Validity: indicatrs are an accurate reflectin f the facts and data can be cllected using scientific techniques. Verifiable: indicatrs are verifiable and reprducible. Methdlgies are rigrus enugh t give certainty t the level f implementatin f the criteria. Availability: quality data is available r it is feasible t initiate a mnitring prcess that will make it available in the future. 22

31 Definitin f resilient city A Resilient City is a city that is able t manage, adapt, maintain and ensure city services and enhance quality f life in the face f hazards, shcks and stresses. This includes the capacity t resist, absrb, accmmdate, adapt t, transfrm, and recver frm the effects f hazards and disasters in a timely and efficient manner, including thrugh the preservatin and restratin f essential basic structures and services in a sustainable way, and thrugh risk management practices. 31

Early warnings f that threat are essential t reduce human and ecnmic lsses frm disasters. Warning systems prevent lss f life and mitigate the ecnmic and material impacts f disasters. It is the respnsibility f municipal gvernments t ensure that its citizens are effectively cvered by sme frm f early warning system, enabling better preparedness fr (and respnse t) disaster events. Warnings shuld be reliable and specific t the hazard threats f a city, and shuld allw ample time fr preparatin and respnse (as far as technlgy permits). 33
