2 9:45 11 am Session One State Best Practices/New Programs - Member Updates The first portion of this session will be a panel discussion on demonstration projects and other strategies CESA members are using to advance emerging technology. They will consider the advantages and challenges associated with programs to support innovative technologies. The panelists will be Sara Fisher Goad of the Alaska Energy Authority, Andy Brydges of the Massachusetts Clean Energy Center, Jennifer Harvey of NYSERDA, and Lew Milford of Clean Energy Group. Warren Leon will facilitate. 11:00 11:30 NETWORKING BREAK After the panel discussion, Roger Clark of the TRF Sustainable Development Fund will provide a fund update focused on its building energy loan program and the challenges of find moderate cost, longterm capital to replace ARRA funding and of developing the capacity to provide loans for smaller projects. 11:30 12:30 Session Two The Results of State Clean Energy Programs Paul Gromer and Junjay Tan of Peregrine Energy Group will present key findings from the new edition of the CESA National Database of Renewable Energy Projects, which covers results through The session will also consider how various states present the results of their programs to the public. They will offer ideas and recommendations for how state clean energy programs can best present their results in ways that are interesting, appealing, and user-friendly for the public. Facilitated by Marissa Newhall, CESA Communications Director. 12:30 1:30 pm 1:30 3:00 Session Three LUNCH, Designing Effective Renewable Thermal Programs Christie Howe of Massachusetts Clean Energy Center and David McClelland of Energy Trust of Oregon will present their respective solar thermal programs, and David Ljungquist of Connecticut s Clean Energy Finance and Investment Authority will present CEFIA s solar thermal and ground source heat pump programs. Presentations will be followed by questions and answers, leading into a 2

The panelists will be Sara Fisher Goad of the Alaska Energy Authority, Hannah Morini of the Rhode Island Economic Development Council, and Andy Perchlik of the Vermont Clean Energy Development Fund. Warren Leon will facilitate. After the panel discussion, there will be two member updates: Dale Hedman, CEFIA, on the latest version of the Connecticut Solar Lease Program. 4 8:30 9:10 am CNSE - Rotunda 9:15 10:00 am Session Five Breakfast Tour of the College of Nanoscale Science and Engineering s Energy and Environmental Technology Applications Center (E2TAC) The Center is engaged in cutting-edge research to develop improved clean energy technologies. We will see the research facilities being used to apply nanoscale science to the development of semi-conductors, improved solar cells, advanced energy storage methods, and other energy technology improvements. 10:00 am 11:15 am Session Six 11:15 12:15 12:15 1:10 pm CNSE Rotunda 1:15 2:15 pm Session Seven NYSERDA Presents Its Programs: Panel and Discussion Updates from cutting-edge programs from NYSERDA: NYSERDA Clean Energy Incubator Program NYSERDA ON-Site Wind Market Development Program others Update on PV Cost Trends Ryan Wiser of LBNL will present some of Lawrence Berkeley National Lab's recent work in tracking historical PV cost trends in the U.S. through LBNL's annual "Tracking the Sun" report series. Additionally, he will briefly summarize the results of: (1) an NREL/LBNL- administered PV installer survey to better understand the magnitude of various "soft" costs for PV installations in the U.S.; and (2) a separate LBNL- administered survey of German PV installers to better understand how "soft" costs in the U.S. compare to the lower residential PV pricing environment in Germany. Lunch Assessing the Costs and Value of PV This session will look at two recent attempts to determine the economic costs and benefits of large-scale solar development: NYSERDA s New York Solar Study and a recent paper titled Solar Power Generation in the US: Too Expensive, or a Bargain? Key participants in these two very different studies will examine their findings and will consider the implications for CESA members solar programs. We will discuss how CESA funds can best describe the benefits of PV development to policymakers and the public. 4

5 Guest Speakers: Carl Mas, NYSERDA and Richard Perez, Research Professor, SUNY Atmospheric Sciences Research Center 2:15 3 pm Session 8 The Future of PV Technology and Energy Innovation Professor Padreep Haldar, E2TAC Director and Executive Director of New Energy New York (NENY), will discuss trends in PV technology research and the Center s efforts to developed advanced solar cells as part of the DOE SunShot program, which aims to reduce the installed cost of solar by 75% by the end of the decade. He will also briefly describe the College s solar manufacturing facility and the iclean energy technology incubators. This session will be introduced and facilitated by Jennifer Harvey of NYSERDA. 3 3:15 pm Break 3:15-5:00 pm Session Eight State Best Practice/New Programs Member Updates This session will start with the following updates: Emil King, District Department of the Environment - Energy Administration Andy Brydges of the Massachusetts Clean Energy Center on a new program of energy planning assistance for municipalities including a facilitated stakeholder process and technical assessment. Barbara Bernstein of the New Hampshire Public Utilities Commission on its residential bulk-fuel fed wood-pellet central boiler program Tim Tutt of Sacramento Municipal Utility District on SMUD research on storage and photovoltaics.
