1 City of RE NG CITY COUNCIL AGENDA REPORT TO: FROM: Honorable Mayor and City Council Members Bob Stark Public Works - Utilities Agenda Item No.: 8- D Meeting Date: July 10, 2017 ACTION REQUESTED: Motion to Accept the Wellhead Protection Plan as recently approved by the Minnesota Department of Health. The following documents are attached: 1. Minnesota Department of Health approval letter dated June 16, 2017; ATTACHMENTS: 2. Maps of the East and West Drinking Water Supply Management Areas; and 3. Wellhead Protection Plan of Action. DISCUSSION: supply wells letter attached). Phase II of the Wellhead Protection Plan for the City' s five public water was recently approved by the Department of Health ( copy of approval The Wellhead Protection Plan was reviewed with the Council and presented at a Public Hearing on May 9, A meeting notification for the hearing and a copy of the plan was provided to all the impacted Local Units of Government. Changes made following Agency review and the public hearing were minor and have been incorporated into the final document. Maps showing the impacted areas and the approved Plan of Action are attached. Staff is requesting that the approved plan be accepted by the Council and will begin the implementation within the time frame established in the approval letter. The implementation activities fall under the following five categories: Monitoring, Data Collection and Assessment - Additional information on the aquifer and the inventory of potential sources of contamination is collected. Information is provided to the County and City departments that could be involved with emergency response activities in the management areas. Page I 1

2 Well Management - Identifies maintenance activities on existing wells and other infrastructure to minimize potential for groundwater contamination. Education and Outreach Identifies public information and educational efforts to inform the public on the importance of wellhead protection and groundwater quality control. Land Use Planning - incorporated into the City's Comprehensive Plan. Wellhead management information will be Coordination, Reporting and Evaluation Implementation efforts are documented and reported to the Council and made available to the public. A Wellhead Protection web page will be added to the City's website where the approved document, additional information on the importance of wellhead protection and implementation of the work plan will be available for public viewing. ONGOING OPERATION AND MAINTENANCE COSTS: significant impact on the routine operation and maintenance costs. This project will not have a ALTERNATIVES: The following options are available to the Council: 1. Accept the Plan as approved by the Minnesota Department of Health 2. The following principles were used as a basis for review: Compliance with the rule - the wellhead protection plan must be in compliance with parts to Sound management of water resources - includes evaluations concerning whether significant up or down -gradient effects on groundwater may result from management controls specified in the plan. Source management options should be based on sound data and technical analysis, and the interactions between surface water and groundwater are considered. Also, the effects of short- and long-term variations in precipitation must be evaluated for their impacts on source management. Effective health and environmental protection - includes preventing potential water and related land resource problems which may impact the public wells, identifying anticipated and appropriate improvements in the quality of the environment within the drinking water supply management area, and promoting public health and safety. Efficient management of potential contaminant sources - includes estimating the cost of implementing the wellhead protection plan. Also, the management approach must identify 1) mechanisms for funding plan implementation, 2) how coordination will be achieved with participating state and local agencies, 3) approaches that were used to identify source management problems and opportunities to correct them, and 4) how water conservation practices will be used to support wellhead protection goals. The plan provides an adequate assessment of the city' s source waters and contains goals, objectives, and action strategies for the potential sources covered by the plan. The city of Red Wing is commended for their efforts in preparing a plan to protect their drinking water supply from contamination. An equal opportunity employer
