3 PaintCare Inc. o Non-profit 501(c)(3) organization o Created in 2009 by the American Coatings Association to represent paint manufacturers in states that pass paint stewardship laws o Governed by Board of architectural paint manufacturers (and retailers) o Operational organization designs and implements all aspects of paint stewardship programs

5 CA Paint Stewardship Law AB1343 introduced Feb Passed Sept Requires manufacturers to develop and implement a program to collect, transport, and process post-consumer paint, with the goal of: Reducing the generation of post-consumer paints Promoting reuse/using up of post-consumer paints Ensuring proper recycling and disposal at end-oflife

24 Convenience Goals Program Plan convenience goals: Distribution: one site within 15 miles for 90% of the state s residents Density: an additional site for every 30,000 residents of a population center as defined in the Program Plan The combination of new year-round drop-off sites and existing year-round HHW sites provided a site within 15 miles to 98.4% of the state s population satisfying the distribution goal of the program. Including the supplemental sites and events into the analysis increased the serviced population to 99.2%.
