Snow & Ice Control the balancing of winter operations Cost Safety / Service Environment Peter Coughlan, P.E., Maine Local Roads Center

Chloride Impacts T2 Salt has hidden infrastructure costs Concrete & Steel Structures Big & Small Vehicles (rust & corrosion) Salt Negatively Impacts Life: Fish/Aquatic Life Human Health Animals Enviro impacts (water, vegetation no economical alternative

September 2015 issue Headlines.. Reducing salt use during winter EPA requires reducing chloride impacts during winter maintenance operations.

Has local EPA office called your office yet? BOTTOM LINE: manage your ops NOW before they want to manage you!! They ll want to meet to discuss: your department s past salt usage, review your current operations and practices, and possibly identify areas in your community to monitor chloride levels in the water and groundwater systems. Then they d like you to present a plan for using less salt. They may even tell you how much you must lower usage by.

Winter or summer it all heads down the drain and into your waterways

Where do storm drains discharge? Directly into streams, rivers, etc, OR, into a treatment plant?

Snow or salt Storage T2 Source: Minnesota Winter Parking Lot & Sidewalk Maintenance Manual

Spilled or wasted product = Lost dollars and increased liability

BMP MANUAL PURPOSE The purpose of this manual is to present tools and best practices for snow and ice control, when they should be used, and their limitations. 1. Establish clear and consistent statewide guidelines 2. Balance level of service with cost and environment T R I P L E B O T T O M L I N E

VOLUNTARY ADOPTION OF BMPs Took about 4 years Many agencies/towns involved 1 st aimed at municipalities, now aimed at private contractors

Table of Contents Contributors Administrative considerations Operational BMP s Product selection BMP s Application process BMP s Application equipment BMP s Storage, loading, washing BMP s Parking lots/sidewalk/entrances BMP s Appendix ---- impacts from chlorides

BMP format WHAT is it? HOW does it work? How is this BMP implemented? What are the planning or technical details? What are the potential benefits? What is the cost to implement? Where can I get more info?

It s all based on expectations of drivers Level of Service

Deicing vs anti-icing De-icing is defined as removal of snow and/or ice from a surface after it has built up on a surface and can use more material and time to remove the snowpack (reactive) Anti-icing is the application of chemicals before a storm and prevents the adhesion of ice to make mechanical removal easier. (proactive)

Anti-icing T2 Reduces the amount of time required to clear pavement Up to 75% material reduction Up to 90% cost savings Source:

Why Not Pretreat? You do it at home! T2 Frying Pan Cook Without Butter or Oil Effect: Cleaning Time? Would You Ever Do This? Soap & Water? Workin a LOT harder

dump and drive A HUGE waste calibrate and control A big saver

Today s tools

Municipal training Fall 2015 Nine half day sessions 250+ attendees 80 towns/cities

Will this succeed? The greatest obstacle to changing old practices is in the human mind. It takes a concerted willingness to try something new & different. Old dog

YES..it can be done!!!!

Make the needed changes now on your own schedule, before someone else tells you how to do it!!

Where is this headed in Maine? Possible legislation for a certification program (like NH?)

Action so far? this BMP (after much work) municipal training (ongoing) talking with DEP talking with private contractors, insurance companies learning from NH

Hope to happen soon develop legislation with all stakeholders looking for limiting liability for biz owners and contractors training through DEP reducing enviro impacts while maintaining same or better level of service

THE END And hope we don t have a winter like this!! Pete Coughlan
