB 90) $135 million for Tier 1 (biomass, solar thermal, & waste tire) $70.2 million for Tier 2 (wind) $37.8 million for Tier 3 (Geothermal, Small Hydro, Digester Gas, Landfill Gas, and Municipal Solid Waste) $135 million (20%) allocated from (SB 1038) $ million ($20.25 mil/yr) for Tier 1 (biomass & solar thermal) $33.75 million ($6.75 mil/yr) for Tier 2 (wind) 11

17 California s Renewable Portfolio Standard Overview RPS target is 20% renewable energy for the state by year 2017 Each retail seller to increase procurement of eligible renewables by at least 1% of retail sales per year Baseline is year 2001 = about 11% renewable Gov. Schwarzenegger called for accelerating the RPS phase-in to 2010 Energy Commission recommends accelerating RPS goal to year 2010 and is examining a possible goal of as much as 33% by
