2 Disseminatin Reprt first perid, Czechia Cuntry prfile and state f departure Bigas industry is well develped since 2005 in the Czech Republic, based n the first Renewable Energy Act ever (180/2005 Cll.), but never ntified by the Cmmissin (in prgress). Feed-in-tariffs and green bnuses n electricity were intrduced. There are 554 bigas plants in peratin in the Czech Republic (360 MW installed), representing 25 % f RES prductin: Agr 382 plants 312 MW WWTP 98 plants 22 MW Landfill 56 sites 19 MW Industrial 18 plants 7 MW TOTAL 554 plants 360 MW CHP frm bigas is dminant and it is predicted t stay the same as nly small scale bigas plants are and will be supprted thrugh natinal subsidy schemes. There is n large-scale bigas upgrading technlgy and n injectin f the bimethane t the grid. Majr RES legislatin amendments are based n 165/2012 Cll. Supprt scheme was stpped fr new plants (NREAP reached) by this act, successfully ntified by the Cmmissin. As a cnsequence n new bigas plants was built since 1/1/ even in the cuntry with nearly 400 prjects running, even in the cuntry with a develped netwrk f service cmpanies and technlgy prviders. Anything may be expected, but peratinal supprt. Natinal plans in the field f bigas are limited nly t the fficial Natinal RES plan (Ministry f Industry and Trade), Actin Plan fr Bimass (Ministry f Agriculture) r Strategic Research Agenda / Actin Implementatin Plan f the Czech Bigas Assciatin. There is in actual fact n natinal r reginal plan fr further bigas deplyment, nly recmmendatin t use bigas technlgy as cmplementary treatment f agricultural waste, aiming mitigatin f GHG emissins frm agriculture. In 2016 a plan f supprt f 100 kw installatins (350 cws) based n agricultural waste and pssibly surce-separated biwaste is expected. This call (Rural Develpment Prgram) will be launched in April/May Als efficiency f the bigas prductin is a tpic. This call aimed t better utilizatin f heat and energy frm bigas pwer statins in cmmn is planned in Operatinal Prgram Enterprise and Innvatins fr Cmpetitiveness (Ministry f Industry and Trade). Bigas research is advanced and has lng traditin (mre than 30 R&D prject applied the last ten years). New supprtive bdies have been established such as Natinal Technlgy Platfrm fr Bigas (CzBA) r Biklastr (cluster). Research tpics: Utilizatin f bias fr transprtatin and agriculture technnlgies (ECO trend), Assessment f bigas applicatins fr energy self-sufficiency and develpment f municipalities and micrregins (CzBA), ptimising plant peratin / prismatic digesters (VURV), bi-membrane prcesses / bichemical xidatin (FARMTEC), new systems fr efficient utilizatin f bigas (VUZT), assessment tl fr RES utilizatin, with fcus n bimass (RESTEP) ( In 2016/17 there is n grwth. Sme subventin prgrams were pen but the cnditins were nt sufficient fr the prfitable prject. Energy efficiency and peratinal reliability were stressed in R&D and innvatin prjects. During the first perid f BigasActin prject CzBA has been wrking n different tasks in rder t prmte and fulfill the targets in BigasActin with fcus n WP3: Implementatin strategy Several steps fr achievement f the gals have been apprved by CzBA Bard f Directrs: 1) Building f suitable cmmunicatin platfrm, incl. habits creatin in knw-hw and pinin sharing. 2) Strengthening the bigas sectr framewrk including als ther active subjects stakehlders acrss the field f bigas prductin and utilizatin based n Strategic Research Agenda (SRA) and Implementatin Actin Plan (IAP). 3) Initiating f new prjects (ptimising business mdels and financing f bigas as well as efficiency f bigas prductin) n the basis f SRA and IAP. BigasActin seminar with tpic Gd relatins with the public as well as the administratin was rganized n the 13 th f February 2017 in Prague (40 participants) with main speaker Jan Pkrny - Vice Chairman f the Energy Regulatry Office. The negtiatins resulted in an agreement n anther, brader meeting at MIT at the turn f the year. Optimizing business mdels and financing f bigas prjects Tw business cases (Chtvice and Kraliky) aiming fr small and big scale upgrading have already been prepared within the prject. Other three are prepared. 2 meetings have been cnducted within the BigasActin prject at the MIT and at the Ministry f Agriculture, where CzBA acted as expert adviser fr setting the cnditins fr subsidies fr innvative technlgies in the field f bigas prductin and use, namely: Pilt and demnstratin installatins - OPPIK - Lw-carbn technlgies Mre efficient prductin and use f bigas - RDP - Measure Optimizing bigas prductin Until tday three trainings tk place cvering tw different tpics. The first type f the training aimed t ptimize the bigas plant peratin, imprvement f perating parameters, bigas yield, etc. The secnd type was dedicated t fulfillment f technical parameters, cntrls, revisins, health and safety at wrk and ther legislative and regulative requirements fr peratrs. Bth training sessins met with psitive feedback. They tk the frm f a cntrlled debate, withut prepared presentatins. In the frm f targeted queries, the main issues were identified, and the main theme f the training was set. Operatrs were then intrduced t the full range f knwledge abut their prblem. After a theretical intrductin, a specific prblem was analyzed and slutins suggested r the current status has been cnfirmed as ptimal r sustainable. Assistance t specific high quality bigas prject develpment Tw feasibility studies have been wrked ut, fr bigas plants in Chtvice and Kraliky, which have already been selected as business cases in Task 3.4. These tw bigas statins are agricultural and the study explres the use f bigas in the frm f bimethane. One mre study is develped t ffer interesting slutins that the waste prcessing AD plants will deal with in the field f lgistics and energy sales. 6 Disseminatin Reprt first perid, Czechia Abut BigasActin: Bigas Actin aims t prmte the prductin f sustainable bigas thrughut the EU, especially by exchanging best practice, creating new business mdels, and increasing investments in bigas prductin. The prject s purpse is t serve as a vehicle fr a rapid develpment f the Eurpean bigas/bimethane sectr. This undertaking will cntribute t the EU 2020 targets, by fcusing n the remval f nn-technical barriers t the widespread prductin f bigas frm manure and ther waste. The prject is based n a deeper cperatin between the different plicy levels (Eurpean, natinal and reginal), and n its implementatin in varius EU regins. What actins will be undertaken, and what bjective will they serve? T identify and disseminate prven supprt strategies and guidelines, t fulfil the ptential fr bigas and bimethane develpment in Eurpe. The partners will define a strategy fr the glbal prmtin f bigas in the EU, and will prvide cmprehensive tls n hw t explit the ptential f bigas and bimethane in Eurpe, based n prven supprt strategies. In rder t achieve this gal, a cmprehensive inventry f supprt tls will be utlined and summarized in an interactive database. T define and implement a specific bigas/bimethane interventin strategy in each target cuntry/regin. The strategies will cnsist f a range f specific activities and measures, fcusing n the remval f nn-technical barriers fr the widespread prductin and use f bigas/bimethane frm cdigestin f manure and rganic wastes. These measures will include institutinal building thrugh the creatin/imprvement f the natinal and reginal platfrms fr bigas deplyment and develpment ; the imprvement f dialg and interactin between stakehlders, decisin makers, financing institutins, energy cmpanies, ther majr bigas/bimethane actrs, as well as a crss sectrial bigas netwrk f cllabratin and cmmunicatin ; the ptimizatin f business mdels and prject financing ; an increase f investments in bigas/bimethane prductin in the EU ; an ptimizatin f bigas prductin and use, including new bigas/ bi-methane distributin systems and the explitatin f bigas ptential thrugh prject generatin and cncrete assistance t farmers and entrepreneurs. The prject plans 50 specific quality, sustainable bigas prjects in the interventin regins. T exchange knwledge and experience within and beynd the target areas and the prject life time. The prject will establish systematic knwledge sharing, thrugh learning and netwrking, s that the actins culd be replicated at the Eurpean level, and after the prject lifetime. What culd the prject achieve? Thrugh its varius actins, Bigas Actin culd cntribute bth t the increase f the share f sustainable bienergy in the final energy cnsumptin, and t a reductin in the transactin csts fr prject develpers and the authrities. T finish, the prject culd als actively cntribute t the develpment f better plicies, financial framewrks and market supprt at natinal and reginal levels.
