2 Paris Agreement Truly global, applicable to all Based on intended nationally determined contributions (INDCs) submitted by 187 out of 196 countries - Parties to the UNFCCC With progressive ambition, and regular global stocktake (every 5 years) All Parties to the PA undertake to mitigate GHG emissions Recognition of adaptation as a global issue Workplan for the period before entry into force

3 Global ambition Global temperature goal - holding the increase in the global average temperature to well below 2 C/1.5 C above pre-industrial levels (PA, Art. 2.1) Global peaking of GHG emissions, rapid reductions thereafter (PA, Art.4.1) A balance between anthropogenic emissions by sources and removals by sinks of greenhouse gases in the second half of this century (PA, Art.4.1) Stocktake every 5 years

4 Nationally Determined Contributions NDCs ratcheted upwards every 5 years developing countries have more time for peaking than developed ones, but in time they also move towards economy-wide reduction or emission limitation targets Transparency All countries account for their emissions Adaptation in NDCs

5 Adaptation Adopted Global Adaptation Goal (Art. 7.1 of PA) Strengthened cooperation, improved effectiveness and durability Formal recognition of developing country efforts Countries to periodically communicate adaptation plans Adaptation coming to prominence pre-2020

6 Long-term Low Greenhouse Gas Emission Development strategies All Parties should strive to formulate and communicate long-term low greenhouse gas emission development strategies, mindful of Article 2 taking into account their common but differentiated responsibilities and respective capabilities, in the light of different national circumstances. (Art of PA) Invites Parties to communicate, by 2020, to the secretariat midcentury, long-term low greenhouse gas emission development strategies in accordance with Article 4, paragraph 19, of the Agreement, and requests the secretariat to publish on the UNFCCC website Parties low greenhouse gas emission development strategies as communicated (Decision -/CP.21, pt 36)

14 MRV concepts turned into practice (1) Monitoring, Reporting, Verification focus & challenges for NDCs: Insufficient existing national level systems: Convention (pre-2020) and Paris Agreement transparency framework based on Article 13 (post- 2020) [IPCC; MMR; top-down] Lack of competence and/or buy-in on large emitting installation level: national initiatives to introduce/improve large GHG emitting installations [ ETS, IPPC; bottom-up)

15 MRV concepts turned into practice (2) Monitoring, Reporting, Verification system types supported (institutions, governance; procedures etc) : National Systems for UNFCCC reporting National Systems for tracing large emitting installations => Input for evidence-based policy-making

16 MRV concepts turned into practice(3) Monitoring, Reporting, Verification support examples: System design and improvement : ETS roadmap development in the Association Agreement context and for Convention/domestic purposes Large emitting installation level: study tour to ETS competent authority ( DeHST, Germany) and ETS installations (Germany, Poland) Capacity building/training on both installation & national/unfccc reporting and inventory systems

17 + Review of the European Neighbourhood Policy In addition to the Convention/Paris Agreement angle, Clima East support is in line with the November 2015 Review of the European Neighbourhood Policy ( {SWD(2015) 500 final}) and its greater attention to the energy security and climate action both of the EU and of the partners themselves.
