To know the work that Honduras has done in relation to the Green Climate Fund. 3. Prepare a participatory exercise on prioritizing the needs of Islas de la Bahía based on their problems in face of the impacts of climate change, and defining the causes of this problem. 7 DEVELOPMENT OF THE MEETING DAY 1 During the first day of the workshop, a series of presentations were carried out aimed at: i) understanding the national context in reference to climate change policies; ii) know the international context on climate finance; iii) know the Green Climate Fund; iv) present experiences of the GCF in Honduras. After each session there was a round of questions and answers with the speakers of each session. In these rounds, participants asked about the recommendation that AILAC would give to the countries as a strategy to be followed, which is the level of control and participation that will be taken by the State of Honduras and the donors once the funds have been accessed and what is the access mechanism. Likewise, it was asked about financing with the issue of energy. The answers were directed to explain that in the energy sector there are specialized multilateral funds and most are anchored to the World Bank system, and that to access climate finance AILAC's recommendation is to move towards a different vision of doing projects, where they plan and develop portfolios of short, medium and long term programs methodologically focused on national priorities. It was also clarified that access mechanisms are differentiated for these funds, it is necessary to define how to prioritize them and focus efforts where there is a greater possibility of accessing resources. However, with the Green Climate Fund, we want to achieve national ownership and determine the conditions to operate the resources. The implementing entities require a validation of the Designated National Authority, facilitating a mechanism of articulation and communication. In the second phase of questions and answers, the relationship of the climate agenda with all these processes was consulted. It was clarified that within the framework of the climate agenda to respond through the national plans of both adaptation and mitigation and generate the portfolio of projects, there are different programs such as the Program for the Preparation of the Green Climate Fund, the Master Plan for Water, Forest and Soil, the National Agroforestry Program and the National Restoration Program. The last one is already working for Islas de la Bahía where we think of a piloting phase where you can see the restoration opportunities and adapt the strategies to the area. In a third phase of questions, was asked about the participation of the private sector, how they will be motivated and what the accreditation process is. It was specified that the project must work on a strategy to involve the private sector, and that it is necessary to look for the relationship with government and private sector policies that facilitate accreditation and access to funds. Finally, in a final round of questions, emphasis was placed on the importance of complying with gender policies and social and environmental safeguards in order to obtain accreditation as a National Implementing Entity of the GCF, and it was emphasized that it is not only having the policies but implementing and monitoring them.

8 DEVELOPMENT OF THE MEETING DAY 2 ACTIVITY 1: PRESENTATIÓN Topic: Coastal Marine Resources in the face of Climate Change Description: There was a talk and PowerPoint presentation focused on publicizing the global impacts of climate change, with a focus on the different marine-coastal ecosystems of the country. The ecosystems that were presented were the following: Economic Activities Beaches Mangroves Seagrasses Coral reefs Biodiversity Topics presented such as: Floods and Disappearance of the Coast Relocation of the Population The effect on Tourist Activities Changes in the Coastal Line Acidification of the Oceans Reduction of Biodiversity Positive changes o Changes in Attitude o o Changes in Habits Changes in Consumption Patterns ACTIVITY 2: CONSULTATION PROCESS: IDENTIFICATION OF IMPACTS AND POSSIBLE SOLUTIONS Topic: Problems and Solutions in the 8 Strategic Result Areas of the GCF Description: An exercise was carried out to identify problems and possible solutions in terms of the impacts of climate change. The identification of impacts and solutions focused on the 8 strategic results areas of the GCF, which are:

If it was given in a general way, the region or site should not be identified. This activity was carried out in a general way, allowing all the participants to approach the flipcharts. PROBLEMATIC RESULTS The results of the problems identified, by strategic result area are the following: 1. Mitigation: 1.1. Generation and access to energy High cost in the three Islas de la Bahía Location of the power plant in Roatán Unstable energy 1.2. Transport Construction of fishing boats, boats, etc. on the beaches The vehicular park is very high Too many moto-taxis and motorcycles in Utila Contamination

14 ACTIVITY 3: PRIORIZATION DE ÁREAS Topic: Impacts and Solutions in the 8 Strategic Result Areas A third activity was carried out with the participants of the workshop, where they sought to know their opinions about the importance that they would assign to each of the 8 strategic result areas. To carry out the prioritization, each participant was allowed a total of 3 votes, and each vote would also have a different weight according to its importance, such as: Vote A: Weight of 3 points Vote B: Weight of 2 points Vote C: Weight of 1 point The participants then approached the flipcharts and issued their respective votes. In general there were more votes for adaptation than for mitigation, and within each of them there was the following vote: 1. Mitigation: 1.1. 15 AGREEMENTS In the bilateral meetings held by the representatives of MiAmbiente + with the representatives of the municipalities of the department of Islas de la Bahía, the problems that each of them is facing were made known, as well as knowledge about the activities that are being carried out in the zone and the initiatives to be able to work on a project with the purpose of solving the problems of the region. In these meetings it was agreed: Designate a person that would serve as focal point for each of the four municipalities. Carry out a second workshop on October 24 and 25 of this year, with the focal points and key personnel of the Project. However, on the part of MiAmbiente + it is proposed to hold such meeting on October 26 and 27 (subject to feedback from the parties involved), due to complications in the agenda. This meeting will be held in the city of La Ceiba, being a convenient meeting point for all parties. It was agreed to hold a third workshop on Theory of Change on December 6, 7 and 8 in the city of La Ceiba.
