3 1 - Introduction The Development Agency of Eastern Thessaloniki s Local Authorities, ANATOLIKI s.a., organized the Final Conference with title: Sustainable Water Management through Common Responsibility enhancement in Mediterranean River Basins in the framework of the project WATERinCORE (1GMED08-515), on Thursday, 24 May 2012 at 09:00 a.m., in the Technical Chamber of Greece /Section of Central Macedonia, 49 M. Alexandrou Avenue in Thessaloniki. The aim of the conference was the presentation of water management in the pilot Mediterranean basins of the project and of the results and tools that have been produced during the implementation of the project WATERinCORE. In the framework of the conference, the institutional framework and the national water management policy from the Special Water Secretary of the Ministry of Environment and Climate Change, prof. Andreas Andreadakis was presented. For first time, the contents and the expected results of the study of the River Basins Management Plans for the Water District of Central Macedonia (GR10) from a representative of the contracting consortium of the study was also presented. Finally, the consultation process, that took place during the development of the Management Plan of Cyprus, had been analysed in view of the relevant process that is going to be followed in the region of Central Macedonia in the framework of the previous study. The conference was addressed to all actors and scientists dealing with water management and with the implementation of Local Agenda 21 in Environment Management, in general. Speakers of the conference were representatives of the partners scheme of the project and competent actors of Greece and special scientists and scholars in water management issues.

4 2 - Dissemination and Participants The conference has been announced on the LP s website &targetpage=14&lang=el#997 and on the project s website out=blog&id=9&itemid=15&lang=en and was disseminated via to the contact list of ANATOLIKI. Moreover, it has been uploaded at the site of the Technical chamber of Greece/Section of Central Macedonia. Press releases were sent to the press before and after the event. A local channel, TV 100, has interviewed before the beginning of the event, the Special Secretary of Water prof. Andreas Andreadakis, the project manager, Mr Sokratis Famellos and mrs Panayiota Hadjigeorgiou, Head of Planning Division, Water Development Department, Cyprus. The film of the interview is annexed in the report. In the conference 94 persons from administration, local authorities and private sector as well as the delegations of the project s partners were participated. The conference was opened by the general director of ANATOLIKI s.a, who present the role of ANATOLIKI and its scope of its operation. In continuance, mr George Kouyiamis, the president of the board of ANTOLIKI, well came the participants and congratulated the partners for its fruitful cooperation in the project as well as the members of the project team of ANATOLIKI that have worked for the fulfillment of its activities and the achievements of its objectives. Prof. Andreadakis Andreas, representative of Ministry of Environment and Climate change, Special Secretariat of Water, has opened the conference as guest speaker. He has presented the Greek legal framework comply with the EU different directives concerning WATER, the competent authorities and the level of implementation of WFD in Greece. Mr Famellos, project manager, has initially presented the project, the partnership and its activities. Moreover, presented the results of the opinion survey made in the Anthemountas basin as well as the strategic water management plan for the basin. Mrs Elisavet Pavlidou, from ANATOLIKI s.a., presented to the audience the five different participant areas in the project as well as the comparison made, in the frame of the project, between the water management in the regions. In addition, she has spoken about the pilot basins and the water management indicators data base that was created. The main water management indicators of the basins were presented in a comparative way in order to provide the situation of water resources management in the basins under investigation and to give the

7 main characteristics of them to audience to understand the presentation from the following speakers. Mrs Sandra Paterni, from province of Lucca, presented the project s pilot area and the participatory process followed during the project towards the river contract for Sherchio at Province of Lucca territory. Mr Armando Garretto, replacing mrs Antoci, from ARPA Sicilia, has made the presentation Sustainable management of Irminio river and Santa Rosalie dam. He made a chronology on the Public Participation efforts in the pilot area and presented the authorities participated and the actions undertaken, in the frame of the project, in the development of the action plan and the sign of the agreement on the following steps that should be taken. Mrs Panayiota Chadjigeorgiou, WDD of Cyprus, has provided information about the characteristics of the pilot basin in Cyprus, the strategic water management plan developed and the actions includes and finally about the effort of WDD of Cyprus to develop an environmental agreement with the local authorities of the pilot area on three different directions. Finally, is stated that an agreement with the local authority of Perivolion was achieved towards the drinking water saving. In continuance of the break, mr Kyrill Dimanopoulos, Laison officer of MED programme in Greece, presented the state of the art of the MED Programme and the role of the Thessaloniki Liaison Office. Next speaker was mrs Myriam Prieto, from deputation of Granada, presented the Public participation process developed, the opinion survey made, the assessment of the current ecological status of water of Genil river and the final strategic plan with its actions as well as the Social local agreement on water management signed, in the frame of the project. After the completion of the presentations by the project s partnership the speech was taken by the invited speakers of the conference. The first one was, mrs Lisa Bensasson, representative of the consortium undertaken the study for the water management plan of river basins of water department 10 of Central Macedonia, at the end of April She has introduced the stages, the timetable, the public participation envisaged and the deliverables of the study.

8 Next speaker was prof. George Zalidis, from the School of Agronomy, Laboratory of Remote Sensing and GIS, and the Balkan Environmental Center. He presented a digital application to support consultation actions in water management, the Eyecoast e-platform. It is a digital platform of e-government aiming at the active involvement of the citizens and authorities in the procedure of planning, application and assessment interested in the management of coastal zone of Thermaikos gulf. Last but not least, Mrs Stella Kaimaki, the Public Consultation procedure has taken place towards the River Basin Management Plan of Cyprus., as a case study of the PP procedures in the water management. All the presentations of the conference are uploaded in the project s website, out=blog&id=9&itemid=15&lang=el. Distributed material To the participants a dossier including the two guidebooks on LA21 and Water management as well as the programme and the project leaflet were distributed. In addition the presentation made during the conference has been also included in a CD.
