2 THERMAL ACCOUNT (Ministerial Decree 28/12/2012) The Thermal account is a specific support fund for renewable energy production and energy efficiency. Thermal Account 2.0 (Ministerial Decree 16/2/2016) Introduces principles of SIMPLIFICATION, EFFICIENCY, DIVERSIFICATION AND TECHNOLOGICAL INNOVATION, expanding the range of incentive measures. A wider range of interventions that can benefit from the concessions granted (NZEB, Illumination) The most substantial amounts of funding Bureaucratic simplifications to apply Reduction of payment time from 6 to 2 months and increase of the minimum threshold (from 600 to 5000 ) of the single intervention for private individuals FINANCIAL RESOURCES (for year): 700 ML Private Entities 200 ML Public Administrations 2

3 THERMAL ACCOUNT : type of interventions for Public Administration Category 1 - Increases of energy efficiency: 1.A heat insulation of opaque surfaces; 1.B Replacement of transparent closures; 1.C replacement of existing winter air conditioning systems with plants with condensing heat generators; 1.D installation of shielding and / or shading systems + (introduced by TA 2.0) 1.A transformation of existing buildings into nearly zero energy buildings'; 1.F replacement of interior lighting systems and external components of existing buildings with efficient lighting systems; 1.G installation of automation and building automation systems for building thermal and electrical installations. 3

4 THERMAL ACCOUNT : type of interventions for Public Administration and Private Entities Category 2 - thermal energy production from renewable sources and high efficiency systems: 2. Replacement of existing winter air conditioning systems with heat pumps; 2.B replacement of winter air-conditioning systems with biomass-fueled heat generators; 2.C installation of solar thermal collectors, also combined with solar cooling systems; 2.D replacement of electric water heater with heat pump water heater. + (introduced by TA 2.0) 2. Replacement of existing winter air conditioning systems with hybrid heat pump systems. 4

5 For PA THERMAL ACCOUNT 2.0 Incentives up to 40% for wall and ceiling insulation, replacement of window closures, installation of solar shades, interior and exterior lighting, building automation technologies, condensing boilers; up to 55% in case of thermal insulation or replacement of window closures combined with installation of plant (condensing boiler, heat pumps, biomass, solar thermal, hybrid system); up to 65% of the expenditure incurred for the nzeb; For Private Entities and PA even up to 65% for heat pumps, boilers and biomass appliances, hybrid heat pumps and solar thermal systems; 100% of the costs for Energy Diagnosis and Energy Performance Attestation (APE) for PAs (and ESCOs operating on their behalf); 50% for private individuals and Cooperatives of Population and Social Cooperatives. 5

Ruggi Hospital (Salerno) realization of cogeneration/trigeneration plant, photovoltaic plant and Thermal insulation coating 2. Cardarelli Hospital (Naples) Interventions of solar cooling and replacement of incandescent lamps with high efficiency lamps to reduce power consumption 3. Dei Colli Hospital (Naples) adaptation of the building envelope and the enhancement of the plant system 4. Federico II Hospital University (Naples) realization of thermal insulation with the polyurethane foam 6 5. Rummo Hospital (Benevento) general renovation for energy saving

7 ENERGY EFFICIENCY PROGRAM FOR HOSPITALS - ESTABLISHMENT OF A NEW CHAPTER OF EXPENDITURE UPGRADE >> (Regional Resolution 27/06/2017) The forecast total amount can be increased thanks to Thermal Account 2.0 funds in order to maximize the interventions and results in terms of reduction of environmental impact and energy saving. The additional amounts resulting from the Thermal Account 2.0 can be used by the final beneficiaries both to extend the planned interventions on the same building as well as to act on another hospital in order to maximize the effects of energy efficiency. 8 ENERGY EFFICIENCY PROGRAM FOR HOSPITALS - ESTABLISHMENT OF A NEW CHAPTER OF EXPENDITURE UPGRADE >> (Regional Resolution 27/06/2017) CLEAN (Interreg Europe) Technologies and open innovation for low-carbon energy OBJECTIVE: The regions will work together between to improve the capacity of their policy instruments to increase energy efficiency. Mention of the CLEAN project, in a new version of "Energy Efficiency program for hospitals-establishment of a new chapter of expenditure" approved last Thursday 27 th June 2017, in order to identify the appropriate actions to optimize and increase the resources of the ROP (Regional Operation program) Campania- ERDF In this sector, as implemented by other Italian regions, we have verified the possibility of cumulating the thermal account (national financing) with the ERDF funds (regional financing) in order to produce a leverage effect on investment volumes" 8

9 Why take action on public health care? The national costs for energy consumption in healthcare facilities are about 5% of the total. Therefore the Campania Region has started activities aimed at: 1) Energization of sanitary buildings; 2) Realize new energy saving policies; 3) Use European funds and Thermal Account 2.0 for health-saving energy policies. 9

10 What is the idea? The ASL of Benevento - Company of the Public Health System of the Campania Region - has organised the following activities: 1) Energization of property buildings; 2) Passive protection of buildings in order to reduce their energy consumption; 3) Monitoring energy consumption. The idea is to create an office that manages all the energy aspects of the company. The office will be run by a certified EGE according to UNI CEI We will realize an Energy Management System complies with UNI CEI EN ISO 50001:

11 How will the project be realized? A- Training of Components of the Energy Management System (in progress); B Information reserved to all employees of the company with the aim of creating the "culture" of energy saving; C - Purchasing an Energy Management Building software that will enable us to: * Manage remotely the systems for reducing and controlling consumption; * Locate the criticalities in real time and make the necessary adjustments; * Acquire all technical data for the necessary merit assessments; * Encourage the spread of good practices among the staff. All will be realized by using the internet. (IoT). 11

12 Which is the goal? A - Certify the ASL BN Energy Management System at the UNI CEI ISO 50001; B - Realize a pilot project for energy management for the health of the Campania Region; C- Manage energy to reduce fuel consumption and greenhouse gas production. 12

13 The actual state of the project. The energization of sanitary buildings is in progress. We will be two NZEB (almost zero energy buildings) interventions on corporate buildings. You can see below some photos of the ongoing work. 13

14 The following pictures refer to the energy efficiency measures of the hospital of S. Agata dei Goti, of the sanitary facility of Cerreto Sannita and S. Bartolomeo in Galdo, realized by the thermal insulation of the masonry, the replacement of LED lamps and installation of solar panels in order to improve the buildings from a class G-F to a class A+. These works have been funded by FESR funds

26 The interventions have been completed in 2017 and at the beginning of 2018 it will be possible to calculate the actual energy savings obtained by comparing the data of the consumptions. 26
