Knowledge Innovation Project on an Integrated System of Natural Capital and Ecosystem Services Accounting (KIP INCA) Unit E2 Veronika Vyšná working group on water statistics Meeting of November 2017, Luxembourg Item 14 of the agenda

Ecosystem accounting In 2012, SEEA Central Framework adopted as an international accounting standard in 2014, its scope expanded for ecosystems and their services by SEEA Experimental Ecosystem Accounting; Ecosystem accounting rapidly developing field with many initiatives at international and national levels (WAVES, TEEB, etc.) Focuses on individual resources (e.g. water, timber) and the recording of their stocks and flows Focuses on ecosystems (e.g. forest, wetland) as suppliers of services and their capacity to provide them

What is KIP INCA? Knowledge Innovation Project on an Integrated system of Natural Capital and ecosystem services Accounting Project which aims to design and implement an integrated accounting system for ecosystems and their services in the EU by connecting relevant existing projects, models and georeferenced data. Based on the SEEA EEA framework; tests the framework and contributes to its advance. Addresses EU policy needs linked to ecosystems and natural capital, and strengthens the knowledge base for the implementation of the EU 7 th Environmental Action Programme.

What is KIP INCA? KIP INCA partners:, European Environment Agency, Joint Research Centre, DG Environment and DG Research and Innovation. Phase 1 (09/15 06/16) design: analyses of data sources and policy needs, pilot accounts, proposal for Phase 2. Phase 2 (to 2020) implementation: a set of ecosystem accounts (including physical and monetary), Horizon2020 topic and grant programme for NSIs.

Components of ecosystem accounting

Links between water-related environmental accounts SEEA CF Asset account for water resources Flow account for water resources Thematic account for water SEEA EEA Services accounts Provisioning of water Regulation of water quantity/flows Regulation of water quality "Freshwater recreation" Ecosystem condition accounts Ecosystem extent accounts

Use of water purification service Potential (sustainable) supply of water purification service Source: JRC

Is water purification service used above its potential? What is the trend of degradation / overuse?

Additional support measures to KIP INCA in Member States Mapping and Assessment of Ecosystems and their services (MAES) Horizon 2020 topic dedicated to ecosysten accounting (RTD) new work programme ( ) ESTAT grants on ecosystem capital accounting for NSIs o euro in 2017; 7 MS received funding; call to be repeated in 2018 subject to available resources ESTAT ESTP course on ecosystem accounting for NSIs: o 3 day course to be run in 2018 for the first time
