1 Section 8 Storage Analysis This section presents the analysis of the City of Sunnyside s storage facilities. Adequacy of the existing facilities is examined first, followed by recommendations for future storage expansions. 8.1 Evaluation of Existing Storage Facilities The design standards for storage facilities presented in Section 6 were used to analyze the adequacy of the City s existing reservoirs. The entire system is analyzed to ensure that any recommended storage improvements, developed from the analyses, will be able to satisfy the storage requirements of the system as a whole. The City demand is included in this scenario along with all existing supply sources and storage facilities. The upper zones alone are analyzed separately for storage adequacy wherein only the Skyline reservoir (Reservoir No. 4) is included. In order to examine this scenario, the population projections and water demand is analyzed for the years 2004, 2010, and The storage analysis is conducted in two parts: First, only the existing sources are included in the storage analysis, where the wells are assumed to operate 18 hours a day. This analysis is also completed for Zones 2 and 3 where the booster pumps are operated over 18 hours a day. The required storage is determined for the scenarios with and without conservation. The analysis is presented in Tables 8-1 and 8-2. Second, it is assumed that the required new source (as derived from the source of supply analysis in Section 7) planned for 2010 is available for the full system. The wells are assumed to operate for 18 hours a day. The analysis is presented in Table 8-3. Although not presented in table format, a comparative analysis was also done assuming the source wells are operated over a 24 hour period (rather than 18 hours) assuming only the existing sources are available. The findings are summarized in the next section. 8.2 Storage Components The total volume of the main reservoirs (Reservoirs No. 1, 2, and 3) is 2.72 MG. However, there are some water services at the upper level of Zone 1 on Riverside Ave. just below the main reservoirs. According to the City, a reasonable maximum usable storage volume from the main reservoirs is 1.87 MG, which takes into account the dead storage. This is the effective storage volume used in the storage analysis for the main reservoirs. In the case of the standpipe (Reservoir No. 4) the total storage volume is 1.0 MG. According to the City, a reasonable maximum usable storage volume from the standpipe reservoir is 0.54 MG, Section 8 Storage Analysis 8-1

2 which takes into account the dead storage. This is the effective storage volume used in the storage analysis for the Reservoir 4. The City assumes no operational storage, and thus the other components of storage (equalizing, emergency, and standby storage) are all that need to be considered in the storage analysis. These volumes are calculated based on the design criteria presented in Section 5. Based on the above discussion, the City currently has an effective storage volume of 2.41 million gallons. 8.3 Storage Analysis For the full system using only the existing sources of supply operating 18 hours a day, there is currently a 267,000 gallon deficit, and by year 2010 the storage deficit becomes 1.1 million gallons. The current source and storage system (again with wells operating 18 hours a day) can serve 4,608 ERUs compared with the 4,845 ERUs in year For the upper zones (2 and 3), with the booster pumps operating 18 hours a day, there is a storage surplus of nearly 218,000 gallons. The existing storage is able to meet the storage requirements through the planning period. For Zones 2 and 3, the current storage can serve 1,311 ERUs compared with the 459 ERUs in year Since the City is planning to develop the additional source of supply needed based on the analysis in Section 7, this source was included in the second part of the storage calculations. With the required new source(s) included, there would be storage surplus of over 400,000 gallons for the full system. The storage analysis indicates current storage is adequate through approximately year 2013 based on the ERU and population comparisons. The available storage is adequate to serve a population of approximately 18,170 people (or 6,000 ERUs). Over the entire 20-year planning period a deficit of 2.2 million gallons is projected. This assumes that required source of supply is made available to the system which reduces overall storage requirements. This analysis still assumes that the source wells operate 18 hours a day. As a final comparison, the wells are assumed to operate 24 hours a day with only the existing source wells. Based on these conditions, there is a storage surplus of 500,000 gallons in year 2004, and 5,400 ERUs can be served. However, the City cannot reliably operate its system in this manner. 8.4 Recommended Improvements Because the City intends to develop additional source of supply based on the findings from Section 7, 2.2 million gallons should be considered the storage needs for the City. A new 2.2 million gallon storage reservoir could be constructed in Zone 3. A reservoir in the upper zone will meet the storage needs for the entire system, as well as provide any additional storage for the upper zones. It is assumed that the reservoir will be located in the lot near the corner of Upland Dr. and Grandview Ave. that the City had purchased for the purposes of siting a reservoir and will be at the same overflow elevation as the existing Reservoir 4.
