2 The Baltic Sea Region Bioenergy promotion project Bioenergy Promotion project for sustainably produced bioenergy as a growing business in the Baltic Sea Region. At the moment the energy consumption is growing in Europe and as well in the rest of the world. There are huge biomass resources in the area and only a fraction of it has been utilized so far. At the same time there is an increasing interest for the large but limited resources and therefore the use has to be sustainable, and the competition between the use for food, fiber and fuel has to be balanced. The Bioenergy Promotion Project focuses on biomass in the Baltic Sea Region, and its use as a sustainable of energy source in particular. The participants of the kick-off meeting Stockholm, February All in all, the Bioenergy Promotion Project aims at increasing the use of sustainably produced bioenergy and making it a growing business in the Baltic Sea Region. The Project strengthens development towards a geographically integrated, competitive and sustainable bioenergy sector in the Baltic Sea Region. It also ontributes to the implementation of the recently adopted EU Strategy for the Baltic Sea Region and the associated Action Plan. The project involves 34 partners from 10 countries in the Baltic Sea Region; decision makers on national and regional levels, universities, environmental and forestry development centres and agencies for renewable energy resources. It will serve as a central Baltic Sea Region wide platform for cross-sectoral and transnational networking within bioenergy and related fields. The three-year project is a part of Baltic Sea Region Program and is partially financed by the European Union.

3 Lead Partner Swedish Energy Agency The work done in WP 1 Management, is assuring the co-ordination of the project in all its elements - administrative, financial and operational. A high quality project management is necessary for the good development of the project lead by the Swedish Energy Agency. The Swedish Energy Agency, STEM is a national authority for energy policy issues and the lead partner in the Bioenergy promotion project. It operates in different sectors of the society to create conditions for an efficient and sustainable energy use and a cost-effective Swedish energy supply. Their mission is to promote the development of Sweden s energy systems so that they will become ecologically and economically sustainable. This means that energy must be available at competitive prices and that energy generation must make the least possible impact on people and the environment. Also the achievements of the national climate targets are supported. STEM is the project leader in the Bioenergy promotion project and it is also the main partner of the project who is responsible for the coordination of the project. Work includes: defining project logistics, developing project management; and ensuring that regular communication between all participants takes place. STEM is also the Work Package leader in WP 1 - Management. The work currently being done in WP 1, is assuring the co-ordination of the project in all its elements - administrative, financial and operational. A high quality project management is necessary for the good development of the project. 4 WP5 Business - match-making in the field of bioenergy market There are many examples of good practice in terms of business cooperation between the BSR countries today, but there still exist a huge, unutilized potential for increased business opportunities, which WP5 Business aims to investigate and promote. The project leader of Work Package 5 is the IMP-BKEE or the Szewalski Institute of Fluid-Flow Machinery Polish Academy of Sciences - Baltic Eco-Energy Cluster. The Baltic Eco-Energy Cluster was established in 2007 in Gdańsk, Poland, as a common initiative of Marshals and Self-Governments of the Pomorskie and Warmińsko-Mazurskie Voivodeships as well as the Institute of Fluid-Flow Machinery Polish Academy of Sciences (IMP PAN) - cluster s legal representative and coordinator, University of Warmia and Mazury, Gdańsk University of Technology, Koszalin University of Technology as well as the business entities. Currently, it associates 57 partners representing academia (6), local government bodies (13) and businesses sector (38). The main driving force in the bioenergy market is the possibility to make business. Therefore this work package focuses its efforts on match-making in the field of bioenergy market. Mapping the potential stakeholders, identifying state of the art in technology, summarising the best practices in business development, providing a virtual broker platform as well as facilitating opportunities to create networks, clusters and public-private partnerships - is all that Business work package seeks to achieve. There are four tasks under WP5, led by the following Partners: Nordic Energy Research from Norway, Spektrum and Pomcert from Poland as well as Swedish Energy Agency from Sweden. The Lead Partners are currently finalizing the methodology for realization of the set tasks and will be soon entering the realization phase. 5 Best Practices case - The Energy Farm A Norwegian centre for bioenergy with long traditions in arranging seminars, courses, study tours or practical demonstrations in order to disseminate information and build competence for increased use of bioenergy. The regional network point in the Norwegian region The main objective of the Energy Farm (founded in 1991) is the dissemination of information about bioenergy in theory and practice. Its activities are based on a traditional Norwegian farm and is located in Brandbu, 1,5 hour s drive to north from Oslo. The core concept is to promote and provide information about bioenergy to specific target groups such as students, politicians, farmers, foresters, private businesses, public authorities, etc. Typical topics are sustainable utilization of biomass resources, technologies, entrepreneurship and business possibilities, trainings and so on. The main idea here is first giving lectures (theory), then going outside to have a look at the technologies or methods (practise) taking you from know how to show how. The company has played a major role in the development of bioenergy in Norway and in 2007, due to its contribution, it was appointed to a centre for bioenergy by the Norwegian Minister for Agriculture. Besides arranging several seminars/courses, etc the Energy Farm is also involved in R&D projects. Ongoing projects are dealing with more effective logistics in the forest, straw heating and biodiesel from rape seed oils. In addition, a project regarding ash treatment is under development. All projects are based on major bioenergy resources, or of great interest in the Norwegian bioenergy market. 6 Renewable Energy Action Plans in the Baltic Sea Region - Status and Development conference The first international Baltic Sea Region Bioenergy promotion project conference will take place in Helsinki, Finland on 26th - 27th of November. As the Renewable Energy directive requires formulating the national action plans in 2010, the conference will concentrate on the National Renewable Energy Action plans and their planning and implementation. Both ministry officers and representatives from different companies will take part in the conference. There is also a possibility to discuss with different actors in the bioenergy field through panel discussion. The conference is part of the work done by WP 2 which leader is Motiva from Finland. In whole, the project will have three conferences and the two latter ones will be organized in Lithuania and Germany. In addition, there is a Conference dinner on 26th of November. It is an excellent meeting point for networking with bioenergy actors in the Baltic Sea Region and get in touch with different partners involved in the project.
