Additionally, the EA evaluates the cumulative condition ofecmting T-1 aicaft opeations at PMA in combination with the T -6 and T-3 7 aicaft. Takeoff and landing taining would not be conducted by T -1 aicaft at the PMA. Unde the No Action Altenative, the 71 FTW would not conduct T-1, T-6, and T-37 taining at PMA. BACKGROUND Vance AFB T -6 and T 37 aicews nse Kegelman Auxiliay Field Kegelman AUX), a sub-installation of the Base, fo taffic patten tnuning to educe taffic patten congestion at Vance AFB caused by fou aicaft types opeating at a single aifield. T-1 aicews at Vance AFB cuently use Kegelman AU:X fo emegency opeations. The condition of the unway at Kegelman AU:X has deteioated and extensive epais ae necessay, equiing closue of the unway. Thus, Vance AFB has a need fo anothe aifield at which these aicaft could conduct taffic patten taining while Kegelman A U:X is closed fo epais. NO ACTON ALTERNATVE The 71 FTW will not conduct T-1, T-6, and T-37 taining at the Pey Municipal Aipot PMA). Kegelman AU:X will not be available because it will be closed fo epai. Vance AFB will conduct T-6 and T-37 taffic patten taining and T-1 tactical appoach taining at the Base o othe outlying municipal aipots on a limited basis, which will nnpose sevee limitations to conducting Joint Specialized Undegaduate Pilot Taining JSUPT), and could esult in a eduction in the numbe of soties flown due to taffic patten satuation. Additionally, the JSUPT pogam will fofeit taining efficiencies because of the inceased tavel times to these othe aifields. PROPOSED ACTON 71 FTW T -6 and T -37 aicews will use PMA in Pey Oklahoma fo pactice instmment and visual appoach and taffic patten taining. Additio~ly, PMA will be used fo tactical appoach taining fo T-1 aicaft on a ecuing basis. Cumulatively, T-1, T-6, and T-37 aicaft will accomplish as many as 880 aveage daily aifield opeations at the PMA. No aicaft maintenance activities ae anticipated to occu at PMA othe than the ae occasion when a T -6 o T-37 aicaft might land at the aipot due to an emegency that equies maintenance befoe being capable of subsequent flight. Cash, escue, and fie potection fo T -6 and T -37 aicaft opeations will be povided by the Vance AFB fie depatment pesonnel who will commute ~ between the-base and PMA~~Existin~eity opey'uwifed facilitiawill be uselh!jhuuwns~cews and equipment, and only mino inteio upgades to the fucilities will be equied. No Ai Foce pesonnel will be based at PMA. SUMMARY OF FNDNGS The following paagaphs summaize the findings of the attached envionmental assessment EA) fo the No Action Altenative and Poposed Action. EVALUATON OF THE NO ACTON ALTERNATVE No significant impacts occu fom the existing activities at the PMA. EVALUATON OF THE PROPOSED ACTON Aispace and Aifield Opeations. The aispace suounding the aipot and the anticipated ai taffic contol pocedues will accommodate the T ~ and T-37 pattens, to include the emegency landing patten, without conflict fom othe aviation activity. The T -6 and T-3 7 aicaft will avoid oveflying esidential aeas to the maximum extent possible. Noise. Thee will be an additional3,203 aces and 31 pesons witltin the day-night aveage sound level DNL) 65 A-weighted sound pessue levels dba) and geate noise exposue aea. These 31 pesons equate to l3 pecent of the estimated 233 pesons who live within the appoximate 5-mile adius aea associated with the aifield aispace envionment. 1

Although the noise exposue aea will incease, the additionally exposed aeas will continue to be funnland and oil poduction land, and no othe land use types will be exposed to aicmft nois.;. Thee will be no change to land use pattens. Ai Quality. The poposed aicaft activities will occu within an ai basin designated as attainment fo all citeia pollutants. Theefoe, a confomity detemination is not equied. Aicaft opeation emissions will be consideed ecuing emissions. The geatest amount in emissions will be fom cabon monoxide at 167 tons pe yea, which is 0.20 pecent of baseline emissions. EVALUATON OF CUMULATVE MPACTS Aispace and Aifield Opeations. The evaluation fu the Poposed Action applies. Noise. Thee will be an additional3,215 aces and 31 pesons within the DNL 65 dba and geate noise exposue aea. These 31 pesons eqnate to 13 pecent of the estimated 233 pesons wbo live within the appoximate 5-mile adius of the aifield. Land Use. The evaluation fo the Poposed Action applies. Ai Quality. The highest amount in emissions will be fom cabon monoxide at 177 tons pe yea, which is 0.22 pecent of baseline emissions. Theefoe, a confomity detemination is not equied. ENVRONMENTAL JUSTCE Activities associated with the No Action Altenative, Poposed Action, and cumulative opeations will not impose advese envionmental effects on adjacent populations. Theefoe, no dispopotionately high and advese effects will occu to minoity and low-income populations. PUBLC NVOLVEMENT A notice announcing a 30-day public comment peiod and the availability of the dmft EA was published in The Pey Daily Jounal on Mach 24, Vance AFB eceived one lette fom the Fedeal Aviation Administation stating thei policies do not equie assessment of temponuy actions such as those poposed at PMA. The lette is included in Appendix B of the EA. DECSON Based on my eview of the filets and analyses contained in the attached EA and incopoated by efeence, conclude that implementation of the Poposed Action wtll not bave a significant impact, eithe by itself o when consideing omnulative impacts fom T aicmft opeations at PMA in combination with the T -6 and T -37 aicmft opeations. The 7lst Flying Taining Wing 71 FTW) at Vance Ai Foce Base AFB, the Base), Oklahoma, poposes to conduct instument and visual appoach taining fo T-6 and T-37 aicaft, as well as takeoff, landing, and closed patten taining efeed to as taffic patten taining in this document) at the Pey Municipal Aipot PMA), Oklahoma, fo an initial 6 to 9 month peiod. Vance AFB would continue to use PMA afte Kegelman AUX is eopened. Although the level of activity at PMA afte Kegelman AUX is eopened would be at educed levels compaed to those at PMA when Kegelman AUX is closed fo epai, it is possible that PMA could be used at the daily levels assessed unde the Poposed Action in this envionmental assessment EA) if Kegelman AUX had to be closed fo shote peiods due to weathe conditions that peclude use of the AUX o othe unfoeseen events. This chapte has five sections: a statement of the pupose of and need fo action; location of the Poposed Action; scope of the envionmental eview; identification of egulatoy equiements; and an outline of the document. 1.1 PURPOSE OF AND NEED FOR ACTON! 1 l The mission of the 71 FTW is to conduct Joint Specialized Undegaduate Pilot Taining JSUPT). The 71 FTW conducts JSUPT fo qualified United States militay offices i.e., Ai Foce, Navy, Ai National Guad, and Ai Foce Reseve) as well as the ai foces of seveal allied counties. Students flew only the T-37 in the fist phase of JSUPT until Mach 2005, at which time the 71 FTW began conveting fom the T-37 to the T -6. The convesion is expected to be completed in Septembe 2006 with the aival of the last T-6 aicaft and the depattue of the last T-37. Figue 1-1 shows the location of Vance AFB, PMA, and Kegelman AUX. 1.3 SCOPE OF THE ENVRONMENTAL REVEW. The National Envionmental Policy Act NEPA) equies fedeal agencies to conside envionmental consequences in the decision-making pocess. The Pesident's Council on Envionmental Quality CEQ) issued egulations to implement NEPA. The Ai Foce Envionmental mpact Analysis Pocess EAP) is accomplished though adheence to pocedues set foth in Ai Foce nstuction , dated Mach 12, 2003, which adopts the cuent Title 32, Code of Fedeal Regulation CFR), Pat CFR Pat 989), Envionmental mpact Analysis Pocess. The aipots wee identified by eviewing aeonautical chats fo the aeas below the Vance Militay Opeations Aea MOA) and the aispaces used fo flying taining by Vance AFB aicews. Table 2.1 lists the fou aipots identified in the chmt eview pocess.! The aipot must have instument appoaches compatible with navigation equipment on the aicaft. Relationship of the Aipot to Vance AFB. Locating the aipmi as close as possible to Vance AFB would educe the enoute time between the aipot and the Base. As a geneal ule, enoute time to the aipot should not be geate than 15 minutes. The goal is to minimize enoute time to taining aifields to the maximum extent possible to allow moe time to accomplish events such as instument and visual appoach taining, takeoffs, and landings. A moe distant aipot could equie extension of the taining sotie to offset the inceased enoute time. An aipot close to Vance AFB would facilitate epai of a T -6 o T-37 in the ae situation whee an aicaft would have to make an unscheduled full stop landing due to aicaft equipment malfunction necessitating a landing a the aifield instead of etuning to Vance AFB. The shote distance would educe the dive time fo aicaft maintenance pesonnel to the disabled aicaft. Runway Dimensions and Aicaft Aesting Cables. The minimum unway length and width fo T-6 and T-37 opeations is 5,000 feet long and 75 feet wide. No aicaft-aesting cables should be installed on the unway because neithe the T-6 no T-37 should opeate fom unways having this equipment. nfastuctue. The aipot should have an opeating ai taffic contol towe and/o ada sevice fo aiving and depating aicaft. The Vance AFB Rada Appoach Contol RAPCON) would povide ai taffic contol sevices fo aicaft poceeding to PMA by diecting the aicaft to a point about 10 miles west of the aipot at 2,000 feet AGL. Fom that point, aicaft would descend and maneuve to a point about 5 miles to the n01th o south of the aipot fo a visual appoach to the unway o climb to an altitude of 3,000 feet AGL ove the aifield and execute an Emegency Landing Pattem ELP). Fom points noth o south of the unway, the aicaft would accomplish a visual staight-in appoach initiated fom 500 feet AGL ~o-an-aival-at--!,000-feet-aql4o-an-ovehead--pattem~kn-instumentcappoaeh-could-be ~-" accomplished by using one of the two published appoaches fo Runway 17. An ELP is an appoach in which the aicaft accomplishes a descending tun to align with the unway to simulate landing without an engine. Aicaft taffic pattems would be accomplished botl1 east and west of Runway 17/35. OveThead pattens would be flown at an altitude of 1,000 feet AGL. Opeations could occu on weekend days if equied to maintain the flying tmining schedule. The maximum numbe of aicaft in the taffic patten at any time would be 12 with a limit of eight in night pattens. The maximum numbe of aicaft in the patten, if patten opeations need to be esticted due to deteioating weathe conditions, would be eight. Table 2.3 lists the maximum aveage daily T-6 and T-37 aifield opeations that could occu at PMA. ~ : Table 2.3 Summay of Aveage Daily Aifield Opeations The taining syllabus equies students to accomplish taining duing the hous of dakness; accodingly, about 10 pecent of the opeations would occu duing envionmental nighttime i.e., 10:00 p.m. though 7:00 a.m.), which is efeed to as "nighttime." Envionmental night eceives special consideation fo noise analysis because it epesents a peiod when the effects of aicaft noise on people ae accentuated. Thoughout this document, two tems ae used to descibe flying opeations: sotie; and aifield opeation. Each has a distinct meaning and commonly applies to a specific set of activities in paticula aispace aeas. A sotie is a single militay aicaft flight fom the initial takeoff though the temination landing. An aifield opeation is the single movement o individual potion of a flight in the aifield envionment, such as one depatue takeoff), one aival landing), o one tansit of the aipot taffic aea. The aifield envionment i.e., aipot taffic aea) typically is consideed as the aispace allocated to the ai taffic contol towe and includes the aispace within an appoximate 5-mile adius of the aifield and up to 2,500 feet AGL. A touch and go landing, a low appoach, o a missed appoach consists of two aifield opeations, i.e., one aival and one depatue. A closed patten, which includes touch and go opeations, consists of two aifield opeations i.e., one takeoff and one landing), and includes successive takeoffs and landings o low appoaches whee the aicaft does not exit the taffic patten. A touch and go landing is accomplished when the aicew adds powe as the aicaft wheels contact the unway on landing and then immediately tansitions to a takeoff without stopping. A low appoach is simila to a touch and go; howeve, powe is added befoe the aicaft touches the unway and tansitions into a takeoff without landing. These tactical maneuves appoach the aifield fom andom diections at an altitude of 500 feet above gound level AGL) and align on final appoach fo landing. The high density of taffic at Vance AFB and Kegelman AUX on existing "standadized" flight tacks peclude accomplishing the T -1 tactical appoaches at the two aifields without intefeing with othe aicaft opeations. Thus, Vance AFB also has a need fo an aifield at which the Base's T -1 aicaft could pactice tactical appoaches to an aifield. Based on the infomation in the peceding paagaph, 71 FTW pesonnel popose to conduct T-1 tactical maneuves at PMA duing the same time T-6 and T-37 aicaft 1 j would opeate at the aipot. The T-s would not accomplish landings at PMA because the 5,100- foot long unway does not meet the minimum unway length fo the aicaft to land o conduct touch and go opeations. Because the human ea is not equally sensitive to sound at all fequencies, a fequency-dependent adjustment, called A-weighting, was developed to measue sonnd simila to the way the human heaing system esponds. The adjustments in amplitude, established by the Ameican National Standads nstitute ANS 1983), ae applied to the fequency content of the sound. Sound Exposue Level SEL), a single event metic, is commonly used to evaluate sleep distubance. Aveaged noise metics ae useful in chaacteizing the oveall noise envionment and ae pimaily used to analyze community population) exposue to noise. Aveaged noise exposme is expessed as the day-night aveage sound level DNL) metic. The United States Envionmental Potection Agency USEPA) selected DNL as the unifom 3-3 Final

Sllbsequently, fedeal agencies, including the U.S. Depatment of Defense, adopted DNL fo expessing aveaged sound. Single Event Sound Metics Although the highest dba level measued duing an event i.e., maximum sound level) is the most easily undestood descipto fo a noise event, alone it povides little infomation. Specifically, it povides no infomation concening eithe the duation of the event o the amount of sound enegy. Thus, SEL, which is a measue of the physical enegy of the noise event and accounts fo both intensity and duation, is used fo single event noise analysis. Subjective tests indicate that human esponse to noise is a function not only of the maximum level, but also of the duation of the event and its vaiation with espect to time. Evidence indicates that two noise events with equal sound enegy will poduce the same esponse. Fo example, a noise at a constant level of 85 dba lasting fo 10 seconds would be judged to be equally as annoying as a noise event at a constant level of 82 dba and dmation of 20 seconds i.e., 3 dba decease equals one half the sound enegy but lasting fo twice the time peiod). This is known as the "equal enegy pinciple." The SEL value epesents the A-weighted level of a constant sound with a duation of 1 second, poviding an amount of sound enegy equal to the event unde consideation. By definition, SEL values ae efeenced to a dmation of 1 second and should not be confused with eithe the aveage o maximum sound level associated with a specific event. When an event lasts longe tl1an 1 second, the SEL value will be highe than the maximum sound level fom the event. The maximum sound level would typically be 5 to 10 db A below the SEL value fo aicaft oveflight. Aveaged Noise Metics Single event analysis has a majo shotcoming -- single event metics do not descibe the oveall noise envionment. DNL is the measue of the total noise envionment. DNL aveages the sum of all aicaft noise poducing events ove a 24-hou peiod, with a lo db A upwad adjustment added to the nighttime events between 10:00 p.m. and 7:00a.m.). Figue 3-2 depicts the elationship of the single event, the numbe of events, the time of day, and DNL. This adjustment is an effot to account fo inceased human sensitivity to nighttime noise events. The summing of sound duing a 24-hou peiod does not ignoe the loude single events, it actually tends to emphasize both the sound level and numbe of those events. The logaithmic natue of the db unit causes sound levels of the loudest events to contol the 24-hou aveage. DNL is the accepted unit fo quantifying annoyance to humans fom geneal envionmental noise, including aicaft noise. The Fedeal nteagency Committee on Uban Noise FCUN) developed land use compatibility guidelines fo noise exposue aeas FCUN 1980). NOSEMAP is a suite of compute pogams developed by tbe Ai Foce to pedict noise exposue in the vicinity of an aifield due to aicaft flight, maintenance, and gound un-up opeations. Data descibing flight tacks and flight pofile use, powe settings, gound nm-up infomation by type of aicaft/engine, and meteoological vaiables ae assembled and pocessed fo input into NOSEMAP. The model uses this infomation to calculate SEL and DNL values at points on a egulaly spaced gid suounding the aifield. A plotting pogam geneates contou lines connecting points of equal DNL values in a manne simila to elevation contous shown on topogaphic maps. Contous ae geneated as 5 db intevals beginning at DNL 65 dba, the maximum level consideed acceptable fo unesticted esidential use. While thee is no technical eason why a lowe level cannot be measued o calculated fo compaison puposes, DNL 65 dba: has been adopted by the DoD, USEPA, FAA, and HUD as the theshold fo compaing and assessing community noise effects; is often used to detemine esidential land use compatibility aound aipots and highways; and epesents a noise exposue level which is nomally dominated by aicaft noise and not othe community o neaby highway noise souces. Ambient backgound noise is not consideed in the aicaft noise calculations fo two easons. Fist, ambient backgound noise, even in wildeness aeas, vaies widely, depending on location and othe conditions. Fo example, studies conducted in an open pine foest in the Siea National Foest in Califonia have measued up to a 0 db A vaiance in sound levels simply due to an incease in wind velocity. Theefoe, assigning a value to backgound noise would be abitay. Secondly, it is easonable to assume that ambient backgound noise in the poject's egion of influence would have little o no effect on the calculated DNL levels. Loude sounds dominate the calculations and, oveall, aicaft noise would be expected to be the dominant noise souce chaacteizing the acoustic conditions in the egion Baseline Noise Analysis The pimay souce of noise in the vicinity of PMA is fom aifield opeations. Baseline noise conditions ae based on the aveage daily aifield opeations shown on Table 3.1. About 23 aveage daily aifield opeations occu at PMA unde the baseline condition. Figue 3-3 shows the aicaft gound tacks and Figue 3-4 depicts the noise exposue aea fo the baseline condition as well as the DNL noise contous. The noise contous shown in Figue 3-4 do not extend beyond the PMA bounday. Noise annoyance is defined by the USEPA as any negative subjective eaction to noise by an individual o goup. Table 3.2 pesents esults of ove a dozen studies on the elationship between noise and annoyance levels. This elationship was suggested by Schultz 1978) and was eevaluated Fidell et al. 1988) fo use in descibing people's eactions to envionmental noise. These data povide a pespective on the level of annoyance that might be anticipated. Fo example, 12 to 22 pecent of people exposed on a long-tem basis to DNL 65 to 70 dba ae expected to be highly annoyed by noise events. Land use to the east and south of PMA consists pimaily of ual famland. The famland is used fo agicultual activities such as copland and gazing. All of the suounding popeties have some fom of oil field poduction activities, including saltwate injection wells. The only concentation of uban development in the aea aound the PMA is the City of Peny, which is about 5 miles south of the PMA. The city had a population of 5,230 pesons accoding to the 2000 census Peny 2006a). The estimated population in July 2004 was 5,125 Peny 2006b). Land use at the aipot is light industial with lage, open gassy aeas suounding the unway. The aipot contains appoximately 22 stuctues, mostly metal aicaft hangas leased out to local esidents, a main unway, Main Teminal Building, and an ai ambulance sevice opeated by Eaglemed. Eaglemed opeates a helicopte that is housed in one of the lage hangas just to the noth of the Main Teminal Building. Cuent opeations at the aifield ae limited to pivate flights, outgoing medi-vac flights, and cop dusting opeations. The aicaft hangas ae located along the aicaft paking apon. The city of Pey owns 100 aces to the noth and 60 aces to the south of the aifield which is designated as clea-zone space. Thee ae two popety ownes each to east and west of the aipot popety and only one popety owne each to the noth and south. As discussed peviously, these popeties ae used fo agicultual and oil poduction puposes. The closest esidences ae about 0.8 mile and 1 mile east of the south end of the main unway. Development in the PMA aea of influence is expected to emain consistent with cuent pattems. Futue development suounding the aifield is expected to be minimal and not change fom the cuent use pattens. 3.4 AR QUALTY Ai quality in any given egion is measued by the concentation of vaious pollutants in the atmosphee, typically expessed in units of pats pe million ppm) o in units of micogams pe cubic mete J..lglm3). Ai quality is not only detemined by the types and quantities of atmospheic pollutants, but also by suface topogaphy, size of the ai basin, and by pevailing meteoological conditions. The six citeia pollutants ae ozone 0 3 ), paticulate matte PM 10 ), nitogen dioxide N0 2 ), cabon monoxide CO), sulfu dioxide S0 2 ), and lead Pb ). Ozone gound-level ozone), which is a. majo component of"smog," is a seconday pollutant fomed in the atmosphee by photochemical eactions involving peviously emitted pollutants o pecusos. Ozone pecusos ae mainly nitogen oxides NOx) and volatile oganic compounds VOC). NOx is the designation given to the goup of all oxygenated nitogen species, including nitic oxide NO), N0 2, nitous oxide N 2 0), and othes. Howeve, only NO, N0 2, and N 2 0 ae found in appeciable quantities in the atmosphee. VOCs ae oganic compounds containing at least cabon and hydogen) that paticipate in photochemical eactions and include cabonaceous compounds except metallic cabonates, metallic cabides, ammonium cabonate, cabon dioxide, and cabonic acid. Some VOCs ae consideed non-eactive unde atmospheic conditions and include methane, ethane, and seveal othe oganic compounds. The level of 0 3 in the ai depends on the outdoo levels of these oganic gases, the adiant enegy of the stm, and othe weathe conditions. At low concentations, the cental nevous system is affected. At highe concentations, iitability, headaches, apid beathing, blued vision, lack of coodination, nausea and dizziness can all occu. t is especially dangeous indoos when ventilation is inadequate; unconsciousness o death can occu. Sulfu dioxide is a cololess gas with a stong suffocating odo. t is a gas esulting fom the buning of sulfu-containing fuels. Exposme to S02 can iitate the espiatoy system including lung and thoat iitations and nasal bleeding. n the pesence of moistue, S02 can fom sulfuic acid that can cause damage to vegetation. At high levels of exposue to lead, seizues, coma, o death may occu Regulatoy Requiements The Clean Ai Act CAA) of 1970 diected the USEPA to develop, implement, and enfoce stong envionmental egulations that would ensue cleane ai fo all Ameicans. To potect public health and welfae, the USEPA developed concentation-based standads called National Ambient Ai Quality Standads NAAQS). Enactment of the CAA was diven by the failue of nealy 100 U.S. cities to meet the NAAQSs fo 0 3 and CO, and by the inheent limitations in pevious egulations to effectively deal with those and othe ai quality poblems. The USEPA established both pimaty and seconday NAAQSs unde povisions of the CAA. Pimay standads define levels of ai quality necessay to potect public health with an adequate magin of safety. Fedeal actions occuing in ai basins in attainment of the NAAQSs ae not subject to the Geneal Confomity Rule. ; : Regional Ai Quality The fundamental method by which the USEPA tacks compliance with the NAAQS is the designation of a paticula egion as "attainment" o "nonattainment". Based on the NAAQS, each state is divided into thee types of aeas fo each of the citeia pollutants. The aeas ae: Those aeas that ae in compliance with the NAAQS attainment); Those aeas that do not meet the ambient ai quality standads nonattainment); and Those aeas whee a detemination of attainment/nonattainment cannot be made due to a lack of monitoing data unclassifiable- teated as attainment until poven othewise). The USEPA classifies the ai quality within an AQCR accoding to whethe the concentation of citeia ai pollutants in the atmosphee exceeds pimay o seconday NAAQSs. All aeas within each AQCR ae assigned a designation of attainment, nonattainment, unclassifiable attainment, o not designated attainment fo each citeia ai pollutant. An attainment designation indicates that the ai quality within an aea is as good as o bette than the NAAQS. Nonattainment indicates that ai quality within a specific geogaphical aea exceeds applicable NAAQS. Unclassifiable and not designated indicates that the ai quality cannot be o has not been classified on the basis of available infomation as meeting o not meeting the NAAQS, and is theefoe teated as attainment. The USEPA has designated the ai quality within Noble County as bette than the NAAQS fo S0 2 and N0 2, unclassifiable fo CO, 1-hou 0 3, 8-hou 0 3 and PM 2.5. This chapte povides the scientific and analytic basis fo the envionmental consequences of the No Action Altenative and Poposed Action. 4.1 ARSPACE AND ARFELD OPERATONS ', mpacts associated with the Poposed Action ae assessed by compaing pojected militay flight opeations and poposed aispace utilization with baseline conditions, to include civil aviation activities. This EA analyzes the capability of the affected aispace elements to accommodate the pojected level of militay and civil flight activities, and detemining whethe such changes would have an advese impact on oveall use of the aispace. This includes consideation of such factos as the inteaction of the poposed use of specific aispace with adjacent contolled, uncontolled, o othe militay taining aispace; possible impacts on othe nonpaticipating civil and militay aicaft opeations; and possible impacts on civil aipots undelying o nea the aispace pojected fo use in the Poposed Action No Action Altenative No T-1, T-6, o T-37 aifield opeations would occu at the aipot. All Ai Foce activity would occu at Vance AFB o othe outlying municipal aifields on a limited basis, which would impose sevee limitations to conducting JSUPT and affect the mission of the 71 FTW. The ELP would teminate in a touch and go landing afte which the aicaft would tansition to othe taffic pattens. T-6 and T-37 staight-in appoaches would be made fom points on an extended unway centeline to the noth and south of the aifield at altitudes of 500 feet AGL.
