Milk Pre-Cooler Plumbing Considerations ATCP 65, Wisconsin Administrative Code and the 2015 PMO

Protection of Potable Water Supply Protecting potable water supply (well) Raw milk and chemical cleaning solutions used in pre-coolers Protecting other potable water applications Pre-cooler water discharge separation From potable system From other sources of contamination Reclaimed water separation from potable water systems Reclaimed water must not connect back into the potable water system

PRE-COOLER NO SUBMERGED OUTLET NO BY-PASS WATER AND MILK PROTECTED POTABLE WATER SUPPLY OPEN TO ATMOSPHERE (NO SUBMERGED INLET)

PRE-COOLERS NO SUBMERGED OUTLET NO BY-PASS

PRE-COOLER NO SUBMERGED OUTLET SEPARATE BYPASS WATER & MILK PROTECTED POTABLE WATER SUPPLY OPEN TO ATMOSPHERE (NO SUBMERGED INLET)

ADEQUATE AIR GAPS FOR PRE-COOLER DISCHARGE AND POTABLE WATER MAKE-UP LINES TO NON-POTABLE SECOND USE WATER STORAGE TANK

Protection of Potable Water Supply Pressurized water in pre-cooler Backflow protection required on potable water supply line Pre-cooler water discharge (non-potable reclaim water) Pre-cooler water bypass requires backflow protection Not a violation on state regulatory inspections A 5 point major water violation on IMS surveys and FDA check ratings Other connections to potable water system Backflow prevention required to ensure potable water can only flow into the non-potable reclaim water system and not vice versa

PRE-COOLER PRESSURIZED OUTLET (VALVES IN LINE) WATER SUPPLY PROTECTED POTABLE WATER SUPPLY backflow preventer required in supply line PRESSURIZED OUTLET ball valve in discharge line, solenoid valve in discharge line, stock tank float at end of line, etc.

PLATE COOLER PRESSURIZED OUTLET (VALVES IN LINE) Backflow preventer required on potable water supply to pre-cooler DATCP Requirement PMO Wisconsin SRO s require for protection of potable water supply Valve, float, drinking cups, etc. anywhere along water discharge line that will restrict or stop flow Creates backpressure in the precooler

PRE-COOLER PRESSURIZED OUTLET WATER & MILK PROTECTED POTABLE WATER SUPPLY backflow preventer required by DATCP in supply line to protect potable water supply BYPASS LINE Backflow protection required by PMO to prevent non-potable reclaim water from re-entering the pre-cooler PRESSURIZED OUTLET ball valve in discharge line, solenoid valve in discharge line, stock tank float at end of line, etc.

PRE-COOLER NO SUBMERGED OUTLET WITH BYPASS BYPASS PROTECTED PMO Requirement BYPASS NOT PROTECTED DATCP Accepted/PMO Debit

PRE-COOLER PRESSURIZED OUTLET WITH BY-PASS NO BACKFLOW PROTECTION ON BYBASS LINE Not a violation on state inspections. Is a 5 point major water violation on IMS surveys and FDA check ratings. BACKFLOW PREVENTER (valves downstream) VENT EXTENSIONS Must not be reduced in size and must be freely draining open to atmosphere. Where should I go? For proper function, ensure inlet pressure remains higher than outlet pressure.

NON-POTABLE WATER DISCHARGE NO BACKFLOW PROTECTION ON BYBASS LINES Not a violation on state inspections. Is a 5 point major water violation on IMS surveys and FDA check ratings. Automatic bypass solenoid valve Where should I go? Manual bypass ball valve OUT TO SECOND USE NON- POTABLE WATER STORAGE TANK WITH ADEQUATE AIR GAP POTABLE WATER SUPPLY

3-way valve? NO BACKFLOW PROTECTION ON BYBASS LINE Not a violation on state inspections. Is a 5 point major water violation on IMS surveys and FDA check ratings.

PRE-COOLER SUBMERGED OUTLET WATER & MILK PROTECTED POTABLE WATER SUPPLY backflow preventer required in supply line, if outlet is pressurized Backflow protection required SUBMERGED OUTLET Line submerged in stock tank, float mounted below flood rim of stock tank, discharge into reception pit, etc.

SUBMERGED OUTLETS Either correct to achieve an adequate 2X pipe diameter air gap or install backflow protection downstream from pre-cooler

SUBMERGED OUTLET Vacuum breaker tee assembly not acceptable for this application. Pre-cooler discharge submerged in nonpotable second use water storage tank. Water coming out of non-potable second use water storage tank must never be connected to the potable water system or be used for applications requiring the use of potable water.

AIR-GAP Minimum 1 inch or two times the pipe diameter, whichever is greater

Is this permissible? Air break versus Air Gap Air Gap Calculator

PRE-COOLER SUBMERGED OUTLET WITH BY-PASS WATER & MILK PROTECTED POTABLE WATER SUPPLY backflow preventer required by DATCP in supply line to protect potable water supply BYPASS LINE Backflow protection required by PMO to prevent non-potable reclaim water from re-entering the pre-cooler Backflow protection required SUBMERGED OUTLET Line submerged in stock tank, float mounted below flood rim, discharged inside reception pit, etc.

PRE-COOLER DISCHARGE TO POTABLE WATER SYSTEM *Except as permitted by ATCP 65.10(7). Contact a Dairy Technical Specialist for more information. NOT ACCEPTABLE* OUTLET TO POTABLE APPLICATIONS Wash sinks, water heater, milkhouse hose faucet, CIP supply, etc. X

CROSS CONNECTION BETWEEN NON-POTABLE DISCHARGE FROM PRE- COOLER AND POTABLE WATER SUPPLY SYSTEM

POSSIBLE CROSS CONNECTION BETWEEN NON-POTABLE DISCHARGE FROM PRE- COOLER AND POTABLE WATER SUPPLY SYSTEM Connected to Water Heater

CROSS CONNECTION BETWEEN NON-POTABLE RECLAIM WATER SYSTEM AND POTABLE WATER SUPPLY SYSTEM Plate cooler discharges via air gap into non-potable reclaim water storage tank Pump pressurizes second use water system to supply water to barns for cattle watering This line connects the non-potable second use system to the potable water system Can be remedied by: Physically disconnecting Installing an approved backflow preventer Water from well serves potable applications in milkhouse via water softener
