2 Background Orange County sustained major damage from Hurricane Ike County Commissioners authorized expenditure of some Disaster Recovery funds to conduct a study Team of Carroll & Blackman, Inc., Costello, Inc., and LEAP/LJA Engineering was selected as study engineer team TWDB Planning Grant for 50% of study cost was awarded in March 2010

4 Study Purpose The purpose of the study was to consider and evaluate the feasibility of construction of a Hurricane Flood Protection System to provide the County with a strategy to address goals for flood protection and loss reduction.
