Summary of Major Responsibilities The Wastewater Section within the Water/Wastewater Division of the Public Works Department is committed to providing a working infrastructure enabling the wastewater to be removed and treated to a high standard ensuring the health and safety of the public and water bodies. This is done to meet the following objectives: Collect and treat all wastewater from the Newton community to meet or exceed all local, state, and federal standards prior to discharge Provide a high level of internal and external customer service to any and all parties involved in the wastewater systems at all levels Maintain wastewater systems effectively and efficiently, constantly applying new technologies to meet the appropriate standards in a fiscally responsible manner. The city of Newton treats approximately 2.46 million gallons per day for Newton at the wastewater treatment facility. The treatment process utilizes various technologies in order to meet permit requirements dictated by the state. The water treated at this facility arrives through a network of approximately 120 miles of underground pipe ranging in size from 6 inches to 36 inches. Additionally the wastewater section maintains seven sewer lift stations. The collection system is aggressively inspected, cleaned, and maintained to ensure proper flow and limit backups. Maintenance of the collection system is accomplished through the use of a combination truck that incorporates high pressure water jetting and vacuuming. Additionally, we have the ability to televise and make a video recording of the infrastructure. These videos are used to establish the cleanliness of 2018 Budget Book Page 120

2 the system and provide the ability to find suspect areas for repair before they become a problem. The following are a few of regulations and officials which govern the wastewater section: Clean Water Act. Environmental Protection Agency. Kansas Department of Health and Environment. Newton City Code, Chapter 19. Anticipated Operational Changes Operational Changes are numerous, as the newly constructed Biological Nutrient Removal (BNR) wastewater treatment plant utilizes newer technologies and processes for treatment. Proper use of air, mixing, and sludge application will be vital in obtaining acceptable effluent discharge results within the parameter limits dictated by the Kansas Department of Health and Environment (KDHE). Major Departmental Challenges The major challenge for the collection system is primarily the age of the system. As our infrastructure continues to age, it is vital to stay on top of the maintenance required, ensuring proper collection and treatment. Significant Budgetary Changes Maintenance and Operation of the Wetlands. Over a Million gallons of treated effluent water was pumped to Sand Creek Station for irrigation use. Save power on the Electrical grid by operating the facility on generator power during high peak demand times. Working to assure all equipment and buildings are as energy efficient as possible at the Wastewater Treatment Facility. Summary of New Initiatives The Illicit Discharge program insures that non-point source run-off is free of contaminates. This is done for the protection of the water bodies in which this run-off enters. Continue storm water sampling to determine the effectiveness of our creek protection measures Accomplishments Prepare for the Phase 2 completion. Operate equipment in the most efficient ways possible in an effort to save money from a maintenance and utility cost. 3 Nathan Phillips Wastewater Treatment Class II. Nathan Phillips successfully completed the Launching Leadership Revolution (LLR) program and is now attending a second (LLR) Program. Installed an AC unit in the UV building to keep the gear from over heating and causing breakdowns Objectives Build sewer lining projects. Build manhole rehabilitation projects. Install several sewer manholes in different areas throughout town to better handle maintenance and cleaning issue. Replace broken down trailer mounted sewer cleaner. Strive at meeting class A bio-solids reusing this product through green practices and limit the amount generated overall. Upgrade influent flow meters at the WWTP Trouble shoot and correct problems with the influent pumps. Upgrade Golf and Wetlands flow control system. Finish Clarifiers One and Two repairs Objectives Evaluate and build an Equipment storage structure at the WWTF. Build sewer lining projects. Build manhole rehabilitation projects. 6 Wastewater Section Alignment with City Beliefs We support growth by planning, developing, and instituting new technology and maintenance techniques to better serve citizens and visitors of Newton in the removal and treatment of wastewater. We accommodate Newton s expanding population both residential and industrial by extending new lines, opening new areas of sewer system, and increasing plant capacity as needed. We enhance the quality of life by providing a working sewer collection system and treatment facilities that effectively serve the city of Newton. We provide for health and safety by providing citizens with the ability to dispose of wastewater in a manner consistent with government regulations. We respect the environment by putting water back into the environment cleaner than it came out. We support civic engagement through encouraging the public to understand the collection and treatment process and by providing tours of our facilities. We are fiscally responsible by striving to use monies in the most efficient and effective manner while operating within the budget and always looking for value-added options in plant upgrades. We pursue progressive and innovative solutions by steadfastly reviewing and understanding new and proven ways of treatment through modern technology to better achieve and meet permit limits Budget Book Page 125
