The concept of ESS valuation is at the heart of TRAP. Two ways to view it: (1) ecosystem service value can be a useful guide when distinguishing and measuring where trade-offs between society and the rest of nature are possible and (2) where they can be made to enhance human well being [in this case imperfect market of cultural (recreational and on-use) ESS] 1. 27 Partner good practice transfer Results Pilot completed by (Full mapping, and appraisal of the ESS; Valuation tool formulated (in collaboration with ELY Keskus Water Management Department of Northern Finland)) Identified development actions related to Cultural recreational & non-use ESS for Kuhmo area (Pajakkajoki rapids) Valuation tool operational: possible to test in various contexts, access through the link on the last slide. Findings (and next research / project issues): (1) ESS at planning stage and at large scale if we want it to be effective; i.e. ESS into land use planning; (2) appraisal = shadow pricing methods need to be agreed, i.e. which ones are used at which stage; (3) some investments go beyond ESS, and then it is issue not of trade offs but of corrective actions, both for the society & for the environment. 12/11/ R4 TRAP closing conference, PP1 presentation 27

28 Partner policy impact Has policy impact been achieved? 70% : the ES valuation model we developed needs more work to become a final tool to be formally adopted by a regional authority. However, Valuation tool is transferrable: positive feedback from ELY Keskus Water Management Department of Northern Finland, for testing it further into similar context (e.g. restoration projects in other areas of northern Finland Inclusion of ESS into the Water Management thematic programme ( ), bottom up contribution to the uptake of ESS by regional water management projects Lessons learnt ESS can be relevant to both trade offs and trade ups. It is possible to link environmental protection to growth through shadow value identification and ESS pricing and revealed value What worked: (1) pre-approved rehabilitation project scale was defined (and we kept awareness that this was not the ultimate relevant scale, but, still a defined space to pilot), (2) we focused on cultural (options + non-use) aspects because they were not well appreciated and because they have larger scale resonance, (3) the mapping process led to the discovery of valued but not priced cultural aspects, (4) that these aspects led to potential development concept s for the Kuhmo area, with which we continue the cooperation (it is part of KE owners); and (5) we managed to develop a kind of appraisal tool that showed a new way to appraise the cost of the rehabilitation project. The tool is available also in excel if someone wishes to use it. Person to person workshops when mapping and discussing values of ESS much much better than online questionnaires What would you like to improve in the future? (ESS) integration, needs to refer to larger scale spatial units, that the type of scale could be linked also to the continuation of specific ecosystem units, the reference should be made at land use planning stage, and that there should be commonly accepted valuation = appraisal methods. 12/11/ R4 TRAP closing conference, PP1 presentation 28

50 The general definition for ecological status good in rivers: The values of the biological quality elements for the surface water body type show low levels of distortion resulting from human activity, but deviate only slightly from those normally associated with the surface water body type under undisturbed conditions. 51 Good practice imported: Why there were selected? What, For what purpose? In what way? We selected GP 1 because we want to develop a database to improve the monitoring system of observance the environmental permits in the field of water quality in a region of Arges - Vedea rivers basin. We were interested in the following issues regarding our purposes: Reducing the surface water pollution, especially the pollution produced or induced by agricultural sources; Prevention of water pollution with nitrates; Review of some provisions from the regional/local action plans; Completion of the regulations at regional/local level in order to implement the action plan; In this regard we took from GP1 the monitoring issues 1006 R4 TRAP closing conference, Ljubljana, November 12, 2014, PP7 presentation 51

56 RESULTS Web portal for the implementation management of transferred GP1 ( Quality management of water resources and factors of influence in the water territories are targets of public interest. The objective of the good practice is to ensure the good status of the river waters by Good surface water status means according to the WFD (Water Frame Directive), the status achieved by a surface water body when both its ecological status and its chemical status are at least good. 58 In this regard it was achieved a web portal capable of ensuring the collection, storage, evaluation and visualization of relevant information for the area of good practice implementation of GP1: Surface water monitoring technology & operational aspects, transferred through the project TRAP. The input data / collected data that are accessed through the web portal are: permits and licenses of different categories of companies: permit s date, validity date, notes / specific requirements; measurement bulletins for water quality in 2-3 places (input - output), especially in case of the nitrites pollution; data from hydrological measurements: flow, speed, level, sediments hydrodynamics data optionally; 1006 R4 TRAP closing conference, Ljubljana, November 12, 2014, PP7 presentation 58

62 The web portal requires also a synchronization module: automatic, semiautomatic and import data from files, having a default template. The web portal content can be viewed without the registration / login as a visitor, but will also have a system for registration / logging dedicated to the data providers, who will have limited rights regarding the data administration and also to the system administrator, who will have full administration rights. Also, there is a user type who has the rights for viewing and downloading the data. This user type is designated to companies and public institutions that will be able to download data from the portal. They can do with the experts help: simulations, creating charts, histograms, generating PDFs for archiving, etc. Also, the web portal can allow the graphical integrated visualization with Google Map of some relevant data (water level, flow, exceeded pollution level) that changes at a number of hours / days in some locations from where there are measurements R4 TRAP closing conference, Ljubljana, November 12, 2014, PP7 presentation 62

64 Has policy impact been achieved? The web portal has been achieved in 85%. 65 What would you like to improve in the future? In the future we want to improve the web portal with the following data: The evolution of the water evaporation; The evolution of the underground water level (groundwater); The status of the wetlands associated to the monitored territory; The animal / vegetable habitat status in the area. Also, we believe in TRAP GP1 efficiency and support to a better polluters monitoring and we think that it should be implemented at the national level, in all 11 Water Basin Administration of the National Administration of Romanian Waters. 66 Synergies with other projects The project: ULTRASONIC MEASURING SYSTEM FOR DEPOSITION OF SEDIMENTS IN RESERVOIRS SEDCONTROL, code SMIS-CSNR 12500, developed on the Romanian POS CCE Programme (Sectorial Operational Programme for Economic Competitiveness Growth). The implementation period: The silting process affects the useful volume of the reservoirs, with important economic implications. The bathymetric maps of dam lakes are drawn measuring the water depth in x-y coordinates and show the dynamics of the silting process if they are updated periodically, but the accuracy of these determinations is related to the precision of the x-y coordinates. For a more accurate assessment of the deposition process, the SEDCONTROL system takes measurements in fixed points. 76 Partner good practice transfer (3) Outputs and results The good practice transfer was an ongoing procedure for the Western Macedonia Region during the whole period of TRAP project implementation, which still goes on, with the following outputs and results: There is a newly adopted River Basin Action Plan (R.B.A.P.) of W. Macedonia where its programme Goals are directly linked with the functional character of the GPs. This proposal was adopted to the document (p ) that was sent by the Regional Authority of W. Macedonia to the European Commission and is still pending for the final approval. The implementation of the ITI with specific measures and actions will take place under an open call for proposals of Local Action Groups during the next programme period. Lessons learnt The planning procedure is always continuous and with the transfer of GPs in different thematic areas the bottom-up approach concerning development policies and programmes is better achieved. The main challenge that has been faced during TRAP implementation in the region were the joined procedure of promoting TRAP GPs and outputs in both institutional and operational level through relevant documents that were elaborating simultaneously with TRAP implementation period. Consultation with people, both individually and with groups, has been the main driver. European project provides a dedicated team to roll out initiatives and provides finance to support activities. 132 Synergies with other projects IRD Duhallow LIFE+ IRD Duhallow LIFE+ operates on a community level and it works in conjunction with landowners, community groups, schools and farmers. It s a hands project that carries out restoration works on the river. Type of synergies Both projects needed each other: IRD Duhallow LIFE+ needed to influence the policy framework it works within.
