17 reports do not provide an accurate representation of the current state of water quality and freshwater ecology in the Oroua River some of these conclusions are incomplete or taken out of context (Source: Statement of Evidence of Dr Olivier Michel Nicholas Ausseil (Water Quality and Ecology) on behalf of AFFCO, 26 October 2016, in the matter of the Resource Management Act (RMA) 1991 and of resource consent applications under section 88 for AFFCO NEW ZEALAND LIMITED for discharges from the AFFCO MANAWATU EXPORT MEAT PROCESSING PLANT, p. 31) 17

18 (a) a 5 yearly investigative process whereby AFFCO will investigate the potential to apply more wastewater to land. This will involve direct consultation with Ngati Kauwhata and Rangitaane; and (a) Cultural Health Index Monitoring for Ngati Kauwhata and Rangitaane. while not avoiding or mitigating all of the issues raised in submissions and the CIA from a cultural perspective, I consider the effects on cultural values and heritage to be acceptable, and certainly an improvement over the current situation. 20 the Project enhances the mauri of the Oroua River To the degree iwi want the mauri of the wai absolutely protected that is inconsistent with the One Plan's management objective of maintaining and enhancing the mauri. Source: Closing submissions on behalf of AFFCO NEW ZEALAND LIMITED, 9 December 2016, before the Manawatu- Wanganui Regional Council in the matter of an application for resource consent in relation to the discharge of treated meat works effluent to the Oroua River, discharge of treated wastewater onto and into land that may enter groundwater, discharge of odours and aerosols into air, land use consent for a discharge structure in the bank of the Oroua River and a bed level control structure in the Otoku Stream from the AFFCO Plant, Feilding, p

21 The consent term is the only mitigation factor that I can see would meaningfully address the contribution [of the discharge] to the alienation of the iwi from the awa.* The Planner s statement fails to recognise that AFFCO is doing more than its fair share to improve water quality in the River and to reduce spiritual effects (in particular by having an overland passage system).** *Tabitha Manderson, Consultant Planner to Manawatu-Wanganui Regional Council, Advice to independent hearing commissioners on AFFCO New Zealand s resource consent applications to Manawatu-Wanganui Regional Council on the Feilding Meat Processing Plant, circa December 2016, p. 2 ** Closing submissions on behalf of AFFCO NEW ZEALAND LIMITED, 9 December 2016, p
