10 The closure of Ignalina NPP Unit I was shut down in December 2004 The closure of Unit II is scheduled in 2009 The Ignalina NPP can be substituted by the Lithuanian PP, but this power plant has to be upgraded to meet environment requirements 10

13 Prerequisites for a new nuclear power plant To implement the National Energy Strategy and with regard to the energy policy strategy of the European Union. To develop energy sector and to ensure energy safety of Lithuania. To assure secure supplies of energy from diverse, secure, sustainable energy sources which do not emit gases causing the greenhouse effect. To substitute the power generation sources which will be lost as a result of decommissioning of Ignalina nuclear power plant. To protect the essential interests and national security of the Republic of Lithuania. 13

19 Strategic partnership 19 Based on MoU, LE, LvE and EE have prepared the Feasibility Study MoU foresees, that parties should agree on next steps On July LE submitted the Project Development Agreement to LvE, EE and PSE for review Project Development Agreement establishes Project development and cooperation principles: identifies required preparation works empowers a single point of responsibility for implementing required preparation works provides mechanics for cost sharing increases flexibility to move the Project forward secures consensus based decision making process
