7 CORTE MADERA CREEK FLOOD RISK MANAGEMENT GENERAL REEVALUATION STUDY Public Meeting San Francisco District US Army Corps of Engineers BUILDING STRONG

8 Why would a community want to partner with the Corps? Local agencies (a.k.a. non-federal sponsors) request the Corps partnership on projects that would otherwise be beyond their capability to complete. The Corps works with the sponsor to develop the project and shares the cost of construction. The Corps pays 50% of the study cost and up to 65% of the construction cost. Marin County Flood Control and Water Conservation District is partnering with the Corps as the Non-Federal Sponsor. 8 BUILDING STRONG

9 Corps Project Process We are HERE Authorization #1 Appropriations #1 Feasibility Study Congress authorizes the Corps to conduct a Feasibility Study Congress funds the Corps to conduct a Feasibility Study The team evaluates alternative plans and identifies the plan with the highest benefits Pre- Engineering and Design The team refines the designs for the selected plan Authorization #2 Congress authorizes the Corps to construct the project Appropriations #2 Congress funds the Corps to construct the project Construction Operations and Maintenance 9 BUILDING STRONG

10 How do we select THE PLAN? National Economic Development (NED) Plan = the plan with the HIGHEST Net Benefits (basis for the federal investment in the NED plan) Sponsor s Costs (35-50%) Net Benefits Corps Costs (up to 65%) Cost to construct the project Project Benefits: flood damages avoided compared to doing nothing 10 BUILDING STRONG

11 How do we select THE PLAN? Locally Preferred Plan (LPP) = plan the sponsor wants LPP larger than the NED: sponsor is responsible for costs over the federal investment in the NED.
