An Introduction to the German-loan Project: project objectives The first large-scale ecological environmental protection and green technological innovation project for plastic waste recycling in China; Project goal: best in China, first-class in the world; Introducing international advanced concepts, technology, process, equipment, system integration and development pattern, to realize refined, high value and clean development of plastic regeneration; National key laboratory, national recycling economy education demonstration base, national recycling economy innovation research base.

An Introduction to the German-loan Project: social values Realize resource utilization and non-harmful treatment of solid waste in the way of recycling, reduce garbage quantity, take a leading and demonstration role in green development of solid waste in China; Provide green low-carbon solution for back-end treatment of garbage category of waste plastic, promote the sustainable development of garbage sorting business; Overcome the technical bottleneck of plastic regeneration industry development in China, lead industrial transformation and upgrading; Reduce second pollution caused by garbage burying or burning; Compared with manufacturing of new plastic by petrochemical resources, reduce carbon emission of 1,500,000 ton, save energy by 85%, save coal by 600,000 ton, equal to saving petroleum by 1,800,000 ton.

An Introduction to the German-loan Project: project objectives: project progress Constructed in two phases; phase I and II are to put into operation respectively in 2019 and 2021; Deep processing workshop, R&D building, office building and 9 deep processing lines have been constructed with internal funds and passed the completion acceptance inspection; International bidding for procurement has been completed for phase I electromechanical equipment procurement package. Contract negotiation is under way now; Bidding documents of international bidding are being improved for phase I civil works package.

An Introduction to the Tianbao Model: industry basis Private enterprises with weak strength, small scale, disperse operation; Industry infrastructure is generally weak with under-investment; Government tax policies have some flaws, unfavorable for the development of legitimate enterprises; Recycling locations are generally temporary and illegal; Recycling system is not standard or sound, with low ratio of recovery and utilization; Processing link is in short of technical research and development, and industrial standards; Lack of environmental protection facilities, key area under rectification and shut-down by environmental supervision.

An Introduction to the Tianbao Model: overall strategy Development strategy: networked layout, base operation, comprehensive service; Focus on recycling of renewable resources and recyclable matters from living source in China; A small number of state-owned enterprises, different from those enterprises engaged in traditional recycling, dismantling of electric products and extracting of precious metal.

An Introduction to the Tianbao Model: current measures of recycling system Participate in national poverty relief, establish HQ economic development points in poor area; Participate in government garbage sorting to promote the construction of a front-end recycling system ; Conduct horizontal and longitudinal cooperation with cooperatives systems at various levels and enterprises in the system, to jointly establish a recycling system; Promote the transformation and upgrading of front-end suppliers, cultivate a batch of qualified suppliers catering to the requirements of new era; Cooperate with large-scale legitimate enterprises engaged in dismantling of electronic waste and automobiles, to obtain the raw materials dismantled.

An Introduction to the Tianbao Model: future measures of recycling system Recycling system: promotion by government administration power+ industry resources integration The government promotes mandatory sorting of household garbage; Recycling system of renewable resources is included in the overall planning of construction of garbage sorting infrastructure of various local governments; Establish a market system with a certain number of competitive enterprises in the whole industry, to prevent market failure; Integrate current workers in the industry (age of 40-50, impossible to change career, with recycling experience and expertise).

An Introduction to the Tianbao Model: base operation Base operation: promote the upgrading and reconstruction of current industrial base of renewable resources, to improve capacity and scale; Improve investment quality and scale (hundreds of thousands yuan over one hundred million yuan); Equipment integration+ technical research and development+ patent application+ product standards establishing; Clean production +non-harmful treatment; Environmental protection supporting equipment and facilities; Improve quality level and added value of recycled products.

An Introduction to the Tianbao Model: comprehensive service Comprehensive service: establish and improve a modern industry service system; Formulate uniform product standards for renewable resources; Establish a trading platform for renewable resources; Supporting service for supply chain finance, technology consulting, project planning and consulting.

An Introduction to the Tianbao Model: issues to be solved by the government Recycling system is included in the overall planning of construction of government garbage sorting infrastructure; Recycling station/transfer station of renewable resources and green sorting center are planned as urban public supporting infrastructure; The government shall make overall planning for corresponding construction land, solve temporary and illegal issues. Solve the flaws in industry tax policies; It is difficult to obtain input added-value tax invoice for recyclable matters from living source, and implement current tax preference policies. Increased environmental protection cost, limited economic benefit, insufficient support by current government preference policies (allowance adopted in foreign countries).
