1 SEWER DIVISION OF PUBLIC WORKS The mission of the Sewer Division is to provide customers with high quality, cost effective, sanitary sewer services by collecting and treating all wastewater generated from County service areas in accordance with applicable local, state, and federal permit requirements. It is the intent of the Pierce County Comprehensive Plan that adequate wastewater collection and treatment facilities are made available no later than occupancy of each new development. Expansion of the sewer collection system is primarily accomplished through new development paying for the construction and extension of new lines and connections to the existing collection system to carry wastewater to the Chambers Creek Regional Wastewater Treatment Plant, the City of Tacoma s Central Wastewater Plant, and the Cascadia Wastewater Treatment Plant. Much of Pierce County s urban growth area is located above a sole source aquifer. Pierce County s Comprehensive Plan Section 19A , Utility-Sewer Objective 14 requires the use of sewers in the County s urban growth and urban zoned areas. The Sewer Division is also responsible for managing the Chambers Creek Properties water rights and water infrastructure. At this time there are 2.62 million gallons per day (MGD) of identified municipal ground and surface water rights. The current primary water source is a production well that draws groundwater from a deep aquifer on the Chambers Creek Properties. Water drawn from the Properties is currently being used for on-site irrigation and dust control for construction projects. The Sewer Division continues to market the municipal water and investigate wholesale water opportunities with local retail water companies. The Sewer Division is also in the process of reviewing reclaimed water facility opportunities as part of the Wastewater Treatment Plant Expansion construction project and anticipates that in the future reclaimed water will be used for irrigation of the Chambers Creek Regional Park. This could free up potable groundwater sources for potential wholesale distribution. Customers Customers are located in portions of unincorporated Pierce County within designated Urban Growth Areas including Parkland, Spanaway, Midland, Frederickson, Graham, South Hill, Brown s and Dash Points, Fife Heights, Tehaleh, and all or portions of the following towns and cities: Town of Steilacoom Chambers Creek Regional Wastewater Treatment Plant and Expansion Mid 2015

2 City of DuPont City of University Place City of Lakewood City of Tacoma (the Western Slopes Service Area) City of Milton (flows to the City of Tacoma's Central Wastewater Treatment Plant) City of Fife (flows to the City of Tacoma's Central Wastewater Treatment Plant) City of Edgewood (flows to the City of Tacoma's Central Wastewater Treatment Plant and to the Lakehaven Wastewater Treatment Plant) PLANNING AND ENGINEERING The Sewer Division employs an asset management approach and just in time forecasting to identify needs and costs for collection and treatment improvements. The Sewer Division also produces an expanded format of the annual Capital Facilities Plan known as the Sewer Improvement Program or SIP. The SIP is primarily an in-house document utilized for long range planning, engineering, and construction of the County s wastewater treatment and collection systems. The SIP is instrumental in securing long term funding and providing a dynamic platform for adjustment and revision to the Capital Facilities Plan to best take advantage of new technologies and favorable construction opportunities. LEVEL OF SERVICE (LOS) The current LOS of 220 gallons per day per residential equivalent plus 15% reserve capacity meets current LOS requirements as required in the Pierce County Comprehensive Plan. This includes an average daily treatment demand in 2014/2015 of 20.1MGD and also represents growth-related reserves of 4.3MGD for a total available operational capacity of 24.4MGD. The total available treatment capacity, including the 15% held in reserve, remains today at 28.7MGD. The Sewer Division also owns 2.56MGD of capacity at the Tacoma Central Wastewater Treatment Plant. Flows from the cities of Milton and Edgewood and the unincorporated Brown s Point and Fife Heights areas are sent to this facility. Total available capacity from all locations including reserves within the Pierce County Sewer Service Area is 31.34MGD. The Tehaleh Master Planned Community system (Cascadia Wastewater Treatment Plant) will expand over time to meet demand. No new connections will be made to the Etloh LOSS.

3 The Sewer Division owns surface and groundwater rights on the Chambers Creek Properties but does not currently provide potable water to any retail customers therefore no levels of service have been established. PRIOR YEAR EAR S MAJOR ACCOMPLISHMENTS Chambers Creek Regional Wastewater Treatment Plant The Chambers Creek Regional Wastewater Treatment Plant Expansion continues on budget and on schedule for substantial completion in December Construction Packages CP1 and CP2 are completed. Construction packages CP3 and CP4 are currently under construction. The Sewer and Traffic Operations or STOP facility was completed with move-in January of The project improves the Sewer Division s ability to service existing infrastructure and be more responsive for service requests from ratepayers in a County-centric location. SoundGRO TM enjoyed yearly production of approximately 2,400 dry tons. The forecast is for sales to continue and for demand to again eclipse product availability. The Chambers Creek Regional Wastewater Treatment Plant was again recognized by the Washington State Department of Ecology as meeting 100% of all regulatory requirements of its NPDES permit and was awarded the 2014 Department of Ecology Outstanding Performance Award achieving perfect scores. This award has been won by the Utility for the 16th time in the 20-year history of the program. Completed Projects Completion of the North and South Dock removals from the Chambers Creek Properties - a $1.3 million project done in cooperation with the Washington State Departments of Fish and Wildlife, Natural Resources and Ecology. This State Department of Ecology grant was used to remove two derelict docks including 1,038 creosote and concrete piles and 16,000 square feet of overwater wood and concrete decking. Completion of the installation and successful use of new osprey and purple martin habitats on the Chambers Creek Properties. Continuing Projects Operations and Maintenance staff continued the program to modify, improve, replace, and repair infrastructure at various locations within the collection system. Replaced, cleaned, and repaired various mains, force mains, manholes, and collector lines. Studies and Programs The Sewer Division, at the request of the Pierce County Council, has evaluated and will provide recommendations for the creation of the Commercial Sewer Conservation Loan program identifying administrative requirements and program costs in Q4. The Sewer Division, at the request of the Pierce County Council, held discussions with members of the building community including the Master Builders Association, Association of Building Contractors, and the

4 Tacoma-Pierce County Association of Realtors to produce a Connection Charge Report reviewing connection charges as they pertain to the ongoing Chambers Creek Regional Wastewater Treatment Plant Expansion Project. A final report was completed and will be presented to Council in late Q3. Continuation of the Impact Fee and Connection Charges Deferral Program, a three-year program extended to five years by Council. The program is designed to assist development and provide a mechanism that defers, but does not eliminate, fees paid for connection to the sewer collection system. This program is due to sunset at the end of Grants and Loans The Sewer Division began drawing on the $60,000,000 Centennial Loan from the Washington State Department of Ecology s Centennial Clean Water Program, the Clean Water Act Section Nonpoint Source Fund, and the Washington State Water Pollution Control Revolving Fund. These dollars are used for expansion of the Chambers Creek Regional Wastewater Treatment Plant. Completion of negotiations with the Departments of Natural Resources and Ecology to utilize the remaining $1.2 million in funds from a $2.5 million State budget appropriation at the Chambers Creek Properties for the Chambers Creek Beach Debris Removal project. This project will remove additional pilings, a dilapidated concrete boat ramp, Operator s shack, concrete salt water pump house, and miscellaneous metal and wood debris. The project will be completed in early Q4. Project Review Development engineering staff met the review targets for engineering and permitting reviews for the fourth consecutive year for residential, commercial, and industrial projects.

11 FUTURE NEEDS NON ON-FUNDED PROJECTS The Sewer Division has identified projects to meet future needs through the year The development of the South Area of the Chambers Creek Properties is identified within the Chambers Creek Properties Master Site Plan. This site plan was completed in 2009 and focused on site utility and infrastructure development and a range of possible improvements. However, funding sources have not been determined and these future improvement projects may be included in future CFP documents as funding becomes available. RELATION TO GROWTH MANAGEMENT ACT Pierce County Comprehensive Plan Code Section 19A Sewer and Wastewater Treatment states the following objectives: UT-S Objective 14. Provide sewer service in support of an Urban Growth Area. UT-S Objective 15. Promote reliable and cost-effective service. In compliance with the State of Washington Growth Management Act and the Pierce County Capital Facilities Plan Section 3.3: adequate sanitary sewer facilities must be available no later than occupancy of each new development. The Sewer Division is dedicated to these objectives throughout the service basin to meet demand from residential, commercial, manufacturing, and industrial users and strives to promote reliable and cost effective service through development-driven expansion for residential and commercial construction, and selected interceptor improvements to allow optimal business expansion throughout the urban growth areas of Pierce County. Pierce County Comprehensive Plan Code Section 19A Domestic Water Systems - states the following objectives: UT-Wa Objective 21. Promote reliable water service throughout Pierce County. UT-Wa Objective 22. Ensure adequate water supplies for future growth. UT-Wa Objective 24. Coordinate water resource planning. UT-Wa Objective 25. Implement the satellite management program for new or failing water systems. UT-Wa Objective 26. Protect the quality of groundwater used for domestic water supplies. The Sewer Division also supports these objectives through the effective management of the Chambers Creek Properties surface and groundwater water rights and infrastructure to serve current uses, to provide for future regional water supply needs, and providing technical assistance to systems that are experiencing problems to avoid County receivership of failed water system(s).
