1 IDENTIFICATION Department Position Title Infrastructure Alternative Energy Specialist Position Number Community Division/Region Yellowknife Energy / HQ PURPOSE OF THE POSITION The Alternative Energy Specialist works with stakeholders to assess and implement alternative energy projects in the Northwest Territories and assists with the implementation of the NWT Greenhouse Gas Strategy. Comprehensive research, monitoring and follow-up studies of the effectiveness of alternative energy projects, as well as preparing public information material on alternative energy would also be considered primary responsibilities of this role. SCOPE The Department of Infrastructure is highly decentralized in the delivery of its programs and services and is responsible for territory-wide government programs such as the operation and maintenance of public buildings and transportation infrastructure and systems, project management, facilities planning, design and technical support services, environmental assessment and remediation, property management, procurement shared services, information technology, information management, disposal of surplus property and goods motor vehicle and mechanical/electrical regulatory services and fleet management. The Department is also responsible for programming aimed at increasing the use of domestic energy resources and reducing energy costs in the NWT (Northwest Territories), delivering renewable energy solutions, providing energy supply services to non-market communities, and leading efforts in energy conservation and efficiency. Located in Yellowknife and reporting to the Manager, Energy Policy and Programs the Alternative Energy Specialist is the technical expert on alternative energy technologies and systems within the Energy Division. 2 The Alternative Energy Specialist develops and maintains expertise about the use and application of alternative energy sources in the Northwest Territories (NWT) through research and regular contacts with research institutions, universities, consultants and other agencies. Expert advice and assistance is provided by the incumbent to governments, communities, businesses and residents regarding steps that can be taken to develop alternative energy systems and reduce greenhouse gas emissions. Representing the Department at the regional and national level and assisting in implementing programs developed to address climate change issues, the incumbent will be required to maintain qualifications in professional, technical and administrative areas by attending and completing all seminars, training and other professional development opportunities to support subject matter expertise. RESPONSIBILITIES 1. Develop and maintain expertise about the use and application of alternative energy sources in the NWT and in other jurisdictions through research and regular contacts with research institutions, universities, consultants and other relevant agencies. Research, analyze and evaluate information to provide expert technical advice and assistance about alternative energy technologies; Conduct research and report on leading-edge alternative energy technologies and practices, and share best practices with GNWT units and agencies in order to incorporate this knowledge into GNWT programming; Conduct inspections of alternative energy systems operating in the NWT and provide advice and recommendations on optimizing the efficiency and operation of the systems; Represent the Government and Department on various intergovernmental committees and working groups; Prepare executive documents including briefing notes and decision papers for consideration by Senior Management. 2. Collaborate with other Departments, governments, agencies, organizations, communities; consultants and industries to develop and implement alternative energy systems, monitor system performance and maintain a working knowledge of systems installed by other organizations in the NWT. Conduct research and work with all stakeholders to design alternative energy pilot/demonstration projects integrating alternative energy technologies into the NWT power system; including wind, solar, and geothermal power options and small scale/emerging hydro-electric technology applications; Represent the Government and Department on various intergovernmental committees and working groups; January 4, 2017 GNWT Job Description Page 2 of 5

3 Work with the Arctic Energy Alliance to roll out programs that help expand the use of renewable energy technologies at the household, community and small business level, including solar, wind, wood biomass heating, biofuel/synthetic gas and ground source heat pumps, where feasible; Prepare executive documents including briefing notes and decision papers for consideration by Senior Management. 3. Provide expert advice and assistance to governments, communities, businesses and residents to ensure qualitative information exists regarding the steps that can be taken to reduce greenhouse gas emissions through the use of alternative energy technologies. Research, analyze and evaluate information and documents related to alternative energy systems (i.e. reports, studies, proposals, policies and legislation) and provide advice and assistance with respect to strategies, goals, objectives, priorities and programs relating to greenhouse gas reduction targets; Evaluate and provide recommendations regarding funding proposals submitted to the Environmental Protection Division through established energy management program guidelines and prepare and administer Contribution Agreements; Prepare reports and other public information materials to provide information about alternative energy technologies, climate change and greenhouse gas- mitigation, respond to enquiries from the public, government agencies, communities, industry and the public; Participate in the organization and delivery of meetings, workshops and conferences to provide public information and planning sessions for decision- makers as needed to advance implementation of alternative energy systems; Provide support for implementation of Departmental and Government strategies, goals, objectives and programs related to alternative energy technologies and climate change. WORKING CONDITIONS Physical Demands Some walking, climbing ladders and working in confined spaces for up to four hours during monthly inspections of alternative energy systems. Environmental Conditions No unusual conditions. Sensory Demands No unusual demands. Mental Demands Travel will be required approximately 2 days per month to inspect alternative energy systems. 4 KNOWLEDGE, SKILLS AND ABILITIES Expert knowledge and understanding of alternative energy systems; Working knowledge of policy and strategy development techniques; Working knowledge of federal, provincial and territorial greenhouse gas control actions and climate change programs; Excellent verbal and written communication skills; Proficient use of computers and software including word processing, spreadsheets and some experience with Internet publishing; Problem solving skills and abilities; Able to work in a high stress multi-tasking environment with tight deadlines; Able to interact with industry, government agencies, Aboriginal organizations and the public; Able to communicate scientific and technical knowledge to a non-professional audience; Able to resolve conflicts and differences of professional opinion. Typically, the above qualifications would be attained by: Bachelor's Degree in a relevant field, with experience designing and installing alternative energy systems, OR 3 year Diploma in Energy Technology, Energy Systems Technology, Renewable Energy or other relevant college or post graduate programs, AND Minimum three (3) years of relevant experience working with the public on complex technical/scientific subjects, OR 3+ years relevant experience working with clean energy projects; technical and economic analysis; design and installation of renewable energy systems including direct interaction with customers, clients and suppliers Relevant experience with government and private industry would be an asset.
