If You Have Transformer Oil Please Call Us For Proper Disposal Instructions If you ve brought used motor oil to a Lane County transfer site for recycling -- thanks! Last year, you helped us collect over 40,000 gallons of used oil for recycling. Recycling used oil is simple, and it s the right thing to do. There are potential dangers involved in collecting used oil, though. If the oil is contaminated by undesirable substances, the oil can be rendered unsuitable for recycling. In some cases, it can even become a regulated hazardous waste. Such was the case recently at the Cottage Grove transfer site, where oil containing PCBs found its way into the used oil collection container. PCBs are polychlorinated biphenyls, a class of chemical compounds widely used in industry from 1929 until 1979, when production was banned by federal law. Because of their desirable characteristics, PCBs were used in the production of dielectric and hydraulic fluids found in a wide range of products including transformers, capacitors and motors, as well as in items like oil-based paint, thermal insulation, caulking and even floor finishes. Unfortunately, PCBs are bioaccumulative toxins known to cause cancer in animals and negative effects to the human reproductive, endocrine, nervous and immune systems. It s the dielectric and hydraulic fluids that cause problems for used oil recyclers. If fluids containing PCBs in concentrations of more than 50 ppm (parts per million) are added to the oil collection tank, then the entire contents of the tank - and the tank itself - are then considered regulated hazardous waste under the federal Toxic Substances Control Act (TSCA). At Cottage Grove, the level of PCB contamination in one of the two collection tanks exceeded 1000 ppm, and the cost of disposing of the contaminated oil and the tank totaled around $10,000, including analytical services and staff time. You can help us avoid this type of incident in the future by making sure that you only empty used motor oil from known sources into the collection tank at the transfer site. If your oil came from a transformer or other electrical equipment, call us at for information about proper disposal or recycling options. If your used motor oil is very old (pre-1979) or if you really don t know where it came from, please convey that information to our recycling area staff before pouring the oil into the collection container. Better yet, please give us a call at to inquire about responsible disposal options. Our hazardous waste services are free to household waste generators. Winter Hours Begin Oct. 1st. Six sites change to winter hours: Glenwood 8am-6pm, closed Sunday. Marcola, Oakridge, Rattlesnake & Vida, Wednesday - Saturday, 9am-5pm. Swisshome, Saturday only, 9am-5pm. All other sites' hours remain the same all year long.

It's The Law There are a few little-known laws about recycling that motivate much of what we do. The state's Opportunity to Recycle laws require that cities with populations over 4,000 must provide an opportunity to recycle that is as convenient as garbage disposal and that all garbage transfer stations must provide recycling collection as well. The law describes specifics and options for how cities and counties may choose to accomplish this. (Too many to list here but give us a call if you want more detail). It further states that customers must be provided with semi-annual notification of how to prepare the recyclables, why recycling is important, as well as how to prevent waste, and why. Remember the phrase Reduce, Reuse, Recycle? Well, that is part of state law. Because cities cannot enforce laws outside their city limits, this law also requires the county to ensure this opportunity is provided to citizens within the urban growth boundary of these cities. This means all curbside garbage services of any size must provide customers with recycling as well as garbage collection to customers within the urban Growth boundary of Eugene, Springfield, Junction City, Veneta, Florence, Creswell and Cottage Grove. This law also states that garbage collection companies may not charge customers who recycle (basic recycling, i.e., paper, cans and bottles) more than customers who do not recycle. State laws prohibit the following materials from being placed in the trash because of the dangers they pose: Televisions, Computers, Montors, Laptops, Auto Batteries, Appliances, Motor Oil, Tires. Safety, fire prevention, and pollution prevention require that the following materials are also not allowed in the garbage: Hazardous Chemicals, Liquids, Pressurized Containers. Please do your part to keep them out of the landfill. Ask the Fee Collector where to put these items instead. 3 Prescription Medicine Disposal Easy to use drop boxes are available at six city hall and law enforcement offices throughout the county. Here are three good reasons to make use of this easy disposal option and to spread the word! 1. Reduce prescription drug abuse, especially among kids and teens. 2. Keep our water ways clean that s someone s drinking water. Do not flush medications down the toilet, waste water treatment is unable to remove pharmaceutical substances from the water. 3.
