FBI determines feasibility of using energy performance contracting, provides advice and model documents 2. Department issues a request for proposal for up to $25M 3. Bidders visit facility to assess scope of project 4. Bids include financing and proposed energy-saving measures 5. Department works with FBI to evaluate bids and choose a contractor 6. Retrofits implemented and energy savings monitored 7. Department pays contractor through guaranteed energy savings for term of contract and benefits from upgraded buildings and lower energy consumption 6 3

4 Other departments are also realising savings through Energy Performance Contracting National Research Council-Institute for Chemical Process and Environmental Technology: 50% energy reduction. Success with FBI led to seven separate retrofit projects to date, with an 8th project underway Place du Portage Phase IV: estimated $990,000 energy saved per year. Project also allowed PWGSC to complete needed facility renewal measures Canadian Embassy in Washington, D.C.: 40% energy reduction. Helped Embassy project an image of social responsibility in international circles CFB Gagetown, New Brunswick: reduced electricity consumption in the Bathurst Armoury by 50% - results were so significant, NB Power thought there was a problem with the meter. One of 25 FBI projects undertaken by DND 7 NRCan is making its own energy investments Through energy efficiency efforts, we have plans underway to achieve half of our Federal Sustainable Development Target and most of rest identified Planned Building Management Projects i.e. Motor / Pump Replacements (Real Property) Low cost / no cost measures such as turning off lights, operational and equipment improvements (Site Energy Teams) Before NRCan Low Carbon Initiative - i.e. Printer/ Photocopier Consolidation After Accelerated Infrastructure Projects i.e. New boilers at many sites, plus infra-structure remediation The steam line was melting the snow. The line was removed and replaced with a high-efficiency boiler. 8 4
