2 Memo: To: Town Council Los Altos Hills Fr: Allan Epstein RE: Wastewater System Management Consultant Date: June 18, 2014 The Town continues to have substantial difficulty in managing the Sewer System and has had this problem over a much extended period of time. Projects are not completed on time, subcontractors are not closely supervised, regulatory requirements are not being fully met and Sanitary System Overflows (SSO) are increasing. Some of these difficulties may be due in part to insufficient staffing and lack of expertise. The Council authorized a Senior Engineer in April 2012, however in the last 24 months the position has only been filled one quarter of the time and the Town is currently recruiting for this opening. The Town has attempted to fill this staffing shortfall with temporary help from CSG. Neither CSG nor the Publics Work Director are experts in Wastewater Systems. I recommend hiring a proven, experienced Wastewater System expert to review the Town's Sewer System and make recommendations. Budget not to Exceed $10,000. The Scope of the review: Provide a general review of Town sewer maintenance data, to a level that is sufficient to assess the current status of cleaning, repairs, and pipeline condition. If pump station inspections have been completed, this information will reviewed as well. Based on the information reviewed, review existing sewer-related activities, plans and budgets, and confirm whether the planned activities are appropriate. If not appropriate, make recommendations as to options that should be considered by the Town and how these activities would change the proposed budget. Discuss findings and recommendations with the Finance and Investment Committee and Council. Summarize findings and recommendations in a Technical Memorandum A qualified consultant, Vivian Housen PE, has been identified and some initial discussions have been held and she is available. Other consultants could be considered as well. Vivian Housen has over 25 years of experience in the planning, design, and management of water and wastewater infrastructure projects. She is a hands-on manager for programs and projects involving wastewater facility improvements, hydraulic modeling, master planning, utility asset management, and regulatory compliance. EXPERIENCE Operations and Maintenance Support Project Manager for Collection System of the Future Initiative, multiple jurisdictions. Vivian is leading this series of workshops over 18 months to conduct information sharing and informal benchmarking, brainstorm future challenges and obstacles, and develop strategies to prepare for challenges facing progressive sewer collection system agencies. The project involves nine leading Bay Area agencies, including West Bay Sanitary District, Union Sanitary District, West Valley Sanitation District, Castro Valley Sanitary District, Ross Valley Sanitary District, West County Wastewater District, Ross Valley Sanitary District, Novato Sanitary District, and the City of Livermore. The final product will be a comprehensive summary document and roadmap that will be available for reference by other collection system agencies. Project Manager for System Operations and Maintenance Support, City of Sausalito, California. Since 2008, Vivian has provided engineering support needed to meet the requirements of the City s EPA Order for Compliance, which included reviewing and reporting on the City s maintenance activities; evaluating pump station reliability; converting the City s CCTV condition ratings from a proprietary system to National Association of Sewer Service Companies (NASSCO) Pipeline Assessment and Certification Program (PACP); evaluating in-house vs. contract inspection and developing CCTV specifications for contract bidding; preparing application materials for and securing State Revolving Loan Funding (SRF) for the City s priority pipeline projects. Following adoption or readoption of the SSMPs, Vivian has provided management support to many of these agencies to ensure that ongoing maintenance activities meet or exceed SSMP requirements. Project Manager for Regulatory Compliance Support, Sewerage Agency of Southern Marin, Mill Valley, California. Vivian assisted the agency in the development of a Wet Weather Improvement Plan, which was a requirement of the wastewater treatment plant NPDES discharge permit. The plan identified activities in place by the agency and its upstream dischargers to reduce inflow and infiltration and reduce wet weather blending. Vivian is also assisting the agency in addressing requirements of a 2008 EPA Order for Compliance, and provides as-needed assistance on a variety of sewer-related issues, including recent development of a Private Lateral Replacement Ordinance. Asset Management Project Manager for Linear Asset Management Plan, West Bay Sanitary District, Menlo Park, California. Vivian is helping the District to document Level of Service objectives, develop a risk model using Microsoft Access that calculates Risk based on Likelihood and Consequence of Failure, and use this model to validate the District s capital improvement priorities. The risk model interfaces closely with the District s GIS-based computerized maintenance management system (CMMS), which uses Lucity software. The resulting report will serve as the roadmap for future rate-setting and infrastructure planning. Project Manager for Infrastructure Asset Management Plan, Ross Valley Sanitary District, San Rafael, California. Vivian completed a comprehensive infrastructure asset management plan for the District, within an accelerated timeline that was mandated by a Regional Board Cease and Desist Order. The evaluation began with development of Level of Service objectives, followed by evaluations of the system pump stations, pipelines, and force mains, and development and prioritization of needed improvements using a computerized risk model. The risk model was developed in MS Access for the project, and is customized to address the District s factors that influence Likelihood and Consequence of Failure. In addition to addressing capital needs, the plan provides updates to existing operations and maintenance procedures as recommended to reduce sewer system overflows. Project Manager for Conveyance System Reliability Improvements Project, Delta Diablo Sanitation District, Antioch, California. This project aggregated the District s asset information, completed gaps, and built an asset registry using GIS; developed level of service objectives and condition assessment protocols for linear assets and facilities, completed facility evaluations, developed a numerical risk- based prioritization model, and ran asset and condition data through the model to develop a prioritized capital improvement program. During the project, opportunities for operations and maintenance efficiencies were discussed and recommendations provided. Project Manager for Sewer Collection System Lifecycle Asset Management Project, San Francisco Public Utilities Commission, California. This multi-faceted effort provided support to City staff in assessing existing data and processes, identifying gaps, recommending sewer inspection and condition rating protocol, transitioning from current CMMS practices to a City-wide asset and maintenance management program, and developing criteria and a decision model to evaluate risk and consequence of failure for the collection system in support of a prioritized linear asset master plan. 5 Vivian W. Housen, P.E. Hydraulic Modeling and Master Planning Project Manager for Capacity Assurance Report and Regulatory Compliance, City of Millbrae, California. These projects were needed to address aggressive SF Baykeeper Consent Decree requirements. The projects included development of a fully dynamic hydraulic model, addressing inflow and infiltration in a system with plant inflow limitations, developing a strategic CIP, in-system storage evaluations, ongoing O&M optimization and planning, compliance reporting and a mandated Sewer Spill Response Action Plan. Project Manager for Sewer Master Plan, City of Richmond, California. Developed a fully dynamic hydraulic model for a system with high inflow and infiltration, tidal inflows, and historical engineered overflow structures. The resulting CIP will eliminate the use of the overflow structures through capacity improvements, pipeline rehabilitation and replacement, storage, and inflow and infiltration abatement. The project evaluated and optimized wet weather storage locations and considered coordination with a large industrial user to develop a public-private partnership concept for flow management. Vivian has been retained to manage and maintain this model in response to developer requests, and in refining project requirements for the Wet Weather Storage Project. Project Manager for Sewer Master Plan and Rate Study, West Bay Sanitary District, Menlo Park, California. This Master Plan project included flow monitoring, development of a fully dynamic hydraulic model, pump station assessments, collection system assessments, and use of a risk-based decision model to prioritize capital improvements. The CIP was used to complete a rate and connection fee study for the District. The analysis integrated benefits from the District s existing wet weather storage facilities, and evaluated the use of this facility for regional storage. Vivian has been retained as the District s hydraulic modeler, and assists the District in answering developer requests, in evaluating options for potential satellite recycled water opportunities, and in adjusting modeled flows and results as needed. Project Manager for Capacity Assurance Plan and Regulatory Compliance, City of Sausalito, California. Vivian developed the City s Annual Report to comply with a Sewer Spill Response Action Plan and RWQCB Order for Compliance, and in support of this work, developed a fully dynamic hydraulic model of the sewer system and subsequent Capacity Assurance Plan. The plan addressed inflow and infiltration as needed to reduce overflows. The plan included pump station capacity recommendations and a prioritized pipeline rehabilitation and replacement plan. Project and Program Management Design-Build Owner s Representative for Wet Weather Storage Facility Project, City of Richmond, California. Vivian is the Owner s Representative for the City s Wet Weather Storage Basin project. The project includes a new, 27-mgd diversion structure and pump station, conveyance pipeline, and 5MG storage tank. Vivian is managing the design-build contractor, and is involved in all decisions, internal and external meetings, and public outreach as an extension of City staff. Wastewater & Stormwater Program Manager for the City of Richmond, California. In 2012, Vivian served as the City s contract Wastewater and Stormwater Program Manager. In this role, she managed most activities related to the City s wastewater collection system and 20 mgd treatment plant. She also provided support in addressing stormwater capital and regulatory needs, including coordination with the County to implement a pilot first flush stormwater treatment project, installation of grant-funded gross solids reduction devices (GSRD), coordination with industrial stormwater dischargers, and Page 3

Vivian also led a multi-agency study for the management of peak wet weather flows, provided support for NPDES discharge permit renewal, managed the City s wastewater contract operator; prioritized treatment plant process improvements and collection system capital needs, and provided City engineering support. Program Manager for Export Pipeline Facilities Projects, Livermore-Amador Valley Water Management Agency, Dublin, California. Vivian managed this $218 million program from EIR adoption through design and construction of multiple project facilities including 82,000 feet of welded steel pipe and appurtenances, 5-1/2 miles of cement mortar lining installation, expansion of a wastewater pump station to 41.2 mgd, two emergency dechlorination facilities, and an 8 mgd wet weather pump station. The project required negotiations for fifteen permits and easements. Vivian resolved complex issues and lawsuits involving twelve public agencies and numerous private entities, and actively participated in a 3-step dispute resolution process between the Army Corps of Engineers and U. S. Fish and Wildlife Service to allay the demand for a Regional Habitat Conservation Plan. Through this program, Vivian streamlined design concepts to reduce total project cost by 32% or $70 million. Program Manager for Wet Weather Program, Seismic Improvement Program, and Collection Facility Program, East Bay Municipal Utilities District, California. Vivian managed final components of a longterm program to alleviate wet weather overflows and upgrade collection system facilities. She managed design and construction of the Pump Station B Expansion, Oakport Operations Building, Pump Station N Expansion and Force Main Replacement, and Pump Station C and Storage Basin Expansion. Vivian also managed the design and construction of sewer repairs using cured-in-place pipe and PVC liners, and participated in the man-entry inspection and assessment of the District s 72-inch Wood Street Interceptor. Agency Management Vivian has served as Interim General Manager, District Manager, and District Engineer for a number of San Francisco Bay Area agencies, reporting directly to the governing board.
