Investment Security by High Quality of PV Systems in India Gerhard Stryi-Hipp Head of Energy Policy Coordinator Smart Energy Cities Fraunhofer Institute for Solar Energy Systems ISE RE-INVEST Conference Session Grid Connected Solar Power with Special Emphasis on Rooftop New Delhi, India, 16 February 2015 Headquarter of Fraunhofer ISE, Freiburg, Germany Fraunhofer Institute for Solar Energy Systems ISE Applied research on Renewable Energies since 1981 Largest Solar Research Institute in Europe 1300 employees incl. 300 PhD and diploma students Director: Prof. Eicke R. Weber Part of the Fraunhofer Society with 67 institutes and employees, largest applied research network Energy Efficient Buildings Solar Thermal Technology Photovoltaics Renewable Power Supply Hydrogen Technology Emission free mobility Smart Energy Cities 1

Relevance of quality Quality means: a product performs as expected regarding efficiency and output reliability during lifetime Increase the quality increase the costs Not the highest quality possible, but the quality which pays off over the lifetime of the system is the aim As longer the lifetime of a system is, as more important is a defined quality Especially since PV systems have a lifetime longer then 20 years a defined quality is needed to assure profitability Solarpark Gujarat, source: deshgujarat.com Defined quality guarantees profitability of PV plants Return on investment: 6.9% annually for 20 years Reduced electricity generation over the lifetime means reduced return on investment (ROI) If the PV system breaks down after 10 ys, the ROI is reduced from 6.9% to 2.0% If the electricity generation is reduced by 3% every year (e.g. by technical problems), the ROI is reduced to 3.8% A good return of investment can only be achieved if the PV system is working for 20 years with only minor degradation A professional design and installation of the PV system and the use of certified products is needed As larger the PV system is, as more the monitoring of the PV system pays off ROI: 2.0% annually for 10 years ROI: 3.8% annually for 20 years 2

Quality Assurance for large scale PV plants Planning and Design Implementation Commissioning Operation Solar resource and yield assessment Manufacturer quality benchmarking Module power and Energy rating Module performance check Module reliability check Module material check Final acceptance test Initial performance and safety verification PV plant certification Continuous long-term performance reporting Failure analyzes and reporting Optimization and re-powering India is improving its PV module measurement labs India has a few PV test laboratories which provides measurements for the PV industry MNRE with the financial support of the German ministry BMZ initiated a project to strengthen the quality infrastructure for the Solar Industry in India PTB and Fraunhofer ISE from Germany evaluating the quality of the services and offer their support to improve it by Evaluation tour to research laboratories Workshops with the staff Exchange of experiences Recommendations for improvements Fraunhofer ISE aims to support the PV test centre of the National Institute for Solar Energy (NISE) to further increase its quality for the benefit of the Indian PV industry PV test stand at Fraunhofer ISE Climate chamber at Standardization, Testing and Quality Certification (STQC) Directorat 3

Rooftop PV quality solutions must be adapted to size Large number of systems expected Inspections and quality checks are usually too expensive in relation to the investment Certification of PV modules, inverters and other components enables the customer to detect a minimum quality is given Training courses for installers with certificate guarantee a minimum quality for the installation Limited number High investments Need of low performance risk for financing and profitability Commissioning should be done by an independent expert Online monitoring helps to detect faults and unusual PV system behavior Source: thehindubusinessline.com Source: renewableenergymagazine.com Source: solon.com small large Quality and efficiency in PV production Assumed, that 100 GW solar by 2022 is mainly provided by PV, about 10 GW PV modules must be installed annually in India until 2022 in the average Indian manufacturers aim to increase their 800 MW PV production capacity to contribute to this market demand Modern and high efficient PV production lines are needed to compete with big manufacturers from abroad Existing PV production lines must be renewed New production lines must consist of new technology Module production at Waaree, Source: waaree.com PV TEC laboratory at Fraunhofer ISE supports PV manufacturers by improving and optimizing their production lines with cutting edge PV technology 4

Conclusions To achieve a successful PV market deployment in India it is prerequisite to assure a minimum quality level There are already good quality initiatives in India with test centres, standards and certificates, however, they must be further improved A high quality in PV production is a prerequisite to be competitive Rooftop PV systems require a certification scheme for products and installers, while large PV systems need a dedicated commissioning and monitoring Source: Source: Source: Source: Source: Fraunhofer ISE 2014 Thank you very much for your attention!
