6 Dr. Must apha Taoumi Energy Technology Expert EU GCC Clean Energy Technology Network Dr. Mustapha Taoumi is the Energy Technology Expert of the?eu GCC Clean Energy Technology Network? project, since January Dr. Taoumi has been leading Renewable Energy and Energy Efficiency projects and technology deployment for over 30 years. He has worked with US AID, GIZ (Germany), JICA (Japan) and EU (DGXII) as Project and Programme Manager. He has conducted numerous feasibility and planning studies, building programs and has implemented projects on the ground. He assisted local institutions to develop strategic plans in sustainable energy. He managed numerous seminars and training workshops concerning the use of renewable energy and energy efficiency. Dr. Taoumi was also involved in several initiatives and projects with a regional scope particularly in MENA and Mediterranean regions including the Mediterranean Solar Plan (MSP). As a Regional Programme Officer for North Africa and the Middle East region (MENA) within the International Renewable Energy Agency (IRENA), the first global intergovernmental organisation dedicated to all renewables, Dr. Taoumi managed several projects and initiatives across MENA region including Renewables Readiness Assessment (RRA), assessment of local manufacturing potential in the Arab region and recently the Pan Arab Clean Energy initiative (PACE). Dr. Taoumi held several key positions including Secretary General and Interim Executive Director within the National Renewable Energy Centre (CDER) in Morocco - now transformed on a National dedicated Agency (ADEREE) as well as Executive Secretary of the Mediterranean Association of the National Agencies for Energy Conservation (MEDENER- Network). Before joining IRENA in 2010, he was nominated by the Ministry of Energy in Morocco as IRENA?s focal point and member of the IRENA?s Headquarters Selection Committee. Among other positions, Dr. Taoumi is an active member on several organisations, conferences and networks around the world including the MENAREC Conference International Steering Committee. Dr. Taoumi holds a PhD in Electrochemistry from the Institut National Polytechnique de Grenoble (INPG) in France and Master's degree in Electrochemical Engineering and Management Science, he is fluent in English, French, Spanish as well as Arabic. Dr. Haris Doukas Research Collaboration Specialist EU GCC Clean Energy Technology Network Dr. Haris Doukas is an Assistant Professor in the School of Electrical & Computer Engineering (ECE) of the National Technical University of Athens (NTUA). He has a degree in mechanical engineering (Aristotle University of Thessaloniki? AUTH) and a PhD degree in the area of decision support systems for the sustainable energy sector?s operation (ECE, NTUA). His scientific and research expertise includes the development of decision support systems for energy and climate policy, where he has more than 15 years working experience, participating in related initiatives and projects, in Europe, in the Mediterranean basin and the countries of the Gulf. Dr. Haris Doukas has more than 100 scientific publications in international scientific journals, one Book in Greek?Decision Support Policy Models for Energy and Environmental Systems?, one open access Book in Springer?Understanding Risks and Uncertainties in Energy and Climate Policy?, presentations in international conferences, chapters, articles, etc. For his work, Dr. Doukas has received awards by the State Scholarship Foundation (IKY), the NTUA, the AUTH, the Technical Chamber of Greece (TCG) and the Hellenic Operational Research Society (HELORS) and the World Renewable Energy Network (W REN), among others. Currently, Dr. Doukas is the research collaboration specialist of the EU GCC Clean Energy Technology Network, which aims to catalyze partnerships between clean energy stakeholders, both in the GCC and the EU.

7 Dr. Alexandra Papadopoulou Senior Energy Expert EU GCC Clean Energy Technology Network Alexandra Papadopoulou is a Chemical Engineer with a M.Sc in Energy Production and Management and a PhD on?decision Support Systems promoting energy efficiency in the modern energy sector?. She is highly familiarized with the energy planning context at the local / regional and national level and the energy efficiency tools (market, legislative, institutional and technical) and policies on a European level. She is also acquainted with the same tools in the ENPI South and GCC regions. Dr. Papadopoulou has in depth knowledge of the related to the Covenant of Mayors procedures, such as development of Baseline Emission Inventories (BEIs), Sustainable Energy and Climate Action Plans and Monitoring Reports, while she has closely worked with numerous municipalities in Greece for the preparation of their SEAPs/ SECAPs. Furthermore, she has profound experience in providing technical assistance for the development of their SEAP/ SECAP to a series of municipalities in EU and ENPI South countries, acquired through her participation in a series of projects, including the?rural Web Energy Learning Network for Action - erenet? project, which was awarded the Energy Globe Award Greece, the?cleaner Energy Saving Mediterranean Cities - CES MED? and the?putting regions on track for carbon neutrality by 2050? C-Track 50? projects. Moreover, she is highly literate, as regards the financing mechanisms available for energy efficiency projects (TPF, BOT, ESCOs). Currently Dr. Papadopoulou is Project Manager and Research Associate at the Energy Policy Unit of the National Technical University of Athens, while she has 15 years of working and research experience in the energy sector. In the above mentioned fields she has 14 scientific publications in international journals with reviewers and chapters in books, as well as more than 30 announcements in international conferences. Mr. Oussama Kaassamani SNKE Lebanon Cleaner Energy Saving Mediterranean Cities Mr. Oussama Kaassamani is an Electrical-Engineer with MBA in Sustainability and certified assessor Renewable Energy and GRASS Green Building Rating System, with over 29-year?s experience in Sustainable Renewable Energy, Energy Efficiency, working for private sector, national and local authorities and international funding agencies in the Middle East, ENI region and GCC country. He has prepared and co-prepared Sustainable Energy Action Plan (SEAPs) in Lebanon (Beirut, Keb-Elias, Baakline, Achkout), Jordan (Irbid) through CES-MED/ EU programme, also he developed Sustainable Energy Action Plans for Kurdistan Region in Iraq (KRI) under Local Area Development Program (LADP- Iraq), the programme financed by the European Union (EU) and managed by UNDP?IRAQ. Mr. Kaassamani technical assistance role included: Promoting adhesion to the Covenant Mayors? (CoM) and supporting national authorities to appoint COM Supporters and Coordinators; Establishing national SEAP Support Mechanism (SSMs); Formulating national strategies and policies for sustainable energy at country level. He has also assisted in the implementation and monitoring of municipal projects funded by EU (such as SUDEP), often introducing new advance technologies with beneficiaries (e.g. apply Led technology, new energy efficiency standard in high raise building, and public street lighting etc.) Mr. Kaassamani also engaged as a Country and Energy Expert for the EU project "Cleaner and Energy Saving - Mediterranean Cities" (CES-MED) project which provides training and technical assistance to Local and National Authorities in the ENPI South region. Mr. Kaassamani has involved in building the capacity of Governorates of KRI and support the coherent strategic framework for local planning, coordination and integration of planning processes, facilitate the responsiveness of plans to local needs and lack of accountability to local communities And Increase capacity for planning, budget execution, monitoring and evaluation. Mr. Kaassamani lead the plan for Baakline as smart city and presented to ASCIMER programme (Assessing Smart City Initiatives for the Mediterranean Region). The ASCIMER-EU programme developed a comprehensive framework to help public and private stakeholders to make informed decisions about Smart City investment strategies, build skills to evaluate and prioritise this type of projects, and resolve the challenges of deployment and transferability.
