Installation and its Activities Mayo Renewable Power Limited is proposing to construct and own a new nominal 50 MWe Combined Heat and Power (CHP) Plant at the Killala Business Park, Killala, County Mayo. The site location is shown in Figure A.1. The long term aim of this proposal is to provide an extremely high efficiency CHP plant. The predominant fuel for the project will be wood biomass (renewable) with oil making up the remainder at a minimum of 4% of the total fuel amount. The plant will produce significantly lower CO 2 emissions than a modern gas-fired power station. The key structures of the Mayo Renewable Power Ltd development will include the following: Boiler House and main stack Turbine House Water Treatment Plant Fire fighting pump house Fuel Tanks Auxiliary Transformer Generator Step-Up Transformer Back-up generator The site layout and activity maps are shown in Figures A.2-A.4. Raw and Auxilliary Materials Mayo Renewable Power Ltd will generate steam use a fuel mix of mesquite, spruce, willow and 4% fuel oil to fuel a stoker grate boiler. Biofuel will be delivered by conveyor from the neighbouring Dalkia Ltd biofuel production facility. 344 m 3 Type 2 fuel oil will be stored in tanks on the site. Key processes taking place on site are power generation in the turbine building, incoming raw water treatment, wastewater treatment, re-use of flue gas heat using a condensing economiser and storage of ash prior to re-use off site. Warm water will be delivered from the plant to the neighbouring Dalkia Ltd biofuel production facility and boiler ash will be sold in a commercial arrangement for use as forestry fertiliser. A.3. Sources of Emissions from the Installation A.3.1 Sources of Atmospheric Emissions The main boiler emission point from the facility is the boiler stack. Vents and valves in the plant are considered minor emission points. A.3.2 Sources of Water Emissions Surface water run-off from roofs and roadways within the site will be discharged to a private sewer on a neighbouring biofuel facility site. A - 2 of 4

3 Mayo Renewable Power IPPC Licence Application Attachment No. A A.3.3 Noise Emissions Baseline noise monitoring was undertaken for the facility, along with modelling of noise impacts at the nearest sensitive receptors. Cladding installed in the boiler and turbine building will abate noise emissions from internal equipment. It is not anticipated there will be any discernable noise impact at sensitive receptors associated with the Mayo Renewable Power facility. A.4. A.5. A.6. A.7. Emissions to Waters Surface water will pass through a private sewer, silt trap, petrol interceptor and detention basin prior to discharge to the Mullafarry Stream. Process waste water will be discharged without treatment to a storage reservoir and for dust supression at a woodchip pile contained within the neighbouring Fuel Processing Facility. No emissions to surface water or municipal sewer connection are planned. Environmental Conditions of the Site of the Installation There are no ecological designated areas in the vicinity of the Mayo Renewable Power Ltd site. The activity is not carried out on any natural habitats designated in accordance with legislation, or located such that it is liable to have an adverse effect on such natural habitats. Nature and Quantities of Forseeable Emissions from the Installation The emissions from the Mayo Renewable Power Ltd facility will not result in significant environmental pollution as required by relevant legislation. A.7.1 Air Emissions Emissions from the boiler stack were modelled using a screening model to determine the atmospheric impact on the surrounding area. Predicted concentrations of all pollutants reach a maximum of 36% of the air quality standards. This impact will not have a significant impact on the atmospheric environment. A.7.2 Noise Emissions Baseline noise monitoring was undertaken for this application, along with modelling of noise impacts at the nearest sensitive receptors. Cladding installed in the boiler and turbine building will abate noise emissions from internal equipment. It is not anticipated there will be any discernable noise impact at sensitive receptors associated with the Mayo Renewable Power facility. A.7.3 Water Emissions A - 3 of 4

Surface water will be discharged to a private sewer in a neighbouring biofuel facility for treatment. Process water will be treated prior to delivery through a private sewer for treatment in the neighbouring biofuel facility. Sanitary wastewater will be delivered by private sewer for treatment in a package treatment plant and a percolation area. A.8. A.9. A.10. Technology and Techniques for Preventing and Reducing Emissions Mayo Renewable Power Ltd will make a considerable investment in BAT based technologies. The proposed Selective Non- Catalytic Reduction NOx abatement system complies with European Standards for Best Available Techniques. Measures for the prevention and Recovery of Waste All wastes arising at the Mayo Renewable Power Ltd facility will be removed by authorised waste collection permit holders. Wastes arising at the plant from power generation, maintenance and other typical sources will be classified in consultation with waste collectors, the European Waste Catalogue and relevant waste legislation. Hazardous waste streams will be collected, segregated and transported off-site by specialist waste management companies for appropriate treatment, recycling and/or disposal. Mayo Renewable Power Ltd endeavours to minimise and recover wastes where possible. Where this is not feasible collection recycling or disposal of waste is undertaken using authorised waste collection permit holders and licensed waste facilities to minimise any environmental impact. Further Measures to Comply with General Basic Principles of the Operator The site will be operated in accordance with the Dalkia Environmental Manual and an ISO 14001: 2004 accredited Environmental Management System (EMS). A.11. Normal Operating Hours The proposed development will operate 24 hours per day, 7 days per week for circa 8,100 hours per annum. There will be a total of 19 people employed by Mayo Renewable Power when the plant becomes operational.
