1 City of Port Moody Minutes Environmental Protection Committee Minutes of the meeting of the Environmental Protection Committee held on Monday, July 18, 2016 in the Brovold Room. Call to Order Councillor Lahti called the meeting to order at 7:00pm. 2. Adoption of Minutes Minutes 2.1 EPC16/011 Moved, seconded, and CARRIED THAT the minutes of the Environmental Protection Committee meeting held Monday, May 16, 2016 be adopted. New Business Council Update Regional Stormwater Management Initiatives 4.1 There was no Council update. 4.2 Presentation: Metro Vancouver Mr. Robert Hicks, Senior Engineer, Policy Planning and Analysis Mr. Sean Tynan, Policy Coordinator, Public Involvement Mr. Hicks and Mr. Tynan made a presentation on Metro Vancouver s Integrated Stormwater Mangement Plan, noting: The impacts of more stormwater, which include more erosion, longer dry spells, and storm drains not being properly treated; Existing storm water requirements, which do not cover single-lot residential zones; The Integrated Stormwater Management Plan s focus on reducing the amount of pollution in stormwater and reducing the volume of stormwater; Some challenges, which include the existence of several watershed requirements; The two requirements of the Integrated Stormwater Management Plan, which are reducing pollutants in stormwater runoff and reducing the volume of stormwater runoff; Some suggested practices to meet the two requirements, which include draining paved areas to vegetation, using pervious paving, collecting and draining runoff through sump, limiting impervious area to 70%, using minimum 450mm topsoil, and disconnecting downspouts; and Examples of current practices in other municipalities, such as Surrey, Pitt Meadows, and Coquitlam. Mr. Hicks and Mr. Tynan noted that the purpose of the presentation is to present the Plan s requirements and consider the Committee s feedback in the development of final recommendations. Mr. Hicks and Mr. Tynan answered a number of questions, including on the percentage of permeability in different regions and where the stormwater might go if downspouts were to be disconnected. Updating on the progress of resolution EPC15/015 made at the June 2015 Committee meeting, staff noted that a report is expected to come before Council in the fall regarding options for stormwater management. Mr. Hicks and Mr. Tynan left the meeting at this point and did not return. Environmental Protection Committee July 18, 2016

3 Environmental Stewardship Outreach 4.3 Presentation: Ruth Foster/Elaine Golds/Rod MacVicar Burrard Inlet Marine Enhancement Society Reed Point Marine Education Centre Port Moody Ecological Society Burke Mountain Naturalists Attachment: Community Environmental Education Initiatives City of Port Moody Initiatives File: Ruth Foster provided an overview of Mossom Creek Hatchery and Education Centre, noting that some of its initiatives include salmon enhancement, environmental education programs, watershed and inlet stewardship, consultation and planning, and providing volunteering opportunities. Ms. Foster noted that some municipalities are more involved in environmental initiatives than Port Moody and that environmental initiatives and outdoor activities can fit in with tourism initiatives. Ms. Foster suggested that the City consider supporting community programs, provide more environmental signage and public information, and hire a naturalist to serve on staff at an education centre. Ms. Foster noted that the District of North Vancouver has a naturalist on site at Lynn Canyon. Rod MacVicar provided an overview of wildlife in Port moody Harbour and noted the need to protect and enhance the ecosystem. Elaine Golds provided an overview of Burke Mountain Naturalists, noting some of the organization s past and current activities, which include: Preparing a flora and fauna inventory of the shoreline park (available at the Port Moody library); Putting up nest boxes in various parks; Promoting the Naturescape BC program, which encourage homeowners and municipalities to create gardens and landscapes that appeal to wildlife and people; Participating in the Christmas bird count for the annual survey; Publishing a children s nature guide in the Tri-Cities (available at the Port Moody Library); and Creating wetland at the Old Mills site. Ms. Golds noted that some of the biggest impending environmental concerns in Port Moody include dredging from Pacific Coast Terminal and the Kinder Morgan pipeline. It was noted that staff may invite Ms. Golds back in September. Environmental Protection Committee July 18, 2016

4 Ms. Foster, Mr. MacVicar, and Ms. Golds left the meeting at this point and did not return. Zoning Bylaw Update: Theme Two 4.4 Alex Taylor, Senior Planner Attachment: Blueprint: Our Zoning Bylaw Review File: Link: The Senior Planner provided an overview of the Zoning Bylaw review, noting: What a zoning bylaw is; How a zoning bylaw works; Who uses a zoning bylaw; and Why the City is updating the Zoning Bylaw. The Senior Planner noted the three themes of the Zoning Bylaw review: complete communities, environment, and transitoriented development. The Senior Planner provided updates on environment, outlining the four topics within the theme, which include streamside setbacks, building energy performance, waste and recycling management, and low carbon transportation. The Senior Planner noted that an online questionnaire will remain open for input until the end of the summer. The Senior Planner answered questions regarding density bonus, maximum lot coverage, tools to reduce greenhouse gas emissions, and incentives for redevelopment. 5. Roundtable Roundtable 6.1 Councillor Lahti noted that the Committee could make a recommendation on Port Moody watershed baseline for 2016 and that discussion should be held at the next Committee meeting in September.
