4 Blue Rock Road Sewer Separation Status as of January 31, 2013 ID Green Township Phase This project will eliminate combined sewer overflow events at CSO 180 and Blue Rock Regulator to the tributary stream to Winton Lake. Separate storm water and sanitary sewer pipelines will be constructed. Separating the storm and sanitary flows will eliminate the combined sewage overflow events that occur during wet weather. It involves construction of a new 18-inch partially separated combined sewer of street load separation only, and conversion of the existing sewer to a storm sewer. All existing building sewers will be connected to the new sewer and no separation will occur on private property. 5 CSO 525 Mt. Airy Grating Sewer Separation Contract 1 Status as of January 31, 2013 ID City of Cincinnati (Westwood) Phase The Westwood Northern Bundle includes projects intended to improve the quality of the headwaters of West Fork Creek by separating the sanitary flows from storm water. Storm water inlets, ravines, driveway drains, and parking lot drains will be diverted from the combined sewer system. Separating the storm and sanitary flows will eliminate the combined sewage overflow events that occur during wet weather. This bundle will address combined sewer overflows at CSOs 194, 195, and 525 by separating existing combined sewers and installing storm sewers as a separate system. All work associated with this project will be substantially complete by the Consent Order Milestone date of June 30, (Attachment 1A Final WWIP). Airy Grating Sewer Separation Contract 1 is the first construction contract of the Westwood Northern Bundle. CSO 525 Part 2 and CSO 194 Part 2 will be constructed with Contract 3. For this reason, planning was performed before the legislation date shown. This project will replace the severely deteriorated Sanitary Sewer #161. Approximately 4,500 feet of new sewer will be constructed from the Daly Road CSO Treatment facility east of the intersection of Daly Road and Compton Road where it will discharge into an existing 30-inch-diameter sewer. Area residents will be less impacted by surcharging and flooding that occurs during wet weather. This project was classified as a Phase 1 Wet Weather Improvement Plan project because it has the ability to reduce the volume of sanitary flow discharged from old sewers during wet weather events. All work associated with this project will be substantially complete by the Consent Order Milestone date of December 31, 2016 (Attachment 1A Final WWIP). Work in January consisted of the geotechnical contractor installing inclinometers and completing the soil borings for the design of the retaining wall. Final offers were made on the five remaining easements in August 2011, but an agreement was not reached. Therefore, it is anticipated that these five easements will go to appropriations, and MSD will submit for Quick-Take legislation. The landslide design alternatives will be presented to the Capital Expenditure Cross Functional Core Team (CAPEX CFCT) on February 19 th. The right of way appropriations process is anticipated to take six to twelve months. Appropriation legislation has been put on hold until the design of the retaining wall is complete, because the retaining wall will require additional easements. The permit is expected to expire in August 2013, which is before the construction start date. A new permit application will be submitted when the existing permit expires. 7 WWTP Bundle Auxiliary Outfall Improvements Status as of January 31, 2013 IDs City of Cincinnati Phase Planning Dan Louis The Bundle includes key projects targeted at enhancing the treatment capacity of the Treatment Facility. Individual treatment components to be upgraded include the primary sludge pumping system, the auxiliary outfall, and the secondary bypass weir. Enhanced treatment capacity reduces the volume of untreated sanitary flows directed to via combined sewer overflow and sanitary sewer overflow events. This bundle of projects was classified under Phase 1 of the Wet Weather Improvement Plan to increase the reliability of the Wastewater Treatment Plant and its ability to adequately treat additional flows resulting from elimination of sanitary and combined sewer overflows throughout this basin. All work associated with these projects will be substantially complete by the Consent Order Milestone date of December 31, 2016 (Attachment 1A Final WWIP). 8 Wastewater Treatment Plant Preliminary/Primary Treatment Improvements Status as of January 31, 2013 ID City of Cincinnati Phase This project consists of demolition and reconstruction of the grit removal facility at the Wastewater Treatment Plant (WWTP). It will rehabilitate the grit removal and primary sludge grit removal processes at the Treatment Facility. These plant improvements will optimize the treatment plant s firm capacity to 450 MGD. Higher treatment capacity reduces the volume of untreated flows being directed to via combined sewer overflows and sanitary sewer overflows. 9 Wastewater Treatment Plant Secondary Treatment System Status as of January 31, 2013 ID City of Cincinnati Phase This project is an upgrade of secondary treatment facilities at WWTP, and will increase the treatment capacity of the facility. Individual treatment components to be upgraded include the return activated sludge pumps, distribution chambers, aeration tanks, and secondary clarifiers. These plant improvements will enable up to 240 MGD of peak wet weather flows to be treated. Higher treatment capacity reduces the volume of untreated sanitary flows being directed to via combined sewer overflows and sanitary sewer overflows. During wet weather, the WWTP will be able to handle more flow and reduce discharge to the. Sanitary sewer surcharging and overflows occurring at SSO 645 and SSO 225A will be reduced through construction of 1,700 feet of new parallel sewer in the Clifton neighborhood. The new parallel sewer will enable more sanitary flow to be captured in lieu of discharging to surface waters. The bundle will reduce combined sewer overflows through construction of separate sanitary and storm water sewers in the area of CSO 179. These projects were classified under the Phase 1 Wet Weather Improvement Plan because they provide MSD with the ability to eliminate existing overflows. All work associated with these bundle project will be substantially complete by the Consent Order Milestone date of December 31, 2018 (Attachment 1A Final WWIP). CSO 179 ( ) Work in January focused on the consultant addressing comments from CSX for a permit. Appraisals are being conducted, and right-of-way acquisition is expected to take one year for several temporary and four permanent easements. One easement will likely be legislated for Quick-Take appropriations. Ludlow & Lafayette Parallel Sewer ( ) Work in January focused on the consultant preparing the 90% design submittal, and completing a tree survey. A settlement with Cincinnati Parks Department was reached regarding the increase in stormwater flow into the area. The Right-of-Way group will negotiate the necessary agreements with the Parks Department to replace a storm sewer on their property once the final plans are received. Coordination of design standards to replace a storm sewer is required with Stormwater Management Utility (SMU). CSO 179 ( ) The appraisals are expected to be done by February. A permit from CSX is expected in February. Ludlow & Lafayette Parallel Sewer ( ) The 90% design submittal for the Ludlow & Lafayette Parallel Sewer project is expected to be submitted in by the end of March. When complete, the project will provide conveyance of dry weather flows to the WWTP via the West Branch Ohio River Interceptor (gravity 36-inch sewer line at the point of connection.) Although not a primary target of the project, when complete, the CSO volume generated by the CSO 419 sewershed will be reduced as an additional benefit. This project will design and construct 2,600 linear feet of 36-inch diameter sanitary sewer from the intersection of Delhi Pike and Fairbanks Avenue to River Road. The existing regulator for CSO 419 at Boldface Park will be removed and relocated north near the intersection of Delhi Pike and Fairbanks Avenue. Approximately 3,600 linear feet of storm sewer will be constructed and will connect to the existing 144-inch combined sewer. Approximately 1,000 linear feet of 18-inch sanitary sewer will be constructed along River Road, along with 2,250 linear feet of 18-inch storm sewer along Steiner Avenue, 1,750 linear feet of storm sewer along Delhi Avenue, and 1,250 linear feet of storm sewer along Sedam Street. In addition, approximately 100 linear feet of 54-inch storm sewer will be constructed along River Road to connect the separated storm sewer to the 144-inch combined sewer pipe that flows to the Ohio River. 13 Wastewater Treatment Plant Anaerobic Digester Conversion to Mixing/Holding Tanks Status as of January 31, 2013 ID Cincinnati (Lower Price Hill) Phase Due to installation of new fluid bed incinerators (FBIs) at the Wastewater Treatment Plant (WWTP), the sludge feed process to the incinerators has changed. The newly installed FBIs do not need digested sludge from the digesters. This project will convert the two south-most digesters to holding/mixing tanks with solid fixed covers, and a new system will be installed to feed and control sludge to the FBIs. The project is located in the Lower price Hill neighborhood of the City of Cincinnati, and is part of the on-going improvements taking place at the WWTP. As the project moved through design, the project needs were better defined based on current operating data and better understanding of the work required. The MSD Wastewater Treatment group stated that two sludge holding tanks would not meet the plant s need for operating and maintaining the plant to meet its NPDES permit. Therefore, a Change Order Request (DCOR) was initiated for the conversion of two additional digesters to sludge holding tanks. The holding tanks will be located in the northern portion of the WWTP facility property. In the map above, the Ohio River is less than half a mile to the south. These segments are undersized and in need of continued maintenance and are not candidates for lining. Failure to address this failing sewer could result in collapse and sewage discharges to the park. The project will provide the benefit of reducing sanitary sewer overflows in this area. Upon approval of the Mitigation Plan, the 401 WQC Permit will be issued. Because of the lag in time associated with receiving the 401 WQC Permit, the PTI was withdrawn and the Nationwide 14 permit, issued by the U.S. Army Crops of Engineers, expired. The PTI and Nationwide 14 permit will be resubmitted after the 401 WQC Permit is received and approved. Failure of these sewer segments would result in the discharge of sewage to Winton Woods Lake. The project will replace sewer segments consisting of two 60-inch diameter aerial crossings totaling approximately 1,000 linear feet, one 48-inch aerial sewer crossing approximately 300 linear feet, and one 30-inch aerial sewer crossing approximately 220 linear feet. The project will also provide reinforcement of the existing support structures as determined in the previously completed structural analysis study.
