1 YEMEN HUMANITARIAN HEADLINES 2.5 million people internally displaced 21.2 million in need of assistance OCHA OXFAM RESPONSE In response to the current crisis Oxfam has supported 714,792 individuals HUMANITARIAN UPDATE Hajjah and Al Hudaydah Oxfam in Hajjah and Al Hudaydah has now provided 273,987 people with safe and clean water. This includes both internally displaced people as well as people living in the host communities. Complementing this, Oxfam has reached 150,444 of those beneficiaries with cash transfers, public health promotion, latrine construction, hygiene and shelter kits that include items such as kitchen utensils, soap, cleaning products. Amran In Amran, Oxfam has provided safe and clean water to 54,159 people through 167 distribution points and 170 tanks in the Huth, Khamir and Al- Qaflah districts. The first round of food voucher distribution has reached, 1,701 out of the 1,973 targeted displaced households in Khamir. Taiz Oxfam s aid has scaled up reaching 135,202 people in six conflict-affected districts mostly inside Taiz City. Trucked drinking water increased from 42,000 to 55,495 people inside Taiz city through suppliers and volunteers as the trapped residents continue to suffer dire need for water. In Al Shamayatayn district, Oxfam distributed 1,357 food baskets to affected households in Al Azaez, Bani Shiba and Al Maqarimah sub-districts. Aden In light of the water scarcity in Abyan, Oxfam s supplier delivered materials to support pumping water to 30,000 conflict affected vulnerable people in the districts of Zinjibar and Khanfar districts. Nine months since the beginning of a protracted and increasingly unpredictable conflict in Yemen, some 5,500 people have been killed and over 26,000 injured. The humanitarian impact of the conflict has been catastrophic, and an end to the fighting does not look imminent. The peace talks scheduled on 14 January failed to be held and have been postponed to an unconfirmed date. The cease fire proposed for the duration of the previous peace talks was not respected by the warring parties triggering a continuation of the widespread violence, an increase of human fatalities and difficult humanitarian access to some affected areas such as Taiz and Sa ada governorates. Humanitarian service provision facilities were subject to attacks, and the UN Secretary-General Ban Ki-moon urged all parties to stop targeting civilians and to respect international humanitarian law. The World Food Program reported an improvement in the food supply to the local market in December compared to November, due to an increase in commercial activity. However, this improvement has not enhanced the overall severe food insecurity situation across the country, especially among people acutely affected by the conflict including Sa ada, Taiz, Hajjah and Al Bayda governorates where populations have been experiencing food consumption shortages and increasing commodity prices. As the humanitarian situation continues to be exacerbated in Taiz, most efforts have so far failed to get safe access to provide aid into the city. Dozens of truckloads of food assistance by WFP and IOM were blocked at the entries of the city. The World Health Organisation announced this week that five truckloads of assistance

2 and 500 oxygen containers had been blocked from entering Taiz since 14 December However, MSF delivered two truckloads of medicine and supplies to two hospitals inside Taiz. A Saudi plane also dropped food and medical supplies into Taiz. Since August, Oxfam has scaled up its humanitarian activities reaching 135,202 conflict affected people in the four most affected districts in Taiz city as of 18 January. It is serving one district in the outskirts and in Al Shamayatayn district, to where thousands of IDPs fled to escape the violence. OXFAM PROGRAMMES HAJJAH AND AL HUDAYDAH INDIVIDUALS ASSISTED: 424,431 LOCATIONS: Az Zuhrah, Al Sukhnah, Hays (Al Hudaydah), Abs, Haradh, Hayran (Hajjah) ACTIVITIES: Over the past few weeks Oxfam s teams in Hajjah and Al Hudaydah have continued to scale up Oxfam s response to reach both internally displaced people (IDPs) and people in need of humanitarian assistance in the host communities: WASH Water During the last two weeks, Oxfam increased its water tracking beneficiaries by 2,989 persons bringing the total number of beneficiaries up to 273,987 conflict affected individuals. It also increased the average distribution of of treated water by 32m3 reaching a total daily average of 842m3 (842,000 liters) to villages in Az Zuhrah, Abs, Hayran and southern Haradh. 12 PVC water litre were installed in Az Zuhrah, and the procurement process is underway to subsidize fuel to 4 water schemes (SSWs) in Az zuhrah, Abs, and Hayran, as an exit strategy from water trucking, while a technical assessment was completed for other four water systems in Abs. Sanitation Oxfam completed alatrine needs assessment in Abs and is proposing to start rehabilitation of 274 emergency latrines. Public Health Promotion A total of 480 hygiene awareness sessions were held on diarrhoea prevention during the last three weeks. The sessions benefited a total of 12,532 households from IDPs and the host community. The team visited 12,933 households from IDPs and host community for follow-up awareness and monitoring of hygiene behaviour change. Results of last week s visits showed that 88% of households wash hands with soap at critical times; 94% of the 415 Oxfam family-shared latrines that were monitored were used; 66% of HH practice safe solid waste disposal and 96% clean the jerry cans used to store drinking water. Some 11,604 households were mobilized to properly dispose of solid waste through 463 campaigns. The campaigns were supported by distributing solid waste tool kits in Hayran. Hygiene Kits Distribution The staff distributed hygiene kits for 2,674 IDPs (2,131 male, 543 female) in Abs and Hayran. Food Security Under DFID, the second and final Unconditional Cash Transfer distribution was delivered to 3,138 households (incl. 840 female-headed) in Abs district. Every HHs received YER 18,000 (appr. $83) covering 80% of the household food basket. The team also made payment to all 500 households targeted by the Cash-for-Work Safe Age Marriage project (incl. 75 female-headed households). This programme is planning for rapid vulnerability and food security assessments that will inform project planning and implementation.

3 AMRAN INDIVIDUALS ASSISTED: 54,159 LOCATION: Khamir, Huth and Al-Qaflah WASH Water Supply Water trucking continued to reach up to 54,159 persons living in 7,737 households (3,021 IDPs and 3,713 host communities). To date, Oxfam has created 167 distribution locations, and is supplying 170 tanks in with 725m3/day at average 14.9l/p/d through 170 water tanks. The team has finished the construction of 2 steel tanks and water distribution points in Bani Suraim, and completed a rapid assessment to identify needs in Thu Eid in Huth and for Al Ashah district water scheme. Public Health Promotion The team and community volunteers conducted 239 hygiene awareness campaigns. Community-based solid waste cleaning campaigns followed the activities in some areas. The awareness activities benefited 5,863 persons (1,462 women, 1,875 men, 2,526 children). The volunteers conducted 1,020 household visits to observe their hygienic behavior change. 20 solid waste campaigns were organized in the target districts where 1,447 persons participated. Also 154 hygiene kits were distributed in Khamir and Huth benefited about 1,120 individuals. Sanitation The team has completed the construction of 50 latrines in IDP camps and host community in Khamir serving 700 individuals (195 men, 205 women, 300 children) of 100 households. Another 230 latrines are planned, starting next week. Food Security In the first round of food voucher distribution activity, 1,701 out of 1,973 targeted displaced households in Khamir received basic food items (including 50kg wheat flour, 20kg rice, 10kg sugar, 12 can beans, and 4 litres vegetable oil for each household). The host communities were referred to International Relief that targets the host community. The remaining 274 target beneficiaries will receive their food assistance next week. TAIZ INDIVIDUALS ASSISTED: 135,202 WASH Water trucking Oxfam is working remotely in Taiz city through suppliers, a LNGO, General Authority of Water and Sanitation Project (GARWSP). During the last two weeks, the team has scaled up the water trucking activities by increasing beneficiaries from 42,000 to 55,495 people in the districts of Al Qahirah, Al Modhafar, Salah and Al Taiziah in Taiz city, and to 800 IDPs in Al Turbah district. The water points increased in two weeks from 56 to 60. Three GARWSP engineers were hired to support the scale up inside Taiz. The team has modified the Taiz water point mapping. The team signed MoUs with landowners to construct 83 latrines for IDPs. The local partner Generation without Qat distributed Oxfam s hygiene kits to 6,126 people (888hh). Public Health Promotion

4 In Howban villages, the teams conducted 733 hygiene awareness sessions (432 IDPs, 301 host community) in Howban villages on the same hygiene messages to ensure common understanding among community members. CHVs conducted 2,415 home visits (1492 IDPs and 953 host community) to monitor community hygiene knowledge and behaviour change. They also launched 30 Jerry can cleaning campaigns. Community Health Volunteers (CHVs) there also facilitated cleaning campaigns for 123 households to address the solid waste management issues. Food Security The team distributed 1,357 food baskets to affected households in Al Azaez, Bani Shiba and Al Maqarimah subdistricts. Assessments The CHVs conducted registration and verification of winterization needs for IDPs in 5 villages in Al Huban. The team completed an assessment of financial service providers in Ash Shamayatayn district. An FDG was facilitated in Al Akama village and a WASH assessment and another water scheme assessment of Bani Mohammed were conducted. The team conducted water need assessments in four sub districts of Al Shamayatayn and Al Taziah districts. The findings showed a need to use silver filters for at least 1,200 households to improve water quality. Oxfam facilitated community FDGs on water rationalisation to agree on a pumping project mechanism in the villages of of Azaez, Al-Wosta, Qibli, Al-Shagiba as the water system has stopped and the cost of water trucking rose sharply. The groups agreed on the need to repair and improve the pumping system, to rebuild public trust in the water management committees and to launch a public awareness to minimize the consumption. ADEN AND SOUTHERN GOVERNORATES Oxfam is working in 4 southern governorates of Aden, Lahj, Al Dhale'e and Abyan to support the provision of water and sanitation. The Oxfam team checked the delivered materials provided to support the LWSC s water pumping system in Lahaj governorate. The system targets 19,500 conflict-affected households in Hawtah and Tuban districts. The team facilitated a hand wash campaign organized by School Hygiene Committee supervisors in a school targeting 331 students (incl. 173 females), and facilitated 8 awareness sessions against malaria and dengue fever awareness through school radios for all students in the 8 targeted schools. The SCH volunteers agreed to continue awareness raising activities to combat the infection in response to the warning by the latest Epidemiological Bulletin that reported 133 malaria cases and 43 dengue fever cases in Aden governorate. 2 out of 8 schools in Aden participated in a hand washing campaign based on experience sharing. The team fielded visits to the target schools, and shared and discussed the monthly plans headlines with the supervisors. The contract to extend Oxfam s support to the SHC volunteering supervisors was extended till end of March.
