2 CHAPTER FOUR methods nd mechnisms A PRIORITY ACTIONS 1 Wter The gols nd ojectives estlished y the BCWTF (descried in Chpter 3) re intended to ddress the prolems nd issues of interest identified y the BCWTF nd chieve ecologicl helth. Becuse of the extent of urniztion, wide rnge of ctions will e necessry to improve the ecologicl helth of the wtershed. Potentil ctions re descried elow, orgnized y the hedings of wter, lnd, nd plnning. Following discussion of ech ction, list of stkeholders tht could implement the ction is provided. For tht list, the term cities refers to ll cities in the wtersheds, lthough for some ctions, specific cities re identified. For more complete list of stkeholders, refer to Chpter 6 (Stkeholder Commitment nd Funding). To improve ecologicl helth of the wtershed, progress towrds ll of the gols identified y the BCWTF will e necessry. However, since the chrge for the Tsk Force included selection nd prioritiztion of cost-effective est mngement prctices for chieving wter qulity improvement/hitt restortion gols, those ctions relted to improving wter qulity nd hitt re considered priority ctions for the purposes of this pln. GOAL A: IMPROVE QUALITY OF SURFACE WATER AND GROUNDWATER Ojective: Implement projects, BMPs, nd other methods to reduce pollutnt lods nd improve wter qulity, consistent with TMDL implementtion ACTION: Implement projects, BMPs, nd other methods to reduce the presence of contminnts in stormwter runoff To conform to the requirements of the federl Clen Wter Act nd the federl Costl Zone Act Reuthoriztion Amendments of 1990, the Stte of Cliforni hs developed the Nonpoint Source Progrm Strtegy nd Implementtion Pln ( ) (or PROSIP) which identifies ctions to reduce nonpoint pollution, nd compnion volume, the Cliforni Mngement Mesures for Polluted Runoff (CAMMPR) Review Document, which identifies rnge of mngement mesures for griculture, forestry, urn res, mrins nd recretionl oting, hydro- 62 Bllon Creek Wtershed Tsk Force

3 modifiction (including modifiction of strem chnnels, wter impoundments, nd stremnk erosion), nd wetlnds, riprin res nd vegetted tretment systems. Additionl informtion on sources of nonpoint pollution nd mesures to reduce nd/or tret polluted runoff is provided in the Cliforni Nonpoint Source Encyclopedi, developed y the Stte Wter Resources Control Bord. A comprehensive progrm to reduce stormwter pollution hs een estlished y the Stormwter nd Urn Runoff NPDES permit (Order No , CA ) issued to the County of Los Angeles (nd the incorported cities in the Wtershed), which regultes the dischrge of runoff municipl storm sewer systems (MS4s), or the storm drin. The permit prohiits non-stormwter dischrges into the storm drin system, limits dischrges to receiving wters tht would cuse or contriute to violtion of wter qulity stndrds, nd requires implementtion of Stormwter Qulity Mngement Progrm (SQMP) tht includes the use of Best Mngement Prctices (BMPs) to reduce dischrges of pollutnts, including metls, nutrients, pthogens, sediment nd trsh, which re identified on the 303(d) list for Bllon Creek nd ssocited wter odies. The SQMP includes seven progrms, which re summrized elow. The Industril/Commercil Fcilities Control Progrm covers industril nd commercil fcilities, including resturnts, utomoile service fcilities, retil gsoline outlets, utomoile delerships nd other federllymndted fcilities. The Development Plnning Progrm requires implementtion of Stndrd Urn Runoff Mitigtion Pln (SUSMP) for commercil developments on sites 1 cre or greter in re, utomotive repir shops, retil gsoline outlets, resturnts, home sudivisions with 10 or more homes, prking lots with 25 or more spces (or re greter thn 5,000 squre feet in re), single-fmily hillside residences, nd loctions within, or directly djcent, or dischrging to, environmentlly sensitive res. In ddition, sustntil redevelopments (resulting in the cretion of more then 5,000 squre feet of impervious surfce) re lso suject to SUSMP requirements. The Development Plnning Progrm nd SUSMP requirements include: minimize impcts of stormwter on nturl dringes nd wter odies; mximize pervious surfces to llow percoltion of stormwter to the ground; minimize the quntity of stormwter to impervious surfces nd the storm drin system, provide pproprite permnent mesures to reduce pollutnt lods; control post-development pek runoff to prevent erosion in nturl dringes; conserve nturl res; minimize pollutnts of concern; protect slopes nd chnnels; provide storm drin stenciling nd signge; minimize pollution from prking lots using tretment control BMPs nd good housekeeping prctices; proper design of storge res, loding dock res, repir ys, vehicle/equipment wsh res, gsoline fueling res, nd prking res (to minimize conveynce of pollutnts to storm drin systems); proper design nd mintennce of BMPs to reduce vector reeding (e.g., mosquitoes); require BMPs to meet design stndrds nd/ or numericl design criteri; nd provide evidence of BMP mintennce. In Septemer 2002, the County of Los Angeles prepred mnul for SUSMP preprtion entitled Development Plnning for Stormwter Mngement, which is ville on-line (refer to Chpter 8 References) The Development Construction Progrm requires control of runoff from construction sites through comintion of BMPs, inspections, nd for projects over 1 cre in re, preprtion of Stormwter Pollution Prevention Progrm (SWPPP), per the Construction Activities Stormwter Generl Permit (Order No DWQ). Depending on the site chrcteristics, the SWPPP my include mesures to minimize distured res, stilize distured res, protect slopes nd chnnels, control the site perimeter, retin sediment on site, prctice good housekeeping, nd contin mterils nd wstes. The Illicit Connections nd Illicit Dischrges Elimintion Progrm requires the County nd the cities to: trck nd Los Angeles County Deprtment of Pulic Works Wtershed Mngement Division 63

4 mp ll illicit connections nd dischrges to the storm drin system; trin employees in methods of identifiction, investigtion, termintion, clening of illicit connections nd dischrges; screen storm drin systems for illicit connections; investigte nd determine sources, nture nd volume of dischrge nd responsiility prty for illicit connections; terminte illicit connections using enforcement uthority; respond to illicit dischrges with ctivities to te, contin, nd clen up within one usiness dy of discovery; nd investigte illicit dischrges nd tke enforcement ction, s pproprite during or following continment. The Pulic Agency Activities Progrm consists of mintennce, inspection, nd response to minimize stormwter impcts from pulic gency ctivities. These include mngement of sewerge systems (including overflow nd spill prevention), construction ctivities, vehicle mintennce/mteril storge fcilities/ corportion yrds, lndscpe nd recretionl fcilities, prking fcilities, storm drins, streets nd rods, nd emergency procedures. The Pulic Informtion nd Prticiption Progrm requires mesures to increse wreness, chnge ehvior, nd involve the pulic in mitigting the impcts of stormwter pollution. The Cliforni Stormwter Qulity Assocition hs developed four stormwter Best Mngement Prctice Hndooks to provide generl guidnce for selecting nd implementing BMPs to reduce pollutnts in runoff from (1) New Development & Redevelopment sites; (2) Construction sites; (3) Industril & Commercil fcilities; nd (4) Municipl opertions. The hndooks descrie plnning techniques for stormwter pollution prevention nd provide informtion on wide rnge of BMPs, ggregted into vrious ctegories for ech hndook, including erosion nd sediment control, site nd mteril mngement, source control, nd tretment control mesures. For the purposes of this pln, BMPs cn e grouped sed on the generl technique used, nd include: storge (multi-use retention sin, cistern, extended detention sins), underground retention/infiltrtion, nd underground detention), infiltrtion (porous pvement nd dry well), filtrtion (wetlnd systems, ioretention, ctch sin inserts nd medi filtrtion), conveynce (vegetted swle or sin), prctices (tree plnting, reduce impervious surfces, mulching, stormwter-supplied irrigtion, reduce directly connected impervious surfces, source control, cquisition or reloction, flood proofing, flood wrning, nd policies or ordinnces) nd outrech (pulic eduction). The Countywide Monitoring Progrm requires mesures to ssess receiving wter impcts, identifiction of sources of pollution, evlution of BMPs, nd mesure of longterm trends in mss emissions. The County of Los Angeles Deprtment of Pulic Works hs estlished the BMP Tsk Force to serve s n ongoing forum to fcilitte the selection, implementtion nd finncing of effective BMPs through: dt gthering, nlysis, nd exchnge; stkeholder coordintion; nd outrech. The Tsk Force mintins wesite (refer to Chpter 8 References) tht provides informtion out BMPs nd the ctivities of the Tsk Force. As noted in Chpter 1 (Bckground), the Snt Monic By Restortion Commission initited Bllon Creek BMP Work Group, to implement methodology for selection of BMPs for the Bllon Creek Wtershed (currently in progress). Concurrently, Proposition 13- funded project will develop pln for instlltion of suite of BMPs in n individul suwtershed nd monitor the effectiveness of those BMPs in treting nd/or reducing 303(d) list pollutnts. More detils on BMPs re provided in the following section (Best Mngement Prctices). In ddition to implementtion of BMPs, vrious projects hve the potentil to reduce the presence of pollutnts in stormwter, including those tht increse or restore 64 Bllon Creek Wtershed Tsk Force

5 open spce, reduce impervious surfces, or tret stormwter. The concept of diverting stormwter in the Hyperion Tretment Plnt operted y the City of Los Angeles hs een the suject of severl proposls, lthough the volume of wter tht must e treted nd the timing of delivery (s the mjority of excess cpcity is ville during the night) limit the pplicility of this concept. The project inventory included in this Chpter includes numerous projects tht would improve wter qulity. In ddition to projects, other progrms lso hve the potentil to improve wter qulity, such s the Air Qulity Mngement Pln for the South Cost Air Bsin, which hs the potentil to reduce eril deposition of certin contminnts. To reduce the introduction of contminnts into the storm drin system, filtrtion device could e instlled t the entrnce to storm drin (e.g., t the elow grde ctch sin found on mny storm drins). Depending on the efficiency of the filtrtion device (e.g., the size of mteril retined) nd the frequency of mintennce (s such devices cn ecome clogged), the extent of cpture cn e considerle. To implement the Trsh TMDL, filtrtion devices my e instlled t mny ctch sins. One of the difficulties in meeting current nd future TMDLs will e treting the enormous volumes of stormwter ssocited with mjor rinfll events. One possile strtegy would e to implement projects, BMPs nd other methods to reduce the volume of stormwter. BMP ctegories tht hve the potentil to reduce the volume of stormwter runoff include storge, infiltrtion, nd to lesser extent, filtrtion, conveynce, prctices, nd outrech. In ddition, the implementtion of SUSMPs for new development nd sustntil redevelopment projects lso hs the potentil to reduce runoff volumes. Expnsion of SUSMP requirements (e.g., reducing the size of development suject to the requirements) could further reduce runoff volumes. It should e noted for some contminnts, for given unit of pollutnt, the lrger the volume of runoff, the lower the resultnt concentrtion. Thus reducing the volume of stormwter runoff could increse the concentrtion of Federl, stte, nd regionl gencies tht operte fcilities in the wtershed, Los Angeles County, cities, NPDES point source dischrgers, nd individuls ACTION: Instll in-line tretment systems in storm drins nd/or chnnels Once stormwter hs entered the storm drin network, contminnts could e removed during conveynce (efore reching Bllon Creek) y the instlltion of n in-line tretment device or mechnisms. These could include filtrtion devices, storge or detention fcilities, constructed wetlnds, or other methods. Given the size of the wtershed, opportunities for in-line tretment my e extensive; however, the ccessiility of the storm drin nd the vilility of spce to ccommodte the tretment device my limit pplicility. The results of this effort should e incorported into this Pln. Prior to dischrge into Bllon Creek, end-of-pipe tretment systems or devices could e instlled to reduce the lod of pollutnts tht enter the Creek nd Snt Monic By. These systems could e in the form of nturl systems (e.g., constructed wetlnds), filtrtion devices (such s continuous deflection seprtors), or wter tretment nd recycling plnts (such s the City of Snt Monic s Urn Runoff Recycling Fcility or SMURRF). Los Angeles County, cities nd other entities tht own nd operte storm drin systems ACTION: Implement the Community-Bsed Monitoring Progrm The Community-Bsed Monitoring Progrm included in Chpter 5 includes wter-qulity monitoring elements, which would trck progress towrds meeting pplicle wter qulity stndrds. Los Angeles Regionl Wter Qulity Control Bord, Los Angeles County, cities, nd community-sed orgniztions ACTION: Develop comprehensive mp of ll storm drins, culverts nd outflls Currently, there is no comprehensive mp of the Bllon Creek dringe network, which mkes it difficult to link specific outflls on Bllon Creek (e.g., where pollutnt concentrtions my e elevted) to the precise upstrem re connected to tht drin. Los Angeles Regionl Wter Qulity Control Bord ACTION: Complete the Lower Bllon Creek Ecosystem Restortion Study As result of the completion of the Mrin del Rey nd Bllon Creek Fesiility Study nd the identifiction of locl sponsors, the Army Corps of Engineers is working to refine the scope of work for the Restortion Study, which will evlute options to reduce sedimenttion t the Creek entrnce nd restore the lower portions of Bllon Creek. US Army Corps of Engineers ACTION: Implement the Air Qulity Mngement Pln for the South Cost Air Bsin Some contminnts in stormwter runoff nd dry wether flow re the result of eril deposition of ir pollutnts. To estlish TMDLs, develop wste lloctions, nd suggest effective implementtion strtegies, dditionl reserch on pollutnt concentrtions, sources, geogrphic distriutions, nd BMP effectiveness is needed. The City of Los Angeles hs proposed to tke the led on stkeholder-sponsored development of future TMDLs. Once the TMDL is estlished, NPDES permit holders will e required to development implementtion plns nd conduct wter qulity monitoring. The trsh TMDL provides for 10- yer implementtion schedule (with possile two yer extension), lthough 20-yer implementtion schedule my e suggested for other TMDLs. 10 GOAL C RESTORE HYDROLOGIC FUNCTION TO BALLONA CREEK AND TRIBUTARIES WHERE FEASIBLE Ojective: Restore tidl flushing to lgoons nd wetlnds where consistent with flood protection ojectives ACTION: Improve tidl flushing to Bllon Wetlnds After mny yers of study, new tidl gtes were instlled t two loctions in the Bllon Wetlnds, which improved tidl flushing in this re. As prt of future restortion of the wetlnds, it is ssumed tht tidl flushing will e improved to lrger re, which would improve qutic nd esturine hitt in this re. Costl Conservncy, Los Angeles County, Los Angeles City Ojective: Restore nturl hydrologic conditions in strem chnnels where fesile ACTION: Study potentil opportunities to dylight nd/or restore current/historic strem chnnels The Seeking Strems study identified opportunities to dylight historic strem chnnels in the upper wtershed. The fesiility of implementing the recommendtions of tht report could e ddressed, nd other cndidte strems in other portions of the wtershed could e identified. 11 GOAL D OPTIMIZE WATER RESOURCES TO REDUCE DEPENDENCE ON IMPORTED WATER Ojective: Expnd wter conservtion progrms ACTION: Develop wtershed-wide wter udget To pprecite the vlue of wter conservtion, development of wter udget for the Bllon Creek Wtershed should e developed y mesuring nd estimting wter inputs (precipittion, groundwter inflow, nd imported wter) nd output, including groundwter rechrge, stormwter dischrge, wstewter genertion, nd evpotrnspirtion y plnts). Colleges nd universities, with the ssistnce of Los Angeles County, cities, utility gencies, nd community-sed orgniztions ACTION: Expnd pulic eduction nd outrech on wter conservtion Following the drought in the 1980s, pulic eduction nd outrech relted to wter conservtion ws commonplce, ut is no longer mjor focus for most wter gencies. While previous efforts focused on scrce supplies nd the high cost of imported wter, inclusion of wtershed stewrdship theme could expnd pulic interest in such prctices. At such time s the BMP selection methodology is completed, the recommendtions from tht study regrding which BMPs re most pplicle in the Wtershed should e incorported into this Wtershed Pln. C EISTING AND PENDING PROJECTS In My 2003, Stkeholder Questionnire ws distriuted to the BCWTF to seek input on existing nd pending physicl projects, volunteer monitoring, nd community eduction nd outrech efforts in the Wtershed. The resulting Bllon Creek Wtershed Inventory (Tle 4-1) is orgnized into severl ctegories, including Lower Bllon Creek, Wter Qulity, Hitt & Ntive Vegettion Restortion, Trnsporttion & Trils, Site Retrofit, Urn Strem Restortion, nd Generic s. For these ctegories, the list ws lso seprted into those tht were hd een completed or were pending (in generl, those for which scope nd udget hd een identified), nd potentil projects (which generlly projects for which scope nd udget hd not een identified, or for which no fund source hd een identified.). A generl description of project types is provided elow. 1 Lower Bllon Creek For the purposes of this Pln, the Lower Bllon Creek re includes tht portion of the creek tht flows in n open chnnel (generlly etween Venice Boulevrd nd the cost), those res in proximity to the open creek chnnel, nd the res long the cost, including Del Rey Lgoon, Bllon Lgoon, the Venice Cnls, nd Mrin del Rey. 53 restortion, trils nd trnsporttion, site retrofit, urn strem restortion, or strtegic site projects (ech descried elow) could e implemented. s in the Lower Bllon Creek re hve een grouped together ecuse of their proximity to the creek, or other ssocited wter odies, nd their potentil for high visiility. 2 Wter Qulity Wter qulity projects hve the potentil reduce to pollutnts of concern, including nutrients, metls, orgnics, nd trsh, in stormwter, or dry seson, runoff. These projects could e locted on or within strem chnnel, triutry, or ctch sin, long the edge of impervious surfces, such s prking lots, or within pervious res, such s lwns or lndscped res. In ddition to physicl projects or devices, other techniques include mngement prctices nd pulic outrech nd eduction. In generl, mngement techniques, outrech, nd eduction re termed Best Mngement Prctices (BMPs), lthough the term my lso refer to physicl improvements. BMPs my lso e descried s structurl (generlly mening physicl improvement) nd nonstructurl, however the usge of these terms is not stndrdized. 3 Hitt & Ntive Vegettion Restortion Becuse hitt nd ntive vegettion is very limited in the wtershed, hitt improvements nd the introduction of ntive vegettion should e component of projects whenever fesile. Hitt types tht once were found in the wtershed included costl dunes, slt mrsh, ntive grsslnds, costl sge scru, chprrl, cost live ok woodlnd, Cliforni wlnut woodlnds, freshwter mrsh nd riprin woodlnds. Tody, only smll remnnts of those hitt types remin, generlly limited to three res, the lower Bllon Creek re (including the Bllon Wetlnds nd ssocited lgoons), the Bldwin Hills, nd tht portion of the Snt Monic Mountins within the wtershed. Restortion of hitt within these res could include removl of nonntive species, nd replnting or reintroduction of ntive species. Becuse 85 percent of the wtershed hs een urnized, the potentil to expnd use of ntive vegettion in lndscping t prks, schools, nd in commercil nd residentil prcels is enormous. By incresing the use of ntive vegettion, ntive irds nd other wildlife could enefit. Becuse most ntive vegettion is droughttolernt, expnded use of ntive plnts would lso reduce wter demnd relted to lndscpe irrigtion. 4 Trnsporttion & Trils Automoile use in the wtershed is source of considerle pollution, oth in the form of sustnces tht re deposited onto streets nd highwys (nd then flushed into the creek y runoff) nd from tilpipe emissions tht include sustnces tht fll to the erth vi eril deposition (nd then enter the storm drin system during rinfll, or s result of lndscpe irrigtion. Reducing the use nd dependence of the utomoile thus hs the potentil to reduce the pollution tht enters the wters of the wtershed. s, methods nd mechnisms tht increse the use of pulic trnsporttion, encourge icycle commuting, or encourge pedestrin trips ll hve the potentil to reduce vehiculr trips, nd thus contriute to the helth of the wtershed. These types of projects include trils, ike pths, pulic trnsporttion improvements, nd projects tht enhnce pedestrin nd icycle sfety. 5 Site Retrofit Trditionlly, mny development projects were designed to trnsport runoff from impervious surfces (such s roofs, prking lots or drivewys) directly to the storm drin system, often vi n underground pipe. Typicl lndscping ws wter intensive. Use of ntive vegettion in lndscping is often limited, nd rnge of plnt species, some of which require regulr irrigtion, hve een used to crete fux-tropicl style of lndscping. 54 ojectives: retin stormwter runoff on-site (to reduce pollutnt lods), nd introduce ntive vegettion (to reduce irrigtion needs nd provide forge nd nesting sites for ntive insects nd nimls). 6 Urn Strem Restortion As noted in Chpter 2 (Existing Conditions), the entire length of Bllon Creek nd most of the triutry chnnels, with the exception of limited sections of strem chnnels in the Bldwin Hills nd the Snt Monic Mountin, hve een modified, lined with concrete or een diverted into underground culverts. Urn strem restortion refers to the concept of dylighting uried strems, removl of concrete, re-introduction of riprin vegettion long the nks, nd restortion of nturl hydrologic functions of these strem chnnels. Becuse these former strem chnnels were engineered to protect lives nd property from flood dmge, ny proposl to restore strem or strem rech must e undertken only when consistent with the dopted wtershed gol to mintin flood protection. In ddition, it should e noted tht urn restortion my not result in the restortion of historicl conditions t ll loctions. Becuse of typicl rinfll ptterns, most strems in the wtershed were intermittent in historic times. Becuse wter is imported into the wtershed lndscpe irrigtion is extensive, yer-round runoff occurs in mny, if not ll, storm drins. Thus, restortion of strems could restore nturl physicl conditions, ut yer-round, insted of sesonl strem flow, could result. 7 Strtegic Sites As descried ove, site retrofit projects re those tht retin runoff generted y the site itself. Strtegic sites re loctions generlly within pulic ownership (such s prk or school) where mjor storm drin is locted djcent to, or underneth the site. Becuse of the proximity of the storm drin, runoff could e diverted nd treted, therey improving wter qulity from upstrem res (in ddition to the site itself). Similr to site retrofits, ntive vegettion could e introduced, where comptile with use. 8 Generic s The project inventory lso included severl generic projects tht included vrious projects for which no site ws identified. As most of the other projects included in the inventory were relted to specific sites, this ctegory ws used for illustrtive purposes only nd hs no other intent.
