3 STEPS TAKEN Department of Science, Technology and Environment notified as Nodal Deptt in June, 2008 Consultation meeting held with Stakeholder departments Draft action Plan on Climate Change Status of activities, suggested role and activities prepared under each mission Stakeholder departments for each mission identified Draft Action plan circulated to concerned departments Respective department was to take further steps under each mission

4 STEPS TAKEN Inter departmental committee on climate change constituted on Committee to draw a roadmap in line with National Action Plan on Climate Change (NAPCC) Meetings of Committee held on 29/07/2009 & Committee made some suggestions and reviewed activities listed for line departments under each mission Integration of activities of the department with that needed under each mission

5 Steps taken State Planning Board formed a State level Committee Committee will prepare the State Action Plan on Climate Change for Tripura Chaired by Hon ble Minister, S.T & E with eminent experts as members Committee to submit report by

6 Steps taken First meeting of the State level Committee held on Progress made so far reviewed & issues left out in draft plan broadly identified Sub-Committes were formed to prepare the Action Plan for the State under each mission Eight missions of NAPCC categorised into four groups 1. (i) Solar, (ii) Enhanced energy Efficiency (iii) Sustainable Habitat Missions 2. Water Mission 3. (i) Himalayan Ecosystem (ii) Green Tripura (iii) Sustainable Agriculture 4. Sub-Committee for Strategic Knowledge for Climate Change.

7 Steps taken Base papers prepared from Department have been given to the Chairmen and Conveners of all the sub- Committee. Sub-committees will prepare State Action Plan in respect of the Mission(s) assigned Apart from the vision for the State, the tasks for each line departments will be defined. They will submit their report to the Science, Technology & Environment Department by They will make a presentation in the next meeting of the State Level Committee to be held on Finalisation.of State Action Plan will be done in that meeting Final document will be submitted to State Planning Board by

9 Solar Mission SUGGESTED ACTIVITIES- Specifics DSTE,TREDA Un-electrified remote villages / hamlets need to be covered by stand alone new and renewable energy sources. Biomass based projects and Bio gas plants may be explored to the extent possible. A Renewable Energy policy for the State is to be prepared. Some model villages may be electrified only with nonconventional energy sources. More R& D works may be taken up to make the technology affordable and cheaper. Optimize utilization of sunshine by taking different programmes Emphasis on grid connected Mega Watt range solar power plants.

10 ACTION TAKEN 28,631 nos families covered by solar home lighting systems so far families sanctioned nos. biogas plants established. Renewable Energy Policy under process for Government approval. Model village being considered under DDG scheme. LED Lamps under consideration subject to approval of MNRE. 38,712 Solar Lanterns distributed. 20,000 Solar Lanterns sanctioned. Tender called for SPV Power Plants, Solar water heaters. Agartala is declared as solar City.

11 Enhanced Energy Efficiency Power Department, TSECL, DSTE, Urban Development Deptt. Suggested activities - Specifics Energy efficiency component should be incorporated in building codes. First target should be the public institutions. Incentives should be allowed for cases following green measures in building construction.

12 Sustainable Habitat SUGGESTED ACTIVITIES Specifics DSTE, UDD, PWD, RD & Transport Expansion of public transport system as it is more energy efficient and less polluting. Incentives to be given on motor vehicle tax for energy efficient vehicles. Penalty in the form of green tax should be imposed on defaulters. Municipalities / other urban bodies to reduce conventional energy consumption on projected demand by at least 10% over a period of five years.

13 Water Mission SUGGESTED ACTIVITIES Specifics P.W.D(DWS), DSTE Rain water harvesting to be made mandatory in all the buildings, starting with all public buildings. Ground water extraction to be regulated. Diversion of water bodies / wetlands etc. for household purposes to be stopped.

14 Himalayan Eco-System Suggested activities- Specific (Forest) Forest / flora and fauna to be protected and penalty may be imposed to defaulters.

15 Green India SUGGESTED ACTIVITIES- Specifics (FOREST) Tree cover targets should be fixed for urban areas. Improve / sustainable jhumming so as to reduce felling of trees.

16 Sustainable Agriculture SUGGESTED ACTIVITIES Specifics (Agriculture) Selection of appropriate crop based on soil properties and climate. Marketing facilities with good road network. Post harvest processing technologies such as cold chain management Production and use of bio-fertilizers and biopesticides. Organic farming may be encouraged. Cultivation of nutritional vegetables and fruits at household and community level.

17 Strategic Knowledge Suggested activities- Specifics (DSTE, Agriculture, Education) Weather data for last years may be collected to assess visible impact of Climate Change. Work out a mechanism for systematic collection of weather data from all parts of the state at village level.
