3 CAC - Agenda City of Port Moody Minutes Climate Action Committee Minutes of the meeting of the Climate Action Commitee held on Monday, February 26, 2018 in the Brovold Room. Call to Order Call to Order 1.1 Councillor Lahti called the meeting to order at 7:00pm. Welcome and Introductions 1.2 A roundtable introduction was given. 2. New Business Review of Climate Action Committee Terms of Reference and Report to Council 2.1 Memo: Corporate Services Department Legislative Services Division, dated February 16, 2018 File: Councillor Lahti provided background on the Climate Action Committee. Committee members reviewed the Terms of Reference and proposed a number of amendments to clarify the committee purpose and duties. Climate Action Committee February 26, 2018 # File: /2018

4 CAC - Agenda CAC18/001 Moved, seconded, and CARRIED THAT the Climate Action Committee Terms of Reference be amended by: Adding in corporate operations and community energy and emission programs for residents and businesses after carbon neutrality under section 1; Adding energy efficiency, after related to under section 2.1; Adding energy efficiency, after promote under section 2.1; and Adding Mitigation and adaptation to climate change; as a bullet point under section Work Plan Development 2.2 Committee members discussed potential work plan items, and proposed a number of ideas as follows: Look into the feasibility of using solar power or geothermal heat for the new Inlet Field; Explore climate adaptation best practices from other communities; Explore the possibility of creating a climate adaptation plan, including identifying possible funding options and ways to implement the plan; Discuss a climate adaptation community project; Explore the link between food consumption and Greenhouse Gas emission; Explore the link between traffic congestion and Greenhouse Gas emission; Explore possible use of alternative energy sources (e.g. wind, solar); Explore ways to incentivize developers to plant more trees as part of their development proposals; Explore ways to mitigate urban heat effect; Explore ways to conserve water (e.g. potentially through education campaigns and promoting the City s rain barrel program); Promoting the use of energy efficient appliances; and Explore the feasibility of promoting the use of light switch motion sensors. Committee members requested background information on: Related measures that the City has in place (e.g. implementation of BC Energy Step Code, related Official Community Plan policies, and related bylaws); The City s legal obligations in relations to provincial and federal regulations; Potential bylaws and regulations to restrict or reduce water consumption; Common sources of Greenhouse Gas emission (potentially receiving a presentation from Metro Vancouver on Greenhouse Gas reduction strategies); and The status of a recommendation to Council from a number of years ago on solar panels.
