1 Prject 12: Envirnmentally Sund Management f Selected End-f-Life Vehicle Batteries, Including Spent Lead-Acid Batteries (SLABs), in Nrth America Operating Year(s): Planned Budget fr tw years: C$400,000 Year 1: C$200,000 Year 2: C$200,000 Strategic Pririty/Objective: Greening the Ecnmy in Nrth America Cluster: Addressing Waste in Trade in Nrth America Prject Summary The first task f this prject invlves the develpment f technical guidelines n envirnmentally sund management fr secndary lead smelters and ther facilities that prcess SLABs, t enhance their capability t implement envirnmentally sund management practices, ntably in Mexic. This aspect differs frm previus CEC wrk that culminated in a reprt entitled Practices and Optins fr Envirnmentally Sund Management f Spent Lead-acid Batteries within Nrth America, which prvides high-level guidance and that is nt specifically geared twards addressing smelting and ther facility peratins fr SLABs prcessing. The guidelines t be develped under this prject will identify best management practices at the peratinal level cncerning the envirnmentally sund management f SLABs and the recvery f materials, which will enhance the ccupatinal health and safety cnditins f wrkers in this industry and supprt the creatin f green jbs. The secnd task will fcus n examining ptential releases f lead frm secndary lead smelters and ther facilities that prcess SLABs, with a fcus n Mexic. This infrmatin can prvide an indicatin f the scpe and magnitude f this issue, and identify pprtunities fr imprvement that bth industry and gvernments can cnsider in implementing, r requiring crrective measures. Preliminary findings can als be used fr the develpment f technical guidelines and t priritize issues. The third task fcuses n nn-lead batteries used in hybrid and electric vehicles. A review f quantities in each cuntry, and current and prspective end-f-life technlgies/mechanisms with which t prtect human health and the envirnment, will be pssible thrugh the implementatin f this prject. The furth task f the prject fcuses n translating and publishing the CEC reprt entitled, Quantitative Characterizatin f Dmestic and Transbundary Flws f Used Electrnics, cmpleted during the Sund Management f Electrnic Wastes in Nrth America initiative under the Operatinal Plan. 2 By May 2014, a CEC battery-experts grup will develp draft ESM technical guidelines fr prcessrs f SLABs. By December 2013, a number f facilities that prcess SLABs in Mexic will be selected t participate in a pilt study n releases f lead and ther substances f cncern. By December 2013, cmplete French and Spanish translatin and publicatin f the reprt, entitled Quantitative Characterizatin f Dmestic and Transbundary Flws f Used Electrnics, will be available. By June 2014, the CEC battery-experts grup will implement a preliminary identificatin f releases f lead and appraches t quantify releases f lead frm secndary lead smelters and ther facilities that prcess SLABs. These results will help t identify measures and practices t imprve the envirnmentally sund management f these recvery and recycling prcesses. This wrk will help and infrm enhance ccupatinal health and safety decisins, and t prevent releases f these substances t their surrunding envirnment. By August r September f 2014, the CEC battery-experts grup will meet and a key grup f stakehlders (e.g., industry, NGOs, and academic experts, etc.) will have an pprtunity t prvide input and advice n the utline f the technical guidelines identified in task 1.1, and n the reprt identifying ptential emissins fr cntent f lead and appraches t quantify releases f lead frm secndary lead smelters and ther facilities that prcess SLABs identified in task 2.1. Lng-term Outcmes (by the end f the prject) By May 2015, the CEC battery-experts grup will finalize the technical guidelines n envirnmentally sund management fr secndary lead smelters and ther facilities that prcess SLABs. By June 2014, the CEC will cmplete a preliminary analysis f ther types f batteries used in hybrid and electric vehicles. This analysis will help explre hw these batteries are managed at their end-f life cycle. It is expected that the prject will help identify current and prspective end-f-life technlgies/mechanisms that can better prtect human health and the envirnment, and t identify ptential issues that may require attentin as part f future CEC wrk. By May 2015, the CEC will cmplete a reprt identifying ptential emissins f lead and appraches t quantify releases f lead frm secndary lead smelters and ther facilities that prcess SLABs, as described in this prject. Lnger-term, envirnmental utcme (pst prject) Infrmatin stemming frm this prject will supprt decisin-makers t cnsider the implementatin f measures t enhance prtectin f wrkers and cmmunities frm lead emitted during the recycling f SLABs by disseminating envirnmentally sund management practices. 3 It is expected that the prject will supprt the adptin f practices and actins leading t a reductin f lead emissins frm secndary lead smelting facilities t air, sil, and will help reduce lead expsure t wrkers and cmmunities. This prject will benefit the Parties by prviding timely infrmatin n ptential impacts that may be assciated with nn-lead batteries frm hybrid and electric vehicles when they reach the end f their useful life. It is cnsistent with the ensuing CEC Cuncil s Strategic Objectives 1 - Imprved Envirnmental Health f Vulnerable Cmmunities in Nrth America; and Objective 3 - Enhanced Reginal Apprach t Sund Management f Substances such as Lead. Preliminary wrk n batteries currently used in hybrid and electric vehicles will als help t infrm gvernments f any existing and ptential current r freseeable issues that may be assciated with these types f batteries when they reach the end f their useful life. This wrk is primarily linked t the CEC s Greening f the Nrth American Ecnmy pririty. Are the prpsed bjectives Nrth American in scpe? In ther wrds, hw are the prpsed results relevant t prtecting the envirnment in Nrth America? (Fr example, what wuld Cuncil members annunce t the press at the successful cmpletin f this prject?) A review f envirnmentally sund management practices in the secndary lead smelting and prcessing industry will cver and benefit frm best practices and expertise frm the three Nrth American cuntries. Hw SLABs are managed is an imprtant public health, envirnmental and ecnmic issue. A cnsensus nw exists in the scientific cmmunity that there is n safe threshld fr bld lead levels. Lead can be absrbed int the human bdy and prve txic t the nervus system, heart, kidneys, bnes and reprductive rgans. Lead can affect the health f wrkers and peple in the surrunding cmmunities, particularly with respect t fetal and childhd develpment.
