5 Successful case-studies from islands II Energy coopera4ve, Gotland Sweden (pop. 57,220) v Early 80 s: Oil crisis à Pilot wind turbines on the island (3MW, 55kW) v 1989: 135 families create a coopera4ve and gather They install 2 small wind turbines (150kW each) v 1991: 7 extra WT installed by the coopera/ve v 1995: Wealthy farmers start inves/ng by buying land of poor agricultural value but with very good wind condi/ons à Social imbalance (from common ownership - -> to concerns aesthe/c impact, no ownership) v Late 90 s: Commercial windfarm developer applies for an offshore wind park nearby with no profit for the island. The local community is against the project and ader 5 years the court says YES but the project is no more profitable v 2003: Repowering coupled with spa4al planning to decrease aesthe/c impact. Owners are obliged to group and find common solu/ons. The area was divided in 4 zones. The coopera/ve was strengthened with the par/cipa/on of villagers owning land with poorer wind condi/ons v 2011: 3 out of the 4 repowering phases have finished. 58 out of 80 WT are replaced by 27 new of higher rated power resul/ng to a produc4on increase by 400% and a distribu4on of revenues to all land owners and the village.

7 Successful case-studies from islands III Fossil Free island, Samsø Denmark (pop. 3800) v 1997: A series of RES projects launched ader Samso won a state compe//on to finance the transi/on master plan for gehng to 100% RES by v Being a farming island Samsø faced several difficul4es to reach consensus among the islanders. By promo/ng a bofom-up par4cipatory planning approach and using the coopera/ve experience coming the island managed to reach its goals and become a world prototype. v Finalised projects: q Wind park on land (11 WT) and offshore (10 WT) owned by farmers, locals, municipality and private investors q 3 district hea/ng plants powered by local straw or wood pellets and preheated by solar hea/ng cover the 70% of total island s heat demand (2 co-ops owned) q 2000 oil boilers have been replaced by heat pumps powered by the WTs q EVs and charging sta/ons in place (EV coopera/ve) q PVs owned by several islanders v Vision for 2030 To become a Fossil free island q LNG boat in place to be co-powered by local biogas More EVs

11 LC-SC3-ES Decarbonising energy systems of geographical islands v Large scale deployment of local RES to decrease island substan/ally higher energy costs compared to mainland v High degree of decarbonisa/on through synergies in different energy networks (electricity, hea/ng and cooling, water, transport) v Storage, distributed genera/on, demand response v Effec/ve business models on regulatory, legal, socio-economic, digitalisa/on aspects etc. v Proposals must include: q at least 1 demonstra/on on one island; q at least 2 other follower islands with similar issues; these follower islands will develop plans to adapt similar solu/ons to their island in a cost-efficient way

12 LC-SC3-ES : European Islands Facility v Overarching goal: To unlock financing for energy transi/ons and suppor/ng islands to develop investment concepts v Addresses islands as living labs that can deliver pipeline of projects v Supports organiza/onal, technical and financial innova4on to reach significant scale v Tackles islands lack of capacity to transform longterm goals into a investment concepts and ul/mately concrete projects.

13 LC-SC3-ES : European Islands Facility v The Facility will: q Help islands develop innova/ve cost-effec/ve investment concepts and energy transi/on plans q Assist in modelling of the energy transi/on q Iden/fy individual poten/al projects q Provide legal analysis and support on mobilising and op/mally blending funds q Design the process of investment launch q Draw from ecosystem of island communi/es (planners, project ini/ators etc.) q Create a cri/cal mass of islands ready to embark on the energy transi/on

19 Shared poten4al for development The existence of peri-urban/rural environment allows for easier access to available resources, as opposed to large ci/es which, if coupled with Integrated management of those resources and accompanying infrastructures (energy, transport, waste, water) Socially inclusive financing and governance schemes (e.g. cooperafves) Deployment of cuhng-edge technologies may give rise to sustainable local sustainable development paradigms on islands and small ci/es
