4 Costs paid by the producers (understand as PROs where there is an EPR system) (Art. 8a.4a): Ø separate collection of waste, Ø its subsequent transport, EPR SCHEMES Ø treatment including treatment necessary to meet the EU waste management targets, Ø costs necessary to meet other targets and objectives referred to para.1, 2 nd indent taking into account the revenues from re-use, sales of secondary raw material from products or from unclaimed deposit fees Ø adequate information to waste holders Ø data gathering and reporting This shall not apply to EPR schemes established for ELVs, WEEE and waste batteries and accumulators

5 Flexibility on Transposition Member States, including EEA countries, can include the costs of littering and for the treatment of EPR waste remaining in the residual fraction as follows: Art. 8a.4c at least 80% of stipulated costs including litter must be covered by the producer. Art. 8a.4c the producer must pay at least 80% of stipulated costs including for EPR waste in the residual fraction. This is the understanding of both the Commission and Parliament of the final text.

10 BIOWASTE Important in Norway circa 30% of MSW High rainfall and forest coverage organic matter in soil CRUCIAL in SOUTH: Europe and Global South Low rainfall, high temperatures, high winds Compacted, dessicated soils, little to no forest, overuse of chemical fertilisers and pesticides worsen problem Any rain flows into rivers/the sea, Water table drying - sea water infiltration Farmers selling land more construction, more heat island effect, less green more climate change
