PRESENTATION OF THE PROJECTS DEVELOPED WITHIN EUSDR PA5 Viktor György Oroszi, PhD PA5 senior advisor EUSDR 12 th PA5 SG Meeting Vienna 13-14/12/2017

DSPF overview Managing Authority: PA10 and EuroVienna Particular attention to strategic impact on Neighbourhood policies, connections with EUSAIR, horizontal measures with other PAs, focus on the training of youth generation. DSPF is organised as a semi-closed call PACs of the EUSDR and SGs are requested to invite organisations in the Danube Region to submit applications. Each PA could forward up to 5 DSPF project applications to the MA with the signature of the relevant PAC on the Application Form

DSPF projects In total, 45 organisations participate as Lead or as Project Partners in the 12 highest ranked projects. Priority area support Projects submitted PA1a 0 PA1b 1 PA02 2 PA03 5 PA04 4 PA05 1 PA06 3 PA07 4 PA08 3 PA09 8 PA10 5 PA11 1 Total 37 Projects selected for funding Projects submitted

Properties of selected DSPF projects The involved organisations are academies / universities (25), associations / social partners (12), SMEs (5), local authorities (1), regional authorities (1) and national authorities (1).

PA5 PAC experiences with the implementation of the DSPF call Extended deadlines with the lack of information Modified project selection method (no Advisory Board pre-selection only the decision of the Jury, not 2 round project selection) Modified ranking list No information on project evaluation results for PACs and not equal number of projects per PA as earlier (in case of TAF/START) No justification for applicants on rejection Loss of prestige for EUSDR, decreased motivation of stakeholders to apply for EUSDR funds in the future

InterFloodCourse project Submission for DSPF call with the support of EUSDR PA5 Lead partner: National Univ. Of Public Service (HU) Partners: Technische Hochschule Deggendorf (DE) Slovak University of Technology in Bratislava (SK) University of Belgrade (SRB) Observers: General Directorate of Water Management (HU) Transcarpathian Hydrometeorological Center (UKR) Budget: cca EUR Objective: to develop a harmonized, international postgraduate course on flood and flood risk management which integrates the knowledge of all participating partners and involves expertise of Danube region professionals during this process. Result: a comprehensive flood management curriculum that offers a professional development possibility for Civil engineers

InterFloodCourse project Activities: International conference on flood-related education (Baja, Hungary) Curriculum development (partner meeting Belgrade) Development of detailed course materials (e-learning) Course promotion Ongoing contracting phase Project kick-off expected in early 2018 Project duration: 12 months

Danube Transnational Programme 1st Seed Money Facility Call

DTP SMF call overview Support to strategic projects in the thematic fields of the EUSDR (small scale financial assistance for EUSDR project ideas) Result: Increased capacities in the regions for the development of complex strategic transnational projects contributing to the EUSDR Total allocation of the call is up to 1,530,000 euro EU contribution Maximum project budget: 50,000 euro Partnership: minimum two and maximum 5 financing partners from at least 2 DTP countries Project duration: 12 months EUSDR PACs provide the Declaration of alignment MC will select maximum 3 projects per Priority Area according to the ranking list. The threshold for selection is set to 65%, projects scoring less being proposed for rejection

PA5 defined SMF topics Topics Coordinate the operative flood management and civil protection plans Safety of the critical water infrastructure on shared river basins, contingency planning for failure (havaria management) Basin/Sub-basin wide technical/professional) water resource management masterplans Improve the capacities to tackle accidental pollution risk at the transboundary, regional and basin level Explanations Focus on evacuation plans and procedures, safeguarding people, goods, emergency rescue plans, regional catastrophe plans including contingency plans for water scarcity etc.) considering the benefits of the civil protection mechanisms for the shared flood basins or stretches of common interest to better use the available resources Investigation and evaluation of lakes, reservoirs and their dams or complex water bearing structures which could have transboundary/ international effects if busted or malfunctioning. The extreme natural conditions or the failure of these manmade objects would cause environmental risks, like sudden inundation, water quality problems and additionally block of freshwater supply, irrigation, transport etc. The topic covers the estimation of the effects and calculation of the response time and develop possible measures, action plans. The aim is to raise preparedness and get aware of the potential threats to act in advance. The activities need to be communicated in the border commissions and international collaboration should be set up for such cases. Projects are expected to facilitate the adaptation of the Danube countries to climate change and to support anticipating local and regional impacts of climate extremities (e.g. ice management, border crossing flood or excess water inundation beside the river network including shared lake surface and littorial) Focus on the development and/or modernization of plans, equipment (including monitoring capacities), information and warning systems and joint trainings, taken also into account the effects of climate change
